Ensure that Contractor employees entering Army-controlled installations or facilities have obtained access badges and passes IAW installation and facility regulations and that these badges and passes are obtained in advance in order to avoid delaying contracted services (see paragraph 4.1.2.3.12 Security Badge Requirements for additional information). Return all issued US Government Common Access Cards (CAC), installation badges, and/or access passes to the COR when the contract is complete or when a Contractor employee no longer requires access to the installation or facility. Comply with all personnel identity verification procedures. If the COR determines that the Contractor is not ensuring all access cards, badges, etc., are being returned as required herein, the KO may take action against the Contractor to the extent allowed by the FAR and applicable supplements. Actions taken against the Contractor for failure to comply with this requirement does not relieve the Contractor of the duties associated with this contract.

Such procedures include, but are not limited to, turn-in of issued keys by personnel who no longer require access to locked areas. Immediately report any occurrences of lost or duplicate keys/key cards to the KO. In the event keys, other than master keys, are lost or duplicated, the Contractor, upon direction by the KO, is responsible for re-keying or replacement of the affected lock or locks; the Government may, at its discretion, replace the affected lock or locks or perform re-keying. When the Government replaces locks or performs re-keying, the total cost of the re-keying or replacement will be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system, and the total cost deducted from the monthly payment due the Contractor. The Contractor is responsible for prohibiting the use of Government issued keys/key cards by any persons other than Contractor employees. The opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the KO is prohibited.
