SECTION 01 00 00 - GENERAL REQUIREMENTS
QUESTION & ANSWERS
Questions and Answer RFP W911S619B0002
Question 1: In the RFP on page 30 it lists the drawings that are apart of the project. I did not see these drawings on FBO. The only drawings I saw as part of the bid package are sheets M-001, M-002, and M-003. Please clarify if the drawings listed on sheet 30 are apart of the project or if this is a mistake. If the drawings listed are correct please upload drawings to FBO.
Answer: See Page 30 252.236-7001 amended
Question 2: On sheet M-003 note 3 states Roof repair by warranty. The SOW is silent on if the roof repair is part of the scope of this project. Is roof repair to be part of this contract?
Question 3: If roof repair is part of this contract, please provide the name of the company that holds the roof warranty.
Answer: pertaining to question 2 and 3 Roof repair is not a part of the SOW for this contract. Roof repair would only be required (at no additional cost to the Government) if the contractor damages the existing roofing during performance of the contract. If damaged, in order to maintain the warranty, repair would be required to be performed by an authorized representative of the roofing manufacturer.
Question 4: The government provided a pricing summary and detail sheet. This excel sheet does not have lines for Div 7 (Roofing) or Div 5 (Metal frame). Can contractors edit the sheet to add theses divisions or should they be included in the divisions that the government provided?
Answer: Offerors can modify the excel pricing sheet as needed.
Question 5: What type of roof is existing?
Answer: The current existing roofing is a TPO
Question 6: Can I send it to you in email or do you need a hard copy before 1 July?
Answer: IFB instructions indicate a bid can be sent electronically or by US mail.
Question 7: I was just checking if this project is a standalone or combined with other projects?
Answer: This is a standalone requirement. The HVAC replacement is the only work to be under this anticipated award.
Question 8: Who is the existing fire alarm company?
Answer: Base Operations Contractor Chenega Facilities Management
Question 9: Do you have any info on the new units? Size? Amperage?
Answer: Per C.3.2.1.1, "Meet or exceed the existing unit capacity at elevation 4,340 feet.." The intent is to at a minimum replace the existing units with ones of the same capacities, or the nearest larger size if not available, and capabilities of the existing units. However, fan motors do not necessarily have to be the same horsepower. Original as-builts drawings are attached for contractors' reference, including power requirements, temperature data, and a plan showing later changes to some of the ducts. The units to be replaced are listed as AH-1 and AH-2 in the schedule. C.3.1.3.a and C.3.1.3.b in the PWS list the model and serial numbers of the existing units.
Question 10: Are the new units going to use the same circuits?
Answer: New units are to connect to existing ductwork, control wiring, and electrical power.
Additional information: The contractor will be required to submit a Lift Plan for Government review and approval.
The easiest crane access will most likely be from the south side of the building and will require closure of the parking lot during crane operation. The crane operator is required to be certified. A copy of the certificate is to be provided to the Government.
Question 11: C.4.1.2.9 OPSEC Training How long does training last and is there a cost associated with it?.
Answer: OPSEC training is online and is free. Time for the training is uncertain, but probably takes approximately a couple of hours.
Question 12: Do you have a controls contractor you are currently using?
Answer: No, but the building existing controls are Honeywell Enterprise Building Integrator (EBI)
Question 13: Do you have an Air Balance Report of existing space?
Answer: The most recent is attached, Dugway Building 4531 TAB 16373-FINAL-2-19-2014.pdf. Attachment 5 of the solicitation
Question 14: Does your HVAC system have pneumatic or DDC controls?
Answer: Honeywell Enterprise Building Integrator (EBI). A '100% Complete Control Drawings Not for Installation' drawing is provided for information. It's accuracy is not verified. Attachment 6 of the solicitation
Question 15: Do you have HVAC, Electrical, and Structural steel Drawings available?
Answer: Can be provided only to the successful offeror due to the sentivity of the surroundings.
Question 16: Can a curb adapter be used on roof top HVAC replacement
Answer: Yes, and shall meet or exceed the following:
• Engineered and designed for proper air flow and adequate support.
• Welded construction of 18-14 gauge G90 galvanized steel for structural integrity.
• All welds are treated with a zinc based corrosion-inhibiting compound.
• Factory installed duct transitions.
• Insulation R factor minimum, R≥ 27.
• Insulation is installed with permanent adhesive and pin spot technology
• Insulation is tucked in the internal flanges insuring no raw edges are exposed, and protecting against possible blockage to the airstream.
• External surfaces of the adapter are designed to eliminate standing water, and corrosion.
• Stamped name plate is welded onto Adapter identifying product code for future replacement.
• Arrow Labels show the direction of airflow, helping determine which way to turn the unit during installation.
• Product drawing for installation shall be submitted for approval
• Gasket material will be a minimum of .25″ thick x .75″ wide
• Provide lifting lugs.
Question 17: C.3.1.1- After refrigerant recovery, do you want us to dispose it or turn over recovered refrigerant to Site maintenance?
Answer: Oil - Contact Mellor Engineering, Environmental Support contractor, Jason Rawls, (435) 831-3371 at the Central Hazardous Waste Storage Facility (CHWSF) to assist with setting up, collecting and disposing of used oil, filters, and any mercury switches (if applicable) using Department of Transportation (DOT) approved containers.
Jason will coordinate efforts through the CHWSF to provide DOT approved containers, guidance on collection points (amount restrictions - if applicable), and pick-up and disposal of waste streams.
R-22 US Army memorandum DAIM-ZA on R-22 refrigerant (see attached) requires recovered excess R-22 refrigerant be sent to the Defense Logistics Agency (DLA). The DLA ozone depleting substance (ODS) Reserve, is located in Richmond, Virginia, and is the central manager for mission-critical ODSs for all military services. Once evacuated and recovered using certified equipment, R-22 is required to be turned-in to the DLA Reserve by following applicable turn-in procedures (attached). DLA ODS Reserve procedures can be found online at the following link:
http://www.dla.mil/Aviation/Offers/Services/AviationEngineering/OzoneDepRsrv.aspx
Question 18: Does the site want to salvage unit or can we dispose of units?
Answer: Once the above and any other regulated materials that the contractor may encounter have been removed from the systems, they should be delivered to the English Village Landfill and placed in the Metals Recycling area.
The Landfill Attendant will direct them to the proper location.
Question: Please clarify the drawings in Solicitation, W911S619B0002, Bldg 4531, DPG, 053019, and Amendment Solicitation W911S619B00020002, Bldg 4531, DPG, 062619:
Answer: Ignore the drawings listed on page 30 0f 42 of in Solicitation, W911S619B0002, Bldg 4531, DPG, 053019.
The drawings are those contained in Appendix-B-Drawings-B4531_Repair_Roof-Top_Units_20190429.pdf of the original solicitation, Solicitation, W911S619B0002, Bldg 4531, DPG, 053019.
The drawings provided with Amendment_Solicitation_W911S619B00020002,_Bldg_4531,_DPG,_062619 are for REFERENCE ONLY. They are:
• Appendix-B1-4531_029_of_53_M-1_Mechanical_Floor_Plan_25_Oct_88.pdf
• Appendix-B3-4531_035_of_53_M-7_Ops_and_Engineering_Ctr,_Mechanical_-_Sections_and_Eq.pdf
• Appendix-B4-B4531-DTCC-11-M101.pdf
Appendix-B1 and Appendix-B3 are 'as-builts' from the original building.
Appendix-B4 shows the 'as-built' for the northwest corner of the facility that renovated the existing ductwork and added additional units.
Only the systems connected to the two new roof-top units need to tested and balanced in accordance with "Technical_Exhibit_1-A_Performance_Work_Statement-B4531_Repair_Roof-Top_Units_20192904.docx", paragraph C.3.3 Test and Balance and sub-paragraphs.
The drawing, "Appendix-B2-4531_029_of_53_M-1_Mechanical_Floor_Plan_25_Oct_1988.pdf" is a duplicate of "Appendix-B1-4531_029_of_53_M-1_Mechanical_Floor_Plan_25_Oct_88.pdf", just a larger file size.
