About this file

This document is a Questions and Answers (Q&A) file addressing offeror inquiries regarding a recompete air traffic control (ATC) contract opportunity. The incumbent contractor is Huckstep Holdings LLC dba TechWise under contract W911SG26DA004.

The solicitation requires 24/7 air traffic operations across Tower and Aeronautical Information Center (AIC) facilities with a minimum staffing of two qualified operational personnel at each location for all three shifts, including Sundays and Federal holidays. Key personnel positions—including Facility Chiefs, Training Supervisors, and Administrative Shift Supervisors—are dedicated to their respective locations, though Administrative Shift Supervisors may be dual-hatted across ATC and AIC if fully rated in both facilities. The Phase-In Period for transition is 21 calendar days, during which the incumbent contractor maintains full operational services before the successful offeror assumes complete responsibility. Resumes, letters of commitment, and certifications are excluded from the 30-page Volume II limit and may be submitted as appendices, while the Qualification Matrix/Roster counts toward the page limit. Volume III has no overall page limit but specific sections are restricted: Summary Page (5 pages), Organizational Structure Change History (3 pages), and Specific Relevant Contract Reference Sheets (5 pages each). Maximum past performance references are three, with questionnaires returned directly to the Government. Acceptable SF 1449 signatures include scanned wet signatures or cryptographically secure digital signatures; plain typewritten names are not acceptable. The CMMC certification requirement has been removed per Amendment 0001. Transition planning is the offeror's sole responsibility, as is hiring and retention strategy, with no Government requirement to retain incumbent personnel. Another version of the Equipment Listing attachment will be posted as the originally referenced version was unable to be opened.

# Question Response 1 Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Yes. The current contract is W911SG26DA004. The incumbent contractor is Huckstep Holdings LLC dba TechWise.

2 Do all controllers and key personnel receive night and/or Sunday pay differential i.e Air traffic controllers receive a 25% premium pay for any part of their shift worked on Sunday and a 10% night shift differential for work performed during night hours. These premiums are calculated based on their basic pay and apply to regularly scheduled shifts.

Any differential pay that is currently being paid to the incumbent's employees are based on the active CBA. Any differential pay under the successor contract will be based on either a newly negotiated CBA or wage determination for non-exempt employees.

3 Please provide current salary information for all non-CBA, Key personnel assigned.

The Government cannot provide individual salary or compensation data for the incumbent contractor's key personnel. This information is proprietary contractor business data and is protected from disclosure.

4 Please provide current on-board staffing by position and qualifications (meeting PWS requirements), distinguishing Tower and AIC key personnel by assigned position and identify all current vacancies.

The Government cannot provide the current incumbent contractor's staffing levels, individual employee qualifications, or current vacancy rates. This information is proprietary contractor business data and is protected from disclosure.

5 Based on the requirement to provide resumes and letters of commitment and our desire to hire non-CBA, ‘Qualified’ key personnel through first-rights of refusal of incumbent staff. Please provide the contact information for all current key personnel.

The Government cannot provide the personal contact information, resumes, or direct contact details for the incumbent contractor's key personnel or staff during the solicitation phase. This information is proprietary business data and is protected from disclosure.

6 Section L/M requires at least two qualified personnel on duty at the ATC Tower and two at the AIC at all times. Please confirm that this is a simultaneous 2+2 minimum for every shift, including Sundays and Federal holidays; identify which Key Personnel positions, if any, may count toward that minimum; and clarify whether personnel counted toward the minimum may perform supervisory, training, quality-control, or administrative duties while filling an operational position.

Per PWS C.1.15.16, all three (3) shifts will require a minimum of two (2) qualified operational personnel for Tower and AIC facilities for 24/7 air traffic operations to include Sundays and Federal holidays who are facility rated and possess active DD form 2992. PWS C.1.15.15 are required to work every shift including Sundays and Federal Holidays. Key personnel listed in PWS C.1.15.12 to C.1.15.15 does not count towards 2+2 minimum personnel.

7 Controller in Charge Duties: In accordance with CBA, How many hours per day are individuals designative as “controller-in charge” filling/replacing key personnel positions?

The CIC is not required when a dedicated Admin Shift Supervisor is actively on duty and present. Per PWS, C.1.15.9, the KTR is required to meet coverage requirement for 24/7 ATC operations. The intent is to have all 3-shifts manned with an Admin Shift Supervisor, eliminating the need for CIC.

8 How many ATC Administrative Shift Supervisors and AIC Administrative Shift Supervisors resumes and associated LOCs required to meet submission technical compliance. (one each vs one per shift)?

Per PWS C.1.15.9 and C.1.15.15, one Admin Shift Supervisors for ATC and AIC locations are required to support all three (3) shifts for 24/7 operations. The KTR is responsible for how many Admin SS are required to staff ATC and AIC locations during the 24/7 rotations to include Sunday's and Federal Holidays.

9 Table L.3.1.1 limits Volume II to 30 pages but does not identify exclusions beyond the general exclusions in L.2.2.2. Please confirm whether resumes, letters of commitment, the Operational Qualifications Matrix/Roster, and copies of CTO and ATCS credentials count toward the 30-page limit; if excluded, specify the permitted appendix or separate file structure and whether those files remain part of Volume II.

Resumes, letters of commitment, and copies of certifications/credentials are excluded from the 30 page limit and may be included as an appendix to Volume

II.

The Qualification Matrix/Roster is included in the 30 page limit.

10 L.6.3.2.3 prohibits dual Tower/AIC controller functions. Confirm Key Personnel (e.g., Training Supervisors) likewise cannot be dual-hatted across Tower and

AIC.

All key personnel will be dedicated to their locations. Per PWS C.1.15.13, ATC and AIC Facility Chiefs are also dedicated to ATC and AIC locations respectively, will be dedicated and not combied with other key personnel positions. Per PWS C.1.15.14 and C.1.15.14.1, ATC and AIC Training Supervisors manage training in ATC and AIC locations respectively, will be dedicated and not combine with other key personnel positions. PWS, C.1.15.15, the Admin Shift Supervisors are dedicated and not combined with other Key personnel positions. However, they can be dual hatted for ATC and AIC locations long as they are fully rated in both facilities, since they are able to assist and advise controllers during emergencies and during 24/7 hours air traffic operations, per PWS C.1.15.15.

11 PWS references a two-hour surge or mobilization capability. Please provide the historical frequency and typical duration of surge or extended exercise support during the last 24 months and clarify whether short-notice extensions, emergency operations, exercises, and surge support beyond scheduled shifts are included in recurring CLIN prices or ordered and compensated separately. If separately compensated, identify the applicable CLIN, ordering process, minimum call-out period, and treatment of overtime, shift differential, and premium pay.

Requirement is 24/7 air traffic operations, therefore, a surge mobilization is not required. PWS C.5.4.4 has been revised to remove this requirement.

12 Please provide the Government's estimated labor-hour basis, staffing assumptions, or historical staffing model used to establish each shift and Site Management CLIN, including the number of productive positions, relief factor, and expected overlap for shift briefings and position relief.

Government estimates for staffing are not releasable information. An expected overlap for shift briefings is not required.

13 Please clarify the pricing and staffing treatment for installation closures, weather events, runway or facility outages, reduced flying schedules, and Government-directed standdowns. State whether the Contractor must maintain full staffing, may reduce staffing with approval, and remains entitled to the applicable firm-fixed-price CLIN payment.

The follow-on contract is a 24/7 hour requirement to perform air traffic operations. Staffing will remain the same as listed in PWS C.1.15.9 and C.1.15.16, one (1) key personnel and two (2) operational personnel for ATC and AIC respectively, including Sundays and Federal Holidays.

14 Please confirm Government-furnished versus contractor-furnished responsibility for the tower and AIC facilities, radios, landlines, voice-recording systems, consoles, weather equipment, vehicles, computers, and office space.

16 L.7.2 requires at least three past performance projects, while L.7.2.4.6 permits as many as five references. Please confirm whether offerors may submit three to five references, whether a questionnaire is required for every submitted reference, and how the Government will evaluate a proposal when a reference does not return a questionnaire by the proposal due date.

The maximum references to be submitted is three (3). An amendment will be issued to correct is discrepancy between the two paragraphs.

IAW L.7.2.4.7, offerors are required to send the questionnaire to POCs responsible for each relevant contract sheet provided as part of Volume III and IAW L.7.2.4.8, offeror shall provide a list of receipients.

Questionnaires are returned directly to the Government and not back to the Offeror. For any reference that did not include a questionnaire, the Government will use other evaluation methods identified in Paragraph L.7.2.2.

17 L.7.1.1 and Table L.7.1.1 establish page limits for specified portions of Volume III, while L.7.2.1 states that the volume has no page limit. Please clarify which statement controls and provide a complete list of the Volume III components that are subject to page limits or excluded from them.

Volume III does not have an overall page limit, but certain sections of Volume III do have page limitations.

- The Summary Page is limited to 5 pages total.

- The Organizational Structure Change History is limited to 3 pages total.

- The Specific Relevant Contract Reference Sheets are limited to 5 pages for each reference sheet.

18 L.5.1.3 requires an original signature on the SF 1449, while L.4.2 requires electronic email submission. Please confirm whether a scanned wet signature, approved digital signature, or electronic signature is acceptable and identify the authorized signature method.

Both scanned wet signatures and secure electronic/digital signatures are acceptable for the SF 1449 submission.

Acceptable signature methods are:

- Scanned Wet Signature: A handwritten signature in ink, scanned and submitted as a PDF file.

- Verifiable Digital/Electronic Signature: A cryptographically secure digital signature (e.g., DoD CAC, DocuSign, or Adobe Sign) where the metadata/certificate is verifiable upon viewing the PDF.

Plain, typewritten names in a cursive-style font are not verifiable and will not be accepted as a valid signature.

19 Could the Government confirm if it is indeed the intent to include mandatory personnel qualifications, resumes, letters of commitment, and certificates within the 30-page Volume II limit, or may these documents be submitted as separately identified attachments/appendices excluded from the 30-page narrative limit?

If these documents must be included within the 30-page limitation, could the Government clarify how offerors should provide the required comprehensive documentation for all proposed Key Personnel and operational controllers while adequately addressing the technical requirements of Subfactors A and B within the remaining space?

See response to Question #9.

20 Is the required CMMC certification required to be fully obtained and validated at the time of proposal submission, or may an offeror complete the required certification prior to contract award?

CMMC requirement has been removed. See Amendment 0001.

21 If certification is not required at the time of proposal submission, will an offeror be considered responsive and eligible for award consideration if the required certification is obtained and verified prior to award?

The solicitation identifies CMMC Level 2 (Self) as the required cybersecurity compliance level under DFARS 252.204-7021(d)(1).

For offerors actively completing their Level 2 self-assessments, will the Government permit submission of a proposal prior to the generation of the applicable CMMC UIDs in SPRS, provided the offeror completes the required self-assessment, obtains the UIDs, and achieves the required CMMC status and affirmation prior to contract award?

If not, please confirm that all applicable CMMC UIDs must be included in the initial proposal submission, as stated in DFARS 252.204-7025(d).

CMMC requirement has been removed. See Amendment 0001.

22 Incumbent Retention: Is the successful offeror expected or required to extend employment opportunities to the existing qualified incumbent controllers to maintain continuity of operations?

No. There is no statutory or regulatory requirement, nor Government expectation, that the successful offeror hire or extend employment opportunities to incumbent contractor personnel. Staffing, hiring, and retention strategies are at the sole discretion and responsibility of the offeror. However, the awardee is fully responsible for meeting all qualification, credentialing, facility-rating, and operational transition requirements necessary to ensure uninterrupted continuity of operations in accordance with the PWS.

23 Transition Process: Does the Government have an established transition plan or specific requirements for transitioning incumbent personnel from the current contractor to the incoming contractor?

Transition plans are the sole responsibility of the offerors. The Government does not have an established transition plan or specific requirements for transitioning incumbent personnel. Offerors are expected to propose their own comprehensive transition approach to ensure uninterrupted continuity of operations in accordance with the Performance Work Statement (PWS).

24 Incumbent Workforce Access: Will the Government facilitate access to the current incumbent Air Traffic Controllers, including providing contact information or coordinating opportunities for the incoming contractor to engage with incumbent personnel regarding potential employment and transition arrangements?

See response to Question #5.

25 Transition Timeline: What transition period will be provided between contract award and commencement of full operational responsibility, including time for incumbent recruitment, onboarding, credential verification, and required training?

The Phase-In Period has been established as 21 calendar days, as updated in Amendment 0001. All transition activities must be completed within this timeframe.

26 Continuity of Operations: Are there specific Government requirements for maintaining uninterrupted ATC services during the transition period?

Yes. The incumbent contractor is contractually obligated to maintain full operational services until the end of the transition period. Upon expiration of the 21-calendar-day Phase-In Period, the successful offeror must assume immediate, full operational responsibility without any disruption or degradation of ATC services.
