Q. At building 2019 we encountered a door that had been locked out from the inside of the room. We would like to know if the maintenance and repair of the lock out mechanism is included in the scope of the maintenance and repairs?
A. No. Locking mechanism is the responsibility of DPW Lock Shop.
Q. During the site visit it was brought up that there were more automatic doors in new building still under construction that might be added to the contract. What is the process for adding these additional new doors to the resulting contract and is the successful offeror guaranteed to have these additional doors added to their contract?
A. The contract MAY be modified to have additional doors added whenever an automatic door is discovered or installed.
Q. At PX while looking at the Double Sliding Doors. The question was asked if the contractor has to respond to service calls resulting from dirty tracks or from foreign objects stuck in the tracks? Is the cost of that call out included in the Door Maintenance price?
A. Yes, service calls resulted from dirty tracks and foreign objects are part of the contract and the responsibility of the contractor.
Q. If there is a call out to a malfunctioning Automatic Door included in the scope of work of this contract is the successful bidder responsible to pay for any single repair costing $500.00 or less covered by the price that the contractor bid in CLIN X001 – X006 for that door type?
A. Yes, repairs/calls costing less than $500 is part of the periodic maintenance and covered by the contract price. Repairs over $500 will be paid by the government. itemized (labor hours, material, etc.)
and must be approved by the COR. A separate Task Order will be issued for each repairs costing over $500.
Q. There were several comments made about delays in being able to perform scheduled maintenance due to having to locate a Point of Contact for a key or because of delays with the entry to the installation; is the successful bidder responsible to cover the costs of such delays in the price that the contractor bid in CLIN X001 – X006 for each door type?
A. Yes, the successful offeror is responsible for coordinating with the Facility Manager or Government Representative to ensure scheduled maintenance is performed as scheduled. However, the COR is available to assist in coordinating with both parties to meet the schedule. Delayed entry to the installation due to circumstances beyond what is stated in the PWS (national emergency, security requirement, etc.) is the responsibility of the contractor. A thorough project management program is required in this contract to eliminate delays in the successful completion of periodic maintenance.
Q. Regarding CLIN X008 and X009 for the base and four options. What does the Government expect the estimated value of these CLIN’s to be and does the Government expect that the bidders should price these CLIN’s?
A. No. The offeror shall not price CLINs X007 through X010. CLINs X007& X008 are reserved for the cost of inspecting broken automatic doors and CLINs X009 & X010 are reserved for the estimated repairs costing over $500.
Q. Regarding the pricing of CLIN X001 – X006 for each door type; using the information from CLIN X005 in the table below as an example.
Please review and confirm the following:
Using TE 3 and TE 4 we see that there are 2 doors at this location and the government wants the successful bidder to perform Quarterly Scheduled Maintenance activities. So that 2 doors times 4 Quarterly Scheduled Maintenance activities equals the Estimated Quantity of 8. We also note that this CLIN description says that “This CLIN shall be billed for all maintenance work to JBLM‐McChord Field, Bldg. 1177”. We believe this to include all scheduled and unscheduled maintenance.
This would mean that our total Estimated Amount should include the 8 required Scheduled Maintenance costs for quarterly visits plus all of the Unscheduled Maintenance service calls costs as described in the PWS for the entire year. Is this assumption correct and does this assumption apply to CLIN’s X001 – X006?
A. Yes, the total Estimated Amount for each CLIN is the cost required to perform the annual scheduled maintenance as shown in TE‐4 and unscheduled repair, if any, costing $500 or less. Any repairs costing $501 or more will be paid by the government.
CLINs X005 & X006 shall be used only for work performed in bldgs. 1177 & 1179.
Q. Is it correct to assume that regardless of the repair dollar amount threshold all contractor replaced parts are to be warranted by the successful bidder for a period of 1 year at no cost to the Government?
Is it correct to assume that the bidders should include the cost of warranty work in their CLIN’s X001 – X006 pricing?
A. Yes, all parts/materials used in the performance of this contract shall be warranted for at least one year. Bidders may or may not include the cost of warranty work in the CLINs because all work performed under this contract is the responsibility of the contractor.
Q. Regarding Solicitation Section L paragraph D.5 a In which Volume do the bidders include the documents required by this paragraph?
A. Past Performance information shall be included in Volume IV of the proposal.
Q. Regarding Solicitation Section L paragraph D.5 a Does the Summary Page and the other documents required by this paragraph count towards the page count of the Volume they are designated to be in?
(See previous question)
A. No. The Summary Page and other documents are not counted toward the 3‐page limit of each reference.
