About this file
This is a Performance Work Statement (PWS) attachment for Air Traffic Control Services at Fort Bliss, Texas under solicitation W911S826RA015. The contractor shall provide comprehensive air traffic control (ATC) operations including radar approach control, tower operations, and flight service station duties across multiple facilities at Fort Bliss. Key service requirements include maintaining safe and efficient airspace management, providing pilot briefing services, managing instrument flight procedures, conducting weather observations, and ensuring compliance with Federal Aviation Administration (FAA) and Department of Defense (DoD) regulations. The contractor must staff facilities with certified air traffic controllers holding appropriate licenses and ratings, maintain operational readiness 24/7, and coordinate with military operations, civilian traffic, and emergency services. Performance standards emphasize safety, accuracy in traffic separation, timeliness of clearances, and adherence to established protocols.
The PWS specifies that the contractor shall maintain current knowledge of all published procedures, charts, and regulations; provide training and proficiency checks for controllers as required; perform equipment maintenance coordination; and document all operational activities in accordance with regulatory requirements. The contractor is responsible for ensuring facility certification and recertification, managing frequency allocations, and supporting flight operations during normal, surge, and emergency conditions. This small business set-aside acquisition requires the contractor to deliver services that support Fort Bliss military aviation operations while maintaining the highest standards of air traffic safety and operational efficiency in compliance with applicable FAA, DoD, and Army regulations.
