70 RFP Specifically, the Tech Volume is limited to 60 pages.

Normally that would not be an issue, but in the case of the Ft Leonard Wood proposal, the Gov is asking,“ [t]he Offeror shall provide notional plans for maintaining 24 hour operability of nine (9) Critical Systems C.1.6. of the PWS.”

Since there is no clarifying language, we can only assume that the (9) notional plans are part of the page count of the Tech portion of the solicitation. If that is the case, it will be difficult for offerors to develop much beyond a bullet outline.

At ~2 pages per plan, that would eat up 30% of the 60 pages…

Notational plans should show the contractor’s understanding and ability to meet the requirement of maintaining 24hr.

operability in the nine critical systems and/or response to emergency DMOs.

Page limit will be increased to 70 pages.

We recommend the Gov clarify the ‘notional plan’ requirement and provide either a specific page count/limit of the plans, and/or consider increasing the length of the Tech page count to accommodate.

71 RFP Volume I has a 60 page limit and 12 point font requirement.

This limit will make it difficult to provide a detailed proposal and 9 notional plans within the 60 page limitation. To allow the offeror to provide meaningful notional plans, would the government consider a five (5) page limit for each notional plan, with those plans being excluded from the 60 page limit?

Page limit increased to 70 pages.

72 RFP Will the government please confirm that a contract is considered relevant if six (6) months of performance has been completed?

Reference RFP, Section M, Factor 2, Recency Assessment, and Relevancy Assessment.

73 RFP Please confirm that the Offeror can use 8-point font for all tables, illustrations and figures.

Reference revised Section L, 2.b.

74 Solicitation, Section A, A.1 Description of the

Requirement:

Reference:

Solicitation Document page 2 says: The scope of each functional task area is provided below:

• Work Management

• Utility Plants and Systems Operations

• Heating Ventilation and Cooling Systems

• Electrical Work

• Structural Work

• Roads and Grounds, Fuel Handling & Railroads

• Environmental & Entomology

• United States Army Maneuver Support Center (MSCOE) Complex

• Sheet Metal & Sign Shop

• Building Preventive Maintenance

There are 10 functions listed.

Correct.

75 Solicitation, Section L.3

Proposal Files

(a) Volume I, Factor 1, Section L.3 Proposal Files (a) Volume I, Factor 1, Mission Capability states…

"Tab A – Subfactor 1 Technical Capability: The Offeror shall describe its Technical Understanding to satisfy the Government’s requirements as follows:

No Question.

Mission Capability

• The Offeror shall describe and explain its understanding of each functional area defined within the PWS by providing an overarching description of each area, including any applicable critical systems and associated risk."

76 Section M, Subfactor 1 –

Technical Capability

Section M - Evaluation Factors for Award, Paragraph C.

Evaluation Approach, Subfactor 1 - Technical Capability states…

The Technical Capability evaluation provides an assessment of the offeror’s methodology to satisfy the Government’s requirements. The evaluation will determine if the Offeror adequately demonstrates a technical understanding of each of the ten (10) functional areas of the PWS with associated technical expertise, and provide operation and maintenance plans over the life of the contract.

Section M calls for demonstrating a technical understanding of each of the ten (10) functional areas. If you count the C.5, Specific Tasks, you get seven (7) functional areas, if you include C.5._._ sub-function areas you arrive at over 10 functional areas.

Question: Are the functional areas to be addressed as called out in Section L Tab A – Subfactor 1 Technical Capability, the same 10 functional areas listed in Section A of the Solicitation? If not, please specifically identify the 10 functional areas that must be addressed.

Since there is ambiguity between Section L and Section M we respectfully request the Government provide a prompt answer to this clarification request and provide a proposal extension as offerors could not have crafted their execution solution because of the ambiguity.

See revised Section L and M of the RFP.

77 PWS C.5.3.11.5 Is C.5.3.11.5 Septic Tanks, Grease Traps, Oil Separators & Collectors done as SOO work? Please provide historical workload as nothing has been provided in Attachment 3.

The requested data is included in the Historical Data of each facility.

78 PWS C.5.3.16 Is C.5.3.16 Fire Fighting Training System done as SOO work? Please provide historical workload and system description as nothing has been provided in Attachment 3.

Requirement has been deleted and PWS revised accordingly.

79 PWS C.5.7.4 Reference:

C.5.7.4. FIRE PROTECTION AND MASS NOTIFICATION

SYSTEMS

C.5.7.4.1. General. Says “The Contractor shall install, inspect, test, maintain and repair fire protection and mass notification systems IAW applicable NFPA codes and DoD regulations. Attachment 3 para. 6, 2) shows there is a separate Maintenance Contract for Mass Notification System.

Question: What is the DPW BASOPS contractor’s maintenance responsibility for Mass Notification Systems if there is a separate contract for maintenance services?

C.5.7.4.4.3 references the Mass Notification within each respective facility (known as Little Voice) is part of this contract.

TE #1 PARA 6 references the Mass Notification not within facilities (known as Large Giant Voice). This system is maintained under a separate contract.

A, L, M and

PWS

Section L “The Offeror shall describe and explain its understanding of each functional area defined within the PWS by providing an overarching description of each area, including any applicable critical systems and associated risk.”

Section M “The evaluation will determine if the Offeror adequately demonstrates a technical understanding of each of the ten (10) functional areas of the PWS with associated technical expertise, and provide operation and maintenance plans over the life of the contract.”

The PWS has only seven (7) functional areas. In addition, Section A has ten (10), which do not align with the six (6) in the PWS. Will the Government confirm that the ten (10) listed on page 2 of the Solicitation are the ten (10) functional areas required?

Yes, 10 functional areas are listed on pg. 2 of the RFP. The nine critical systems are listed in C.1.6 of the PWS.

Based on the previous question, the response is critical for offeror’s to be able to prepare their technical solutions and submit compliant proposals.

If questions are due on Nov. 13th and with the

See Amendment to the solicitation for the revised due date.

upcoming holidays, we assume responses will be released around Nov. 26th, leaving bidders with just a matter of days to accommodate. We strongly recommend a minimum two week extension as of when questions are released.

C.2.1 Definitions 22 of 79

Preventive Maintenance Order (PMO) – Section initially defines PMO as understood in AR 420-1.

However, beginning with the fifth sentence in this paragraph, the definition deviates significantly from the AR 420-1 – “PMOs will be approved and issued on DA Form 4283, Facilities Engineering Work Request, or equivalent computer-produced facsimile or printout. The Government will identify applicable wage determinations (Service Contract Labor Standards, formerly Service Contract Act or Wage Rate Requirements, formerly Davis Bacon Act) for each PMO prior to issuing to the Contractor.

Contractor execution of PMOs will be pre-approved by the Government following the review of Contractor work plans and schedules. Any changes in scheduled workload will be negotiated and incorporated into the contract by modification.” This latter description attributed to PMO is actually more applicable to a Project Work Order (PWO). Is it the Government’s intent to approve every scheduled, recurring service work order and for the Contractor to provide a proposed estimate for accomplishing each PMO?

Paragraph has been updated accordingly. The PM’s are to be submitted and approved prior to the beginning of work by the KO. Any change to the list is to be performed via modification.

C.4.4 Permits and

Qualification Documents

Contractor shall obtain all appointments, licenses, certifications and permits except those provided by the Government required for performance of work and for complying with all applicable federal, state and local laws. Would the Government provide a complete listing of all appointments, certifications, licensing required to perform on the FLMO BASOPS contract?

All certifications are listed throughout the PWS.

84 C.3.11 33 of 79 Is there a reason MSCOE staff does not have access to GFEBS while many areas of the contractor

PWS does not dictate who can and can’t have access.

organization do? Since DMO are issued via GFEBS, see C.5.1.1.3.1, wouldn’t it be beneficial for the MSCOE staff to have access?

C.5.1.1.5 38 of 79

This section says “Workmen performing DMO work involving construction skills in nature tasks that migrates beyond Level I limitations (32 man-hours) shall be paid pursuant to 40 U.S.C. chapter 31, subchapter IV, Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act retroactive to and beginning with the first hour charged to the specific DMO involved.” The solicitation does not include Davis-Bacon Wage decisions, will the Government provide?

Attachment provided with amendment.

C.5.1.2.4.1 40 of 79

Is workload specific to Unaccompanied Personnel Housing Facilities, included in Technical Exhibit 1, 2.1?

C.5.1.11.1.2 43 of 79

This section says “LPG and fuel oil "drop tickets" will be provided by DPW to the Contractor on a daily basis and shall be entered into the database within 2 working days from the first day of each month. Is the “Access” database referenced Government furnished and in current use?

Yes.

C.1.3.2

GFEBS

Manager

C.1.3.2 indicates the contractor shall provide a GFEBS Manager. A subsequent track change in this same reference indicates a GFEBS PM Manager will set up and administer the GFEBS PM Program. Is the GFEBS manager and the GFEBS PM Manager the same position?

See Revised PWS.

C.1.3.2

GFEBS

Manager

9 of 79`

C.1.3.2 indicates there is a GFEBS PM Manager to set up and administer the GFEBS PM Program.

Other than a single reference in the bulleted items associated with the responsibilities of the GFEBS PM Manager C.1.3.2 (A76 Preventive Maintenance Controller) there are no further references to a GFEBS PM Program. Is the GFEBS PM Program a current executable program or will the contractor be implementing a new GFEBS capability? If the latter, in what system does the current PM plans reside?

PM plans are the responsibility of the contractor.

C.5.1.1.3.2 Standing Operating

Orders (SOO) and Preventive Maintenance

Orders (PMO)

There are two C.5.1.1.3.2 references and the narrative is duplicated except for the last sentence in the paragraph. In the first reference on page 38, the last sentence states that the Contractor shall respond to and complete SOO and PM work as indicated in the PWS or on the SOO and PM request forms.

Which of these two references are correct? Is there a C.5.1.1.3.3 reference missing? Will each PM action be initiated in response to a PM request form?

PWS revised to remove duplication.

No reference missing.

The forms will be created and issued by the contractor. The GOVT retains the ability to review and all forms upon their request.

C.5.1.2.6 Schedules 41 of 79

C.5.2.1.6 requires the contractor to develop and submit to the Government, within the first 90 days of contract performance, a Master Schedule of all required work for the entire contract period. Is this requirement limited to the PWO (level II work) and excavation work or is it inclusive of all SOO, OWO, PMO, DMO and IJO work as well? Does the Government maintain PWO work activity records in the GFEBS-Collaboration-Projects (C-Projects) module?

It is inclusive to SOO, OWO, PMO and DMO work.

The GOVT utilizes C-projects, but the information is not released for contractor use.

C.5.1.6.1.Equi pment

Maintenance Filing System

C.5.1.6.1 indicates the contractor will maintain an automated filing system on equipment/systems that receive scheduled maintenance.

1) Is this automated filing system for equipment/systems scheduled maintenance in lieu of the records maintained for the PM program?

2) Is the GFEBS PM module active, current and driving the PM task executions on the current contract?

3) Is this filing system duplicating the GFEBS data maintenance requirements stated in C.1.3.2?

1.) No.

2.) Yes.

3.) Dependent on contractor, GOVT requires GFEBS to be maintained.

TE I, Section

2.1.2, FY15

SOO Data

Document 1014, BMC Entomology 16, shows 371.2 labor hours applied to vegetation control on the cantonment area. However, there are ZERO dollars shown in the materials column. Is this an error, and if so, can the government please provide the materials costs?

Material costs are NTE under CLIN X014.

94 PWS C.5.1,

C.5.1.9, 42-43 of 79 PWS C.5.1 states in part “The Contractor shall maintain clear and concise records ……and shall

3.11 references GFE.

C.5.1.9.2 and C.5.1.9.3 input data to GFEBS.” PWS C.5.1.9. states in part “The Contractor shall provide and input the data specified herein in order to maintain the GFEBS database management system and shall have the option, unless specifically mandated elsewhere, of using GFEBS output reports. Requirements include entering data into GFEBS.” PWS C.5.1.9.1.2 states in part “Contractor shall input supply and material costs against work documents.” PWS C.5.1.9.1.3 states in part “The Contractor shall input other direct contract costs (e.g. non-hourly salaries, equipment rental, subcontract amounts, etc.) against work documents.” (NOTE: underlines are the offeror’s for emphasis). These various instructions to input or enter data into GFEBS seem to conflict with 3.11 which states the Government will provide ……….

DMO data entry, General Fund Enterprise Business System (GFEBS) data entry. Will the Government please clarify how these “data input” tasks occur if the Government is providing data entry as addressed in 3.11?

Technical Exhibit 1, 2.1.2

Throughout Section 2.1.2 the referenced PWS paragraph numbering appears to be from a prior RFP PWS and does not accurately reference the current PWS numbering.

Example #1) Document #1001 references BMC Environmental 02 IAW C.5.7.7.3. In the current PWS C.5.7.7.3 is Fire Protection and Mass Notification Systems.

This is not the correct PWS reference for BMC Environmental.

Example #2) Document #1018 references BMC Roads Pavements 23, IAW C.5.6.1.5. In the current PWS C.5.6.1.5 is Maintenance and Repair of Storm Drainage Systems.

Please update 2.1.2 to provide the correct PWS paragraph that is associated with referenced function requirements.

Historic Data is downloaded from existing GFEBS which was input using current naming convention at that point in time.

Past

Performance, Section L submission requirement, subparagraph vi.

Past performance submission requirements state that an offeror must submit a minimum of 5 but no more than a total of 8 specific relevant contract reference sheets. However, the instructions state that a prime, team and/or JV must submit 3 references and their teaming members performing over 20% can submit 2 additional references. Question: If a prime, team and/or JV will not have any other team members performing 20% or more of the contract, do they need to submit a minimum of 3 or 5 and up to 8?

Minimum of 5, maximum of 8, regardless of the breakdown.

C.5.3.4. Cathodic Protection Systems says “The Contractor shall test the systems every three years commencing from the previous completion date.

What was the date(s) the cathodic protection systems were last tested?

It’s dependent upon the system. Plan on first test falling within the Base or First Option Period.

100 Attachment 3, Exhibits, 2.1.2

2.1.2 contains a column titled Equipment/Other, some entries have dollar values associated with the task, what do the dollar amounts shown represent?

Historically, this has been used to account for sub-contracting and/or equipment rental.

3.11 Automated

Data Processing

(ADP)

Equipment

C.3.11 states “The Government will provide the ADP equipment, software, technical support and replacement necessary for electronic mail communications by local area network (LAN) with DPW personnel, DMO data entry, General Fund Enterprise Business System (GFEBS) data entry, and network access as applicable.” This statement implies that there is a separate data entry system for DMO work orders and another system for GFEBS data entry.

Would the Government please clarify whether there is in fact a separate system supporting DMO tasking, execution and close out?

GFEBS is the only GOVT provided system.

3.11

Automated Data

(ADP)

Equipment

C.3.11 also provides an “estimated listing” of PCs for Admin & GFEBS data entry, Estimating/IJO shop, QC staff and MSCOE Staff. Since C.3.11 specifically associates the ADP equipment, software, technical support and replacement with DPW personnel, are the PC assets listed intended for contractor use or limited to DPW personnel access?

Computers are primarily to be used by contractors.

C.5.1.6 Records and

Filing Systems

Contractor is required to maintain complete and accurate operating, maintenance and repair records of all work as specified throughout the contract.

Operating, maintenance and repair records would translate to SOO, PMO and DMO work records.

C.5.1.6.1 Equipment Maintenance Filing Systems and C.5.1.6.2 requires the contractor to maintain an automated filing system for equipment/systems receiving scheduled maintenance and separate files for each IJO performed. Are these Records and Filing Systems requirements distinct and separate from the GFEBS data maintenance requirements set out in C.1.3.2, C.5.1 and C.5.1.9?

No.

C.5.3.11.4.2. 49 of 79
