Technical Exhibit 6 – Shipping Procedure Brass Shells
Shipping Procedure Brass Shells
1. Contractor is required to drop off collection containers at locations at Joint Base Lewis McChord and Yakima Training Center. Containers will be 10 yard roll off or 4x4 scrap collection containers. All containers will have lids and will be lockable to prevent any access to the container.
2. Contractor will be required to sign paperwork acknowledging receipt of containers holding brass shell casings that have not been deformed. The containers will have a shipping seal identifying the load. The seal number will be used by the Contractor and the JBLM on all paperwork generated for the load.
3. The Contractor is required to store the container, in a secured area, until a government representative arrives to watch the deforming of the brass shell casings at the Contractor’s location or at a location approved by the contracting officer or contracting officer’s representative.
4. The government representative assigned to witness the deforming of the brass shells will work with the Contractor to establish a date to witness the deforming as soon as possible after the buyer hauls the containers to the Contractor’s location.
5. Contractor is required to deform all non-deformed brass shell casings and is defined as follows: expended brass casings must be properly crushed, shredded, granulated, or deformed using an ordnance deformer, hammer mill shredder, rotary blade granulator, heating, flame treatment or other approved methods, to include smelting of brass, provided the end result renders the casings useless beyond the possibility of restoration for use as a cartridge or shell casing. A certificate of destruction will be provided for each batch of deformed brass.
6. After the load of expended brass shell casings have been deformed and verified an invoice will be generated by the Contractor and sent to JBLM for the payment of the load. Monthly invoices will follow the process of the contract.
