Reference Question Response Section Paragraph

1 We would respectfully request that the Army consider a brief extension for proposals until December 21st. As you are aware, the Amendment the Army posted on December 7th made some substantial changes to the solicitation and provided responses to 489 industry questions. Asking companies to submit proposals in 11 days does not allow us time to submit our best proposal. And, given that the proposals must be printed and mailed, this really only gives companies about nine days to address all of the changes.

Revised closing date is 13 February 2019 at 11:00am EST.

2 As a result of the significant changes issued as Amendment 0002, i.e., RFP Sec. L and M revisions, PWS revisions, the 72 pages of questions and answers, and the revised AWD and staffing and pricing matrices, companies will have difficulty regrouping and responding to these changes with a quality product by 18 DEC 2018. Additionally, the Government's responses to the questions created some ambiguities and created more questions. If you provide an extension, will the offerors be allowed to submit additional questions?

Finally, since it is so near the holiday, the proposals will probably not be reviewed until after the New Year, would you please consider extending the due date to the first week of January? Please advise.

Revised closing date is 13 February 2019 at 11:00am EST.

3 PWS All Amendment 02 updated several of the solicitation documents, including the PWS. Without a track changes version of those documents, Offerors are required to do a line by line comparison of every document just to ensure that we understand each change and how it impacts our proposed approaches to execution, staffing and pricing, and also to ensure that we will be able to submit a compliant proposal.

This will require a significant amount of time to review the updated documents and reconcile the new information before we can even begin to incorporate changes to the written sections of our proposals and finish the other sections that were reliant on the answers to questions you have provided.

Can the Government please publish tracked changes versions of the documents published with Amendment 002? If not, can the due date be extended six (6) days to provide sufficient

Revised closing date is 13 February 2019 at 11:00am EST.

Revised amendment modification lists the changes. The conformed copy of the solicitation depicts the changes with strikethroughs and highlights.

time for a thorough review of the updated documents, and incorporating those changes to allow for a the submission of complete and compliant proposals.

35 In reference to Questions 159, 236-240, 259, and 384, as well as RFP Reference Section L,3.b.Paragraph 3 (“Past Performance information described herein is required on the Offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform 20% or greater of the proposed effort based on the total proposed price.”):

Q: If a subcontractor, teaming partner, and/or joint venture partner is proposed to perform less than 20% of the proposed effort, will their past performance and PPQs be accepted and evaluated by the government?

Reference revised Section L and M with regards to Past Performance.

36 Section B Pg. 3-43 The CPFF CLINS were changed from “Job” to "Months" as the Unit but a quantity is not provided. Would the Government clarify if the contractor should enter the appropriate number of months in the Quantity column and a monthly unit price for each CPFF CLIN?

See revised CLINS.

37 Attachment 9 in Amendment 2 is currently missing CLIN - 002 in the BASE and OPTION YEARS. What do we do with the new Attachment 9 for CLINS -002 in these?

Section L Volume III states “Only CLIN level pricing information is required for the Firm Fixed Price (FFP) CLIN;

however, if reasonableness cannot be established based on price analysis, then other than certified cost and pricing data may be required. The Summary tab has CLIN 0001 as a FFP.

38 Attachment 9 in Amendment 2 is currently missing CLIN - 003 in the OPTION YEAR 4. What do we do with the new Attachment 9 for CLINS -0024 in Option Year 4?

CLIN 003 in OY4 was corrected, see revised Attach. #9.

There is no CLIN 0024 or CLIN 4024.

39 We have written to the Section L requirements and have answered all PWS requirements. Even with a preponderance of one-sentence answers for Volume I, we exceed 120 pages.

Will the government increase page count to at least 120 to accommodate the provision of full and complete responses to the requirements or relieve some of the requirements?

Volume 1 page count will remain at 70 pages.

40 The updated Attachment 9 still has numerous errors, as we have identified. Will the government offer another updated Attachment 9?

See revised Attachment 9.

41 Based on the answer to question #98 in Attachment 14 of Amendment 2, it appears the government is stating that vehicles (equipment) used to conduct work on the contract, are part of the materials and equipment portion of the NTE CLINS. Are the vehicle costs part of the NTE CLINS?

Equipment required to complete a project are reimbursable with approval from the Admin. KO under the associated functional materials CLIN.

42 Reference the Answer to Question #229 in Attachment 14 of Amendment 2: Since the Fuel Trucks are part of the Materials CLIN, will the government cover the costs of all vehicles used on the contract under the Materials CLINS or NTE

CLINS?

Equipment required to complete a project are reimbursable with approval from the Admin. KO under the associated functional materials CLIN.

43 Per the answer to Question #330 in Attachment 14 of Amendment 2, is the contractor using the NTE CLINS for the cost of OSHA PPE?

Equipment required to complete a project are reimbursable with approval from the Admin. KO under the associated functional materials CLIN.

44 Ref Answer to Question #350 in Attachment 14 of Amendment 2: Are the laptops paid via the NTE CLINS?

The contractor has to provide all equipment (C.5.4.5) for this functional area.

45 Ref Answer to Question #377 in Attachment 14 of Amendment 2: There is no appearance of a need to have proposals of this magnitude rushed when we still need answers to questions. Since the government typically goes on holiday around December 18th, will the government consider a 2 or 3 week extension to provide time to address all 500 plus questions and answers adequately to get the best possible

Revised closing date is 13 February 2019 at 11:00am EST.

offerors in the down-select (assuming there will be a down-select)?

46 Question #1 in Attachment 14 of Amendment 2 states that CLIN 0001 is included on the summary page of the Attachment #9. The CLIN is not included on the summary page or on the Base Period Tab. Please provide instructions/guidance as to how the costs should be presented.

Section L Volume III states “Only CLIN level pricing information is required for the Firm Fixed Price (FFP) CLIN;

however, if reasonableness cannot be established based on price analysis, then other than certified cost and pricing data may be required. The Summary tab has CLIN 0001 as a FFP.

47 Questions #259 and 489 in Attachment 14 of Amendment 2, state that the Attachment 9 instructions have been revised to include the requirement for subcontractors performing 10% or more of the work to submit a detailed price proposal. Please explain the rationale for changing this requirement. In addition, in government solicitations, major subcontractors are typically defined as performing 20% or more of the services. The 10% appears to be an arbitrary value, it is a significant change to the instructions, and it requires subcontractor’s minimal notice to provide this information.

Also, less than 20% is generally the level of effort required for supporting subcontractors and a full up detailed cost proposal should not be required. Therefore, we are requesting that the requirement be changed back and pricing detailed be only required for subcontractors performing 20% or more of the services. This will also be consistent with the requirements in the Past Performance Volume.

The requirement for subcontractors performing 10% or more of the work to submit a detailed price proposal remains the same. This requirement is to provide adequate information to enable the Gov’t to complete Cost/Price Reasonableness and Cost/Price Analysis.

48 Question #59 in Attachment 14 of Amendment 2 identifies “Sub-contracted” work and identifies the Material CLINs, and a line item is included in the Base and Option period on the Attachment 9, please confirm/clarify that the “Sub-contracted” work is work performed by commercial vendors or ODC suppliers and does not include teaming partners.

Confirmed

49 Question #330 in Attachment 14 of Amendment 2 is not specifically addressed, therefore, please confirm/clarify if the protective clothing, safety equipment, etc., can be reimbursed on the Cost CLINs.

Materials, supplies and equipment required to complete a project are reimbursable with approval from the Admin. KO under the associated functional materials CLIN.

50 In question #350 in Attachment 14 of Amendment 2, the government’s response refers to PWS C.5.4.5, but please

The contractor has to provide all equipment (C.5.4.5) for this functional area.

confirm of the laptops and/or hand will be reimbursed under the applicable Cost CLINs.

51 Question #453 in Attachment 14 of Amendment 2 states that “labor costs provided by sub-contractors needs to be proposed in detail.” However, in a previous question “sub-contracted” appears to only refer to commercial vendors and/or subcontractors, However, vendors have commercial price lists and do not submit detailed price proposals. Therefore, please clarify the government’s definition and the solicitation requirements for “sub-contractors”.

Section L states: “The cost proposal shall be sufficiently detailed to determine the reasonableness and realism of the proposed costs plus fixed fee.”

Reference Section L; 3.c.

3.c.vi. Identifies the requirements for cost and supporting information including subcontracts.

52 We have reviewed the Attachment 9 Pricing and Labor Matrix Worksheet FLW and in order to remain consistent with our estimating practices, we have to adjust the worksheet. Please confirm that we can adjust the worksheet (i.e., add rows, columns, etc.) and still remain compliant with the solicitation evaluation criteria.

Yes, Attachment 9 can be adjusted (i.e., adding rows and columns). However, contractors are responsible for maintaining formula integrity.

53 With regards to the vehicles/equipment, Questions #229 and #233 state that the Contract should capture the costs associated with Contractor equipment under the materials CLIN. However, Questions #329, #340, and #349 state that “Vehicle and equipment required to complete the project are reimbursable with approval from the administrative KO.”

Vehicles/equipment required to complete a project are reimbursable with approval from the Admin. KO under the associated functional materials CLIN.

54 Training – Question #139 states that “Any required training shall be included in proposed labor pricing.” However, Questions #190, #333, and #334 indicate that training will be cost reimbursable under the materials CLIN.

Question #190 is not training related.

#333 and #334 – Contractor has the responsibility to provide trained and certified personnel. Any additional government mandatory training is cost reimbursable with approval from the Admin. KO under the associated functional materials

CLIN.

55 Internet – Question #328 states that the Contractor is not allowed to have WIFI internet service for contractor provided computers. However, Question #420 directs the contractors that contractor owned computers cannot use the government internet and any costs associated with addition WIFI services is the responsibility of the contractor.

All costs associated with this service shall be at the contractor’s expense.

56 Fuel – Question #371 asks if the government provides the fuel or reimburses the contractor. The answer is simply “YES.”

Fuel is provided by the Gov’t.

57 Uniforms/ODCs – Question #337 indicates that the Contractor will charge uniform laundry services to the cost

Uniforms provided IAW the PWS will be charged to the cost reimbursable materials CLIN.

reimbursable materials CLIN, but Question #378 indicates that other ODCs such as uniforms, etc. should not be billed to the materials CLIN.

58 Question 394 resulted in a change to section B from a “Job” Unit of Measure to a “Months” Unit of Measure. The conformed solicitation does not provide a quantity of months with the exception of CLINS 0001 and 0002. Further, the requirement to round pricing to the whole dollar creates an issue where the government-provided pricing template may not match Section B, due to the rounding requirement (for both the unit cost and the extended amount). For example, a rounded CLIN price (found in the government provided pricing template) of 1,504.00 over 12 months would yield a rounded unit price of 125.00 in Section B. 125 x 12 = 1,500.

In this instance, the total price would not equal the government provided template.

See revised CLINS. All final monetary extensions by CLIN shall be in whole dollars only. Unit prices can be rounded to the nearest cent.
