1.0 General Information.

1.1 Overview. Solid Waste Management is a comprehensive approach to managing non-hazardous solid waste that encompasses green procurement, waste prevention, and disposal programs. The Contractor, partnering with the installation, shall determine and utilize the most cost effective Recycle Management services, emphasizing innovation and commercial best practices, to maximize recycling while receiving the maximum revenue possible for the recyclable materials collected.

1.2 Background. Joint Base Lewis McChord (JBLM) is a United States military installation located in Pierce and Thurston counties in Washington State. JBLM experiences frequent mission change, which may increase or decrease this requirement. The contractor shall be flexible and shall be prepared to adjust to schedule to accommodate changes within 48 hours’ notice.

1.3 Deliverables. The Contractor shall compile historical data, prepare reports, and submit information as specified by the Deliverables as requested by the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR).

1.4 Co-mingling Commodities. The Contractor shall not co-mingle or transport recyclable commodities with off-post generated materials. Recyclables generated (excluding regulated medical or hazardous waste) shall be collected, transported, and disposed of at the request of the COR/ACOR.

1.5 Outside Normal Duty Hours. Except for specials events, the Contractor shall not be required to provide services after normal duty hours, weekends and Federal holidays. Services outside of normal duty hours must be authorized by the Contracting Officer (KO).

2.0 Description of Services.

2.1 Scope. The Contractor, partnering with the installation, shall use market analyses to determine and utilize the most cost effective recycle services, emphasizing innovation and commercial best practices, to maximize profit return. The Contractor shall provide hauling, processing, and marketing services for recyclable materials that are collected at commercial buildings, unaccompanied housing, motor pools, and flight lines. The Government has the authority to decide what materials will be recycled and may be subject to change. The Government retains ownership of all materials until the items are placed in the Contractor’s containers or receiving areas.

2.1.1 Ordnance. Under no circumstances shall the Contractor knowingly accept ammunition, explosives, or firearms. The Contractor shall immediately report all potentially explosive items or materials to the Provost Marshal’s Office and Explosive Ordnance Disposal.

2.1.2 Hazardous Materials. The Contractor shall not handle, pickup, or transport containers known to contain hazardous material, human remains, weapons, live ammunition, or compact military food heaters. The Contractor shall not handle bio-medical (also known as “red bag”). See section 2.5 for instruction upon discovering hazardous materials. The contractor shall report to the COR/ACOR any hazardous materials identified or discovered at the collection site.

2.1.3 Scavenging. The Contractor shall prohibit scavenging of materials from collection points. The Contractor shall not salvage materials. The Contractor shall maintain collection points to discourage the harboring, feeding, and breeding of disease vectors.

2.2 Schedules.

2.2.1 Scheduled Service. The Contractor shall coordinate with the COR/ACOR to develop routes and schedules on JBLM that minimizes interference with Government business. The Contractor shall collect at a minimum high-grade paper, newspaper, and cardboard on scheduled routes. The Contractor shall submit a schedule organized by days of the week for vehicle routes and collection. The Contractor's schedule shall cover a 12month period. The Contractor shall submit the schedules not later than (NLT) thirty (30) calendar days after contract performance start date and every subsequent option period. The contractor shall jointly monitor with the COR the full capacities during the first thirty (30) days of performance and one (1) other time during each performance period. The Contractor shall submit changes to the schedule to the COR/ACOR NLT fourteen (14) calendar days prior to the proposed implementation date of any change. The Contractor shall perform all work under the contract IAW the Contractor's schedules. All schedules shall be submitted to the COR/ACOR for acceptance.

2.2.2 Routine Collection Frequency on JBLM. The Contractor shall empty recycle containers and compactors no less than once a week. The Contractor shall empty recycle roll-offs within seven (7) calendar days of being requested. The Contractor shall empty containers before the capacity is 95% full. This includes roll-offs provided by outside vendors in support of the Recycle Program. The Contractor shall service and maintain collection containers in health and safety areas at the required frequencies to remain compliant with TB MED 530 (Occupational and Environmental Health Food Sanitation) or current regulatory documents if superseded. In the event of demand fluctuations, frequency adjustments must be accepted by COR. A map of the garrison’s recycle dumpster locations is shown in TE-05. JBLM reserves the right to add and remove collection sites during the contract term and will provide updated installation maps as appropriate.

2.3 Recycle Support. The Contractor shall service recyclable containers with material(s) generated on post. The Contractor shall carry out the receipt, shipment preparation, and delivery of recyclable products to local vendors or entities on post, as requested by the COR/ACOR. Materials shall be delivered and hauled directly to a vendor.

2.3.1 Recycle Materials. Items that are recycled include: cardboard, wood, plastics, paper, aluminum/tin cans, scrap metal, brass from expended rounds, toner cartridges, electronics, and any other materials deemed by the Government to be candidates for recycling.

2.3.1.1 Brass. The Contractor shall collect and deform all expended brass ammunition casings (.50 caliber (12.7mm) and smaller) from JBLM and YTC. See TE-06 for shipment procedures.

2.3.1.1.1 The buyer shall submit up to a one-page document describing the security of the buyer’s or subcontractor’s recycling location. The buyer shall note that they understand the procedures for storing and handling un-deformed brass shell casing that originate from JBLM or Yakima training facility and explain how the material will be stored. The buyer will also explain their proposed process for deforming expended brass shell casings.

2.3.1.1.2 Deformation is defined as follows: expended brass casings must be properly crushed, shredded, granulated, or deformed using an ordnance deformer, hammer mill shredder, rotary blade granulator, heating, flame treatment or other approved methods, to include smelting of brass, provided the end result renders the casings useless beyond the possibility of restoration for use as a cartridge or shell casing.

2.3.1.1.3 The COR/ACOR shall review the documentation for acceptance and will require an annual review of the buyers and all subcontractors of the buyer’s site security plan and deforming process.

2.3.1.1.4 The buyer shall be required to deform 100% of the brass shell casings that are shipped to the buyer un-deformed. A certificate of deformation shall be required for each batch of deformed brass shell casing within one week of the deformation. See TE-07 for an example. Only after the brass is verified deformed will the buyer be released from storage liability and the sale of the brass shell casings will occur. The sale of brass shell casings will follow the same process as other scrap metal in this contract.

2.3.1.2 Household Hazardous Bulk Items. Items such as refrigerators, freezers, and window air conditioner units may contain refrigerants. Items containing refrigerants shall be picked up and properly handled IAW all Federal, State, and local laws and regulations.

2.3.1.3 Organic Material. Organic material for the purposes of this PWS is defined as food waste, grass clippings, tree trimmings, leaves, etc. Food waste will be collected from the Dining Facilities (DFAC), Child development Centers (CDC), commissaries, and food establishments. Personnel at those facilities will collect the food waste and place it in a dumpster outside the facility provided by the Contractor. All other organic wastes will be collected seasonally, as requested, in roll-offs. All organic wastes will be delivered to a permitted composting facility, such as the JBLM Earthworks. JBLM cannot ensure that its’ composting facility will always be available to support this contract. Biodegradable bags, accepted at the composting facility, shall be provided by the Contractor to all locations collecting food waste.

2.3.1.4 Palletized Commodities. The Contractor shall palletize and wrap all toner cartridges, electronics, and batteries for shipment.

2.3.1.5 Paper and Cardboard. The Contractor shall collect paper and cardboard from barracks, military units, and JBLM organizations.

2.3.1.6 Scrap Metal Items. The Contractor shall collect scrap metal from barracks, military units, and JBLM organizations

2.3.2 Hazardous or Dangerous property. The Contractor is cautioned that articles or substances of a dangerous nature may remain in the material(s) notwithstanding the care exercised to remove them. The Government assumes no liability for damages to the property of the Contractor or for personal injuries, disabilities or death to the Contractor, his/her employees, or to any other reason arising from or incident to the purchase of this recyclable material or its use, or suits, actions, or claims of whatsoever nature arising from or out of the purchase of this recyclable material. Except for injuries, damages, or losses caused by the negligence or criminal action of the Government, its employees, or agents.

2.3.3 Recycle Center Support. The Contractor shall staff, operate, and maintain the Recycle Centers at buildings 5290 and J00516 Tuesday through Saturday 0730-1600, except Federal holidays and periods of official post closure. Building 5290 is located on Lewis Main and is permitted through the Pierce County Health Department as a drop box facility. Building J00516 is located on McChord Field.

2.3.3.1 Items Accepted at Recycle Centers. The Recycle Centers were established to receive recyclable material. Refuse shall not be accepted at the Collection Point by the Contractor. If customers bring refuse to the Recycle Centers, the customer must separate the recyclables from the unrecyclable items and remove the unrecyclable items.

2.3.3.2 Recycle Center Access. The Contractor shall control access to the Recycle Centers and shall permit access during operating hours only to authorized persons and activities. The Contractor shall secure the Recycle Centers and lock the access gates at times when this facility is not in operation.

2.3.3.3 Recycle Center Signs. The Contractor shall provide signs depicting the proper placements of recyclable material at the recycle centers.

2.3.3.4 Area Cleanliness. The Contractor shall ensure that the recycling centers are free of debris and that all collection containers are in proper working order.

2.3.4 Recycle Outreach. The Contractor shall implement an outreach program to promote recycling and decreasing contamination rates. The contractor shall implement an electronic mobile application to educate customers on recycling and report customer service complaints. Contractor shall develop recurring training and on-site campaigns directed toward JBLM personnel on the procedures and benefits of recycling. Contractor training materials provided shall be regularly updated. Examples of training documents include: published pamphlets, brochures, web-based promotions, or other informative media educational materials. Contractor shall provide personnel to attend briefings, such as for the semi-annual JBLM Installation Clean-Up Events, meetings, and training events. See TE-08 for a list of possible training venues available at JBLM.

2.3.4.1 Outreach Work Plan. The Contractor shall provide a yearly outreach plan due within thirty (30) calendar days after contractor performance start date, which addresses contamination in all recyclable materials, to include: training events, and the semi-annual JBLM Installation Clean-Up Events. The outreach work plan shall include measurements of success for each objective. The outreach work plan shall target all audiences on JBLM to include, but not limited to: military units, unaccompanied housing, and JBLM organizations.

2.4 Collection Containers. Collection containers used for the collection, storage, and transportation of MSW shall meet the standards established by the American National Standards Institute (as of the effective date(s) established in ANSI Z245.30, Waste Containers – Safety Requirements).

2.4.1 Container Management. The Contractor shall place, combine, relocate, and remove all recycle containers and equipment in types and quantities, adequate to collect and deliver after receiving acceptance from the COR/ACOR. Damages to property or grounds after placing containers shall be repaired by the Contractor at no cost to the Government. Containers must be signed for by a specific individual (e.g. facility manager) associated with the location. The Contractor shall place or service requested containers within seven (7) calendar days of the request.

2.4.2 Container Placement and Type. The recycle collection containers shall be positioned more than fifteen (15) yards from a food establishment’s entrance doors and adjacent entry ways. Containers shall be uniform in color and have openings or lids accessible at 4.5 feet.

2.4.3 Containers in JBLM Field Training Areas. The Contractor shall provide recycle containers to support training on JBLM ranges. The COR/ACOR will ensure all range and training area roads are accessible prior to transporting, servicing, or relocating containers.

2.4.4 Serviceable Containers. The Contractor shall maintain containers in a serviceable condition. The containers are unserviceable if any one of the following conditions exist:

a. Container does not meet the specifications of WAC 173-350-300,

b. Container is not leak proof (storm water pollution prevention compliant),

c. Doors, lids or hardware are missing, damaged, not operational, or do not close in the manner in which they were designed to close,

d. Over twenty-five percent (25%) of exposed surface is not a uniform color (painted if container is not molded or composite plastic),

e. Over ten percent (10%) of exposed surface is covered with rust,

f. Container exterior is damaged (substantial dents, holes, excessive scratches, burrs, ragged edges that present the container in an undesirable appearance).

2.4.5 Container Lids. All containers shall be equipped with metal or plastic lids and locking mechanism. Lids that are deformed, damaged, and non-serviceable shall be replaced by the Contractor. All container tops, lids, and doors shall be closed after emptying.

2.4.6 Container Identification. All recycle collection containers (e.g., drop boxes, bins, or totes) must be clearly marked to identify what is collected, the contractor’s business’ name and telephone numbers for service, container number, and instructions for use.

2.4.7 Evaluating Containers. The Contractor shall evaluate the condition of collection recycle containers on a semi-annual basis and provide this information in a report to the COR/ACOR. The report shall include container size, container serial number, location, a condition rating, number of times cleaned, number of times painted, the number of times repaired, total number of serviceable collection containers, and total number of collection containers in need of repair in the past six (6) months.

2.4.8 Container Replacements. Deteriorated recycle containers shall be replaced or repaired by the Contractor at no cost to the Government. The Contractor shall replace containers within seven (7) calendar days of receiving notification. The Contractor shall furnish replacement containers when containers are removed for cleaning, painting, maintenance, or repair. All cleaning and painting of containers shall be performed off of JBLM.

2.4.9 Container Spillage. The Contractor shall pick up all spillage resulting from emptying of container and compacting of recycle materials.

2.4.10 Complaints. Complaints regarding unsanitary conditions due to Contractor negligence shall be addressed by the Contractor within two (2) hours of notification.

2.4.11 Container Cleaning Schedule. The Contractor shall provide the COR with a recommended foodwaste and recycle collection container cleaning schedule within thirty (30) calendar days after contract performance start date. The cleaning schedule shall include container location, container type, cleaning time, and cleaning method. The Contractor shall provide to the COR/ACOR with a list of collection containers that have received cleaning service each month throughout the Period of Performance (POP). The Contractor shall clean and sanitize recycling containers as needed to ensure they are clean, odorless, and do not harbor vectors.

2.5 Hazardous Material (HAZMAT) in or Around Containers. The Contractor shall notify the Directorate of Public Works (DPW) Environmental Division immediately after asbestos or other HAZMAT has been identified at (253) 967-4786 building 9679.

2.5.1 Spill Reporting Plan. The Contractor shall designate a Point of Contact (POC) for reporting spill incidents. Designated individuals shall successfully complete the Environmental Compliance training required by JBLM installation regulation 200-1 provided by JBLM Environmental Division. Spill prevention will be implemented where liquids or materials are transferred and handled. Contractor shall ensure that all material handling occurs in designated areas; paved areas, and appropriate spill kits shall be available.

If at such time a spill occurs the following procedures will be implemented immediately upon discovery and prior to leaving JBLM:

a) Call 911

b) Work will be suspended in the area

c) Stop the source of the spill, if safe to do so; identify leak and control by using absorbents, pads, and/or booms.

d) Warn others

e) Isolate the area, initiate containment actions

f) Minimize exposure

The Contractor shall ensure all site personnel understand that they are to call 911 in the event of a spill or other hazardous conditions. Spill cleanup will be accomplished and responsibility of the contractor for spills caused by contractor’s equipment; to include all confirmation sampling. Cleanup confirmation sampling of any spill site excavation is mandatory and shall be accomplished. Upon confirmation, JBLM officials will notify outside government entities of any release to soil or water.

2.5.1.1 Spill Reporting. In the event of a spill, Contractor will contact 911, Range Support, if applicable in range areas, (253) 967-6371 and JBLM Environmental Operations at (253) 967-4786. Contractor will follow ALL spill reporting requirements according to local, state, and federal procedures. Once confirmed, JBLM Officials will notify government entities of any reportable quantity or release to the environment on JBLM.

2.6 Collection Vehicles. Collection equipment of the types used for the collection, storage, and transportation of MSW shall meet the standards established by the American National Standards Institute (as of the effective date(s) established in ANSI Z245.1, Safety Standards for Refuse Collection Equipment). Vehicles operated by the contractor will follow all Federal, State, and local laws.

2.6.1 Vehicle Maintenance. Collection vehicles shall be maintained and serviced IAW the manufacturers’ recommendations. The Contractor shall ensure collection vehicles receive periodic safety checks and all irregularities shall be repaired before the vehicle is operated. The Contractor shall remove, all inoperable or unserviceable Contractor-furnished vehicles and equipment, off the installation. The Contractor shall not leave MSW in collection vehicles over twenty-four (24) hours. The collection vehicle operator shall immediately clean up all spills caused during the operation. All operators of Contractor-furnished vehicles shall be licensed by the State and operate IAW installation traffic regulations. The Contractor shall not leave vehicles unattended unless properly locked and secured.

2.6.2 Unserviceable Vehicles. The Contractor shall have serviceable vehicles to ensure completion of contract requirements in the event of breakdowns, repair, or other mechanical problems. Vehicles that are identified as unserviceable shall be repaired or replaced NLT seven (7) calendar days at no additional cost to the Government. The Contractor shall provide maintenance and repair service. Vehicles that leak onto roadways shall be considered unserviceable.

2.6.3 Vehicle Scales. Curbside collection vehicles utilized on JBLM shall be equipped with scales to accurately measure the weight of each container serviced.

2.7 Special Events/Tasks.

2.7.1 Special Events Planning. The Contractor shall participate in the planning and coordinating of special events. Scheduled special events take place installation-wide within cantonment and the surrounding training areas. TE-09 lists regularly scheduled special events throughout the year, but are not limited to only those listed. Special events typically last no longer than one week, but training exercises’ durations can vary depending on mission requirements.

2.7.1.1 Examples of Scheduled and Unscheduled Events. Scheduled requirements include the following: military unit moves, barracks/dormitory clean-ups, Air Show, Armed Forces Day, military unit field exercises, Freedom Fest, Family Day, Spring and Fall Clean-Up, Single Soldier Day, recovery operations due to natural causes or man-made causes, and military unit deployments. The Contractor shall provide collection containers to adequately manage the volume. Unscheduled events shall be coordinated through the COR/ACOR. Upon notification, the Contractor shall provide the required services within seven (7) calendar days.

2.7.2 Additional Services. The Contractor shall be required to provide additional collections or relocate containers for special ceremonies, security, organizational events, unit moves, and Command-directed events. The Contractor shall place recycle containers at the event or locations for the period of time specified by the COR. Relocations during events shall be accomplished, with the approval from the COR/ACOR, not more than two (2) business days after a verbal request by phone or email.

2.7.3 Airfields. Airfields have special considerations to prevent hazards. AR 385-10 requires Gray Army Airfield (Lewis Main) and McChord Field to have a Foreign Object Damage (FOD) Prevention Program. The JBLM FOD Prevention Program requires a recycle collection frequency sufficient to prevent any overflow of materials outside collection containers. The Contractor shall adjust operations, collection frequencies, or collection plans to meet the FOD Prevention Program requirements. The Contractor shall monitor and if necessary, adjust the capacity and frequency to prevent overflow of containers. The Contractor shall immediately pick up all debris that flies off the recycle collection container or the collection vehicles during operation.

2.8 Other Events.

2.8.1 Storms and Natural Disasters. The Contractor shall provide additional collection containers or increase frequency of services to manage the temporary demand. The Contractor shall provide additional resources as needed to facilitate returning to full operational capacity.

2.8.2 Inclement Weather Planning. Upon notification of destructive weather by the COR/ACOR to prevent damage to containers, the Contractor shall collect all containers and temporarily relocate them to positions adjacent to buildings or other immovable structures. The Contractor shall provide appropriate tie-downs. The Contractor shall return all recycle collection containers to normal positions when destructive weather conditions have diminished.

2.8.3 Road Conditions. If the JBLM Ops Center Road Conditions determines road conditions are BLACK then the contractor shall temporarily suspend services. JBLM road conditions can be found athttps://home.army.mil/lewis-mcchord/index.php/about/weather-and-road-conditions. The Contractor shall call the JBLM Ops Center Road Conditions (253) 967-1733 and continue to monitor JBLM road conditions.

2.8.4 Emergency Work. The KO may designate a work requirement as an emergency. The Contractor shall respond immediately to emergency work requests. The Contractor shall divert employees, if necessary, to respond to and accomplish emergency work. Emergency work would be necessary for the protection of life, health, or safety. Response time shall not exceed one (1) hour and work shall commence within two (2) hours upon notification. The Contractor shall continue working until the work is complete.

2.8.5 Installation Closures. The Contractor shall have a Project Manager, designated as emergency essential, to handle recycle collections during installation closures IAW to DFARS 237.76.

2.9 Reports. All files shall become the property of the Government and shall be turned over to the COR/ACOR at the completion or termination of this contract. Files, records, reports shall be provided electronically in compatible formats. “Compatible” means the document can be opened using appropriate Microsoft Office component without any discernible effect on the text or the formatting of the documents.

2.9.1 Monthly Summary Report. The contractor shall provide a monthly summary report of quantities of recycled materials from JBLM and YTC due by the 10th calendar day of the following month. See TE-09 and TE-10 for monthly summary report and invoice examples. This report shall include the building, weight by building, container serial number, container size, last container inspection date (para 2.4.7), and proceeds generated per commodity. Copies of all weight tickets and original sales receipts will be attached. The sales receipts (purchase order) shall contain the sale price, total weight, and items recycled or composted. The dollar amount the Contractor receives for each commodity shall be provided with the report. The Contractor shall provide a copy of the American Metal Market month’s pricing from the 9th calendar day of the month’s report.

2.9.2 Work Control, Records, and Reports Plan (WCRRP). The Contractor shall develop and implement a WCRRP to include all information control procedures necessary to ensure timely and acceptable accomplishment of all contract data requirements; and permit tracking of work in progress. The Contractor shall submit a WCRRP to the COR for acceptance NLT thirty (30) calendar days after contract performance start date, and modifications to the plan NLT seven (7) calendar days prior to implementation of any changes. The Contractor shall revise, modify, and resubmit the plan for acceptance annually. The Contractor shall accurately, completely, and legibly prepare and submit the documentation and automated reports to the COR/ACOR. Reports shall include any supplemental charts, photographs, manufacturer's pamphlets, etc., necessary to complete the report.

2.9.3 Container Condition Report. The Contractor shall evaluate the condition of the collection containers on a monthly basis and provide this information in a semi-annual report to the COR/ACOR. The container condition report shall be initially submitted within thirty (30) calendar days after contract performance start date then every six (6) months thereafter.

2.9.4 Weekly Skip Reports. The Contractor shall provide a Weekly Skip Report to the COR/ACOR listing containers that cannot be serviced because of blocked access, illegal material, etc. The Weekly Skip Report shall contain the service date, truck or route, container location, time container was checked, why it could not be emptied, a picture of the container, and comments (for notations such as a description and license number of blocking vehicle). Contractor is to contact the responsible party for the location after delays are found. This procedure will help the responsible party to correct any recurring problem.

2.9.5 Semi-Annual Market Analysis. The Contractor shall provide a report of the current market conditions for the Pacific Northwest Region. The report shall include commodity pricings from local and regional vendors.

2.9.6 Contamination Reports. For each such contaminated load, the Contractor shall prepare and send to the COR/ACOR a contamination report along with three to five (3-5) photographs, including at least one (1) photograph of the entire load and container as well as the contaminated area(s) of the load.

2.9.6.1 Each contamination report shall include the following information:

1. Three to five (3-5) photographs showing the contamination.

1. Date and time the photographs were taken.

1. Origin of the load.

1. Date and time the contaminated load was picked up by the Contractor.

1. Date and time the contaminated load was delivered to or received at the Contractor’s facility.

1. Total weight of the load.

1. Type(s) of non-recyclable material(s).

1. Estimated weight of the non-recyclable material(s).

1. Calculated percent of the load that consisted of non-recyclable material(s).

2.9.7 Regulatory Agency Inspections. The Contractor shall submit a written report of any inspection visit by representative(s) of any regulatory agency and immediately notify the KO. This report shall include the representatives' names, titles, identification numbers, and agencies, reason(s) for the visit, and comments or findings. The Contractor shall submit a copy of all reports received as a result of these visits to the COR/ACOR by the end of the next working day following receipt of the report. Any samples, reports, etc. shall be accompanied by a statement signed by the inspecting regulatory agency representative validating their authenticity.

2.9.8 Safety, Accident, and Damage Reports. The contractor shall provide a verbal report to the COR as soon as possible but not later than four hours of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact on JBLM. A written report is required within seven (7) calendar days of each occurrence.

2.9.9 Other Reports. The Contractor shall provide copies of other reports to the COR/ACOR, such as those reports the Contractor develops to submit to State Regulators or to support the Contractor's work system, within one (1) working day of completion.

3.0 Government-Furnished Material (GFM)/Property (GFP)/Equipment (GFE).

3.1 Utilities. The Government will provide all utilities for the Contractor’s use in performance of tasks outlined in this PWS with access to water and electrical services. The Contractor shall obtain written approval from DPW prior to installing connections and meters. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish tasks.

4.0 Contractor-Furnished Material, Equipment, and Services

4.1 Personnel, Equipment, Materials, and Other Support. The Contractor, as an independent contractor shall provide all necessary personnel, equipment, materials, and all other support necessary to complete assigned tasks included in this PWS. All Contractor furnished, material, property and equipment shall meet applicable Federal, State, local, DOD and Army laws, codes, and regulations. Examples are provided below:

4.1.1 Contractor-Furnished Material and Responsibilities. The Contractor shall furnish all supplies, equipment, facilities, and services not furnished by the government required to perform work under this contract.

4.1.2 Contractor-Furnished Items. The Contractor shall provide all facilities, vehicles, equipment, parts, tools, fuel, oil, materials and any other items required to perform all Contract requirements. The Contractor's property shall be operational as intended by the manufacturer, and be safe, clean, and suitable for use at a military installation. All Contractor furnished property and equipment are subject to KO inspection at all times.

4.1.2.1 Identification of Contractor Vehicles and Trailers. The company name shall be displayed on each of the Contractor’s vehicles and trailers in a manner and size that is clearly visible. All vehicles and trailers shall display a valid State license plate and meet current local and State vehicle registration requirements. The Contractor shall remove all vehicles, trailers and equipment from the installation at the end of each workday, unless otherwise requested by the KO. The Contractor's equipment and other slow moving equipment shall be equipped with the slow moving vehicle sign.

4.1.3 Contractor Facilities. The Contractor shall secure the necessary office space and other facilities required for the performance of this contract, off the military installation.

4.1.4 Materials. The Contractor shall provide bio-degradable bags for composting on post.

4.1.5 Equipment. The Contractor shall provide all necessary equipment and containers to perform recycle services as stated in the PWS.
