1 C2 PWS Attachment A 7, 2.3.1 The wood currently collected throughout the base, is this primarily pallets or a mixture of various wood materials?
It is a mixture of wood types. Depending on the building use, (motor pool vs. shipping and receiving, etc.) will depend on what is collected at the site.
2 C11 PWS Technical Exhubit 09 example, rows 486-494 and 714-720
There are many locations that show no weights for the one month time period shown. Do these locations need to have a permanent container in place (which seems inefficient)? Is JBLM open to other service suggestions for these location types which may include bin type, frequency, or method of collection?
The incumbent has chosen to leave the containers at the buildings. The new Contractor may change the size, frequency, collection type of service as long as performance meets the requirements of the PWS.
3 C1 PPWS Section 8.5.3, 8.5.5, Many areas of the PWS suggest or state that the contractor take collected materials off-site for processing at their own facility or a third-party facility.
As a potential offeror, that is not currently servicing any clients in the area, if awarded the contract, would work exclusively for JBLM and would want to utilize the recycling facilities to manage and process the majority of materials on-site for sale on behalf of JBLM. In addition, our equipment and vehicles would be staged on-site and used exclusively for the JBLM recycling program. Is this an acceptable approach?
Yes; however, processing of the materials shall only occur at the two recycling centers. Vehicles can be staged at the recycling centers, but must follow all JBLM environmental regulations and be operable.
4 C2 PWS Attachment A Pages 6-8, 2.3.1-2.3.1.6 To properly evaluate the needs of JBLM and our approach to the solicitation requirements, will JBLM provide an annual total of each material type?
Historical annual totals have been provided in Amendment 0001 as Attachment L3.
To properly evaluate the needs of JBLM and our approach to the solicitation requirements, will JBLM provide the current route schedule for commingled and any other route-based containers?
Currently, the routes are determined and managed by the incumbent and are not unavailable.
6 Solicitation SF 1449, and C3 - Technical Exhibit 01 - Material Pricing Table
CLIN X001
The cost for equipment, trucks, labor, etc. to manage the recycling program at JBLM is a large investment for a small business. The current structure for billing of tipping and hauling fees on CLIN x001 is not ideal for most small businesses. It is highly recommended that JBLM seriously reconsider the structure of CLIN x001 to reflect the same structure as the other CLINs and allow the contractor to invoice monthly based on the services provided for the collection, transportation and processing of materials. In addition, the contractor will provide JBLM any rebates received for the sale of materials. This structure will ensure the contractor gets paid fairly and regularly to cover their operating costs, while providing JBLM a firm fixed price for services. (Note: this recommendation is not suggesting elimination of weighing, measuring, and documenting requirements, only the way the first CLIN is billed.)
CLINs X001 has been revised to only reflect the tipping fee prices associated with the technical exhibit. Operating and hauling costs shall be incorpated into the new CLINs X002. This CLIN will reflect the montly costs of collection, tranportation, and processing of recyclable materials associated with CLINs X001. However, it will not include monthly costs for operating the recycling centers
Please note, due to the addition of the new CLINs, other CLINs have been renumbered in Amendment 0001 to reflect this change.
7 Does JBLM have an average daily car count for each recycling drop off location? No
8 Solicitation SF 1449 Page 92, Section 4.3.2.2
If the offeror does not currently conduct business in the area they would not have a current registration with the Washington State Utilities and Transportation Commission (WAUTC). Will JBLM accept a statement from the offorer, that if successfully awarded the contract, the contractor will provide proof of registration prior to contract start date?
Yes . However, please note if a teaming arrangement is anticipated for a potential offeror, not all companies in that arrangement are required to be registered. Only the company that will be transporting recyclable material is required to be registered. The Addendums to 52.212-1 and 52.212-2 have been revised in Amendment 0001 to reflect this change.
9 C1 Primary Performance Work Statement Page 17, "Recycling Outreach Attachment A para 2.3.4"
States "The Contractor's outreach shall include electronic mobile application, rucurring training and on-site campaigns, and updated physical training material." Would JBLM consider acceptable a web site that is mobile-friendly as opposed to an application that is commercially available in the Apple App Store?
Yes, as long as all functions of the web site are accessible by phone.
Service members are primarily utilizing phones and do not always have access to a computer. The PWS has been revised and the revision incorporated into Amendment 0001.
10 Is there an incumbent?
Yes. The incumbent is Harold LeMay Enterprises, Incorporated.

11 If so, are they eligible to re-compete for this solicitation?
No. The incumbent is a large business and ineligible as this requirement has been solicited as a small business set-aside. Please note: these services have been separated out from the previous contract. The previous contract was for both refuse and recycling services due to a previous DPW program. As that program is no longer in effect, both services are being procured as separate actions now.

13 Are current recycling containers owned by the Government or is an offeror required to provide containers?
Currently all recycling containers on JBLM are owned by the incumbent. Potential offerors will be required to provide recycling containers in performance of the services and have them in place at the start of performance on 1 Nov 2022. Attachment L1 provides historical information regarding container sizes used on JBLM.
14 C8 - PWS Technical Exhibit 06 -Shipping Procedures for Expended Brass Shells
For the Brass casings, do we have an approximate weight for these as we do the other materials? As well as approx. pickups per month? See updated Attachment L3 posted with Amendment 0002.
15 L1 - Historical Container Sizes and Frequencies For the Collection points without Containers, will these just be bags to collect at the 35 points?
Depending on the commodity being collected. Currently, the incumbent provides either cardboard boxes, bags, or other types of collection containers, but it will be up to the new contractor to determine the best method for collection.
16 PWS
For the uniformity of the containers, is there an option for a minimum of 3 different colors. As the containers that are above 20ft should be able to be 1 color but others that are smaller may not be the same color as the smaller requested containers. Please advise if a caveat of at minimum 2/3 colors is permitted?
Containers per commodity need to be uniform from building to building. For example - if a wood 30yd drop box is brown, all drop boxes for wood across the installation need to be brown. If metal is collected in red containers, then they all need to be red.
17 PWS What is the timeframe from start of project do all containers need to be placed, labeled, and ready to use?
See response to Question #13. Containers must be in place at the start of performance on 1 Nov 2022.
18 PWS
For the cleaning of the 2 facilities, what is the frequency expectation for janitorial services for those 2 facilities? What is the size in SQFT? Or will we be responsible for just the spacing around trash containers? Please advise.
Currently, there is a Government provided chemical latrine at the Lewis-Main center that is serviced. The center on McChord Field has a restroom in the facility and the Government provides custodial services once a week to clean this restroom. Other type of janitorial services are not provided outside of this.
The recycling centers are not office spaces. The centers should be kept clean from dirt and the accumulation of debris.
19 PWS Will there be any prevailing wage budget be included or separate from the container, recycling, and event budgets?
Yes. See Attachment C13 - WA Wage Determination 2015-5339, Revision 21, dated 21 July 2022
20 PWS For the events will portable urinal facilities need to be provided or just the recycling bins and containers?
Just the recycle containers.
21 C2 PWS Attachment A page 12, 2.7.1 Special Events Planning
Can you provide more informaiton on tonnage generated for each or all events annually, the number of events per year, an example of a smaller event with number of additional containers required and a large event with additional number of containers required, or any more specific information about special events.
Please see TE-09, the average number of attendees are listed. The number of events fluctuates from year to year. In 2022 so far there has been on average three events a month requiring increased recycle services. A small event would only require 1-2 6yd containers. The largest events are the Spring and Fall Clean-Up, Freedom Fest, and Armed Forces Day.
22 C2 PWS Attachment A page 6, 2.2.2 Routine Collection Frequency on JBLM
Per Washington state are lids required for roll-offs of certain commodities?
Can you provide a list of which commodities in roll-off contaienrs require a lid? Or can you provide the regulation number regarding lids and roll-off containers?
The EPA MS4 permit for JBLM prohibits illicit discharges to stormwater - "not authorized to discharge stormwater that will cause, or have the reasonable potential to cause or contribute to an exceedance above the State of Washington water quality standards..."

Any material that has the potential to leach from a container must have a lid (brass cassings, e-waste, etc.) while on the installation. Per WA DOT all loads that have material that can be blown from the vehicle while in motion must be covered (https://www.wsdot.wa.gov/publications/manuals/fulltext/M30- 39/CVG.pd).
23 What do we do if our UEI number has not been sent to us?
Solicitation has been amended (See Amendment 0005) to allow potential offerors to submit a proposal even without a UEI due to delays in SAM.gov providing UEIs. However, please note that a valid UEI will be required prior to award. If a UEI cannot be provided prior to award, that offeror cannot be awarded the contract.

After reviewing the bid, we believe this bid inordinately favors the incumbent because the “Cost Effective Commodities” were lumped in with the “profitable Commodities” which could be considered waste/garbage that would need to be land filled and in some cases are which means only the franchisee in the County can haul them in their trucks
The incumbent is a large business and cannot participate as a prime offeror in this solicitation as it is a 100% small business set-aside.

Only recyclable materials would be collected through this contract, not waste. Profitable commodities are those that generate revenue when taken to a vendor. Cost effective commodities are those that do not generate a profit, but whose recycle cost is less than the cost of disposal (section 4.1 and 4.2 of the PWS). For contamination (section
4.6 of the PWS) or the material becomes non-saleable (section 4.4 of the PWS), the contractor would be responsible to work with the appropriate franchisee to haul the waste to a landfill.
25 Food Waste, Co Mingle, and Glass all require a specific type of equipment that Garbage Companies possess because of their franchise.
According to the WAUTC, "commercial recycling can be picked up and hauled by anyone that holds a common carrier permit, which is almost all trucking operations. The type of truck used for commercial recycling does not affect its regulation by the commission. Garbage collection and residential recycling is done under a certificate issued by the commission and yes, the rates are contained in a tariff. Companies providing service to military installations such as JBLM may enter into a contract for service delivery, but rates must be at tariff rates. The only exception is disposal costs can exclude certain local taxes."
All material generated from this contract will be from military operations, administrative offices, recycle centers, restaurants, schools, etc. This contract does not include any waste hauling services or residential recycling services and as a result, a specific type of truck used for hauling recyclable material is not required.
All trucks used for transporting recycle material must meet the requirements stated in section 2.6 of Attachment A and all applicable Federal, State, and local laws, regulations, and directives.
