About this file

This document is the Range Facility Management Support System (RFMSS) Fire Desk Handbook Version 3.2, a comprehensive operational manual for fire desk operators managing range facilities, training areas, and airspace operations. The handbook provides detailed instructions for Fire Desk Operators (FDOs) on system navigation, security protocols, and operational procedures for managing training activities at military range complexes.

The handbook covers five primary operational areas: fire desk access and navigation through text and graphic modes; status change management for activities transitioning through reservation, occupied, firing, cease-fire, and training complete statuses; training information capture including personnel counts, weapons/ammunition utilization, vehicles, and aircraft data; incident and downrange personnel tracking with emergency evacuation procedures; and end-of-day processing to close out daily activities. Key functional responsibilities include admitting scheduled units to facilities, overseeing range operations with real-time status posting, tracking range incidents and initiating emergency procedures, managing downrange personnel clearance, alerting Officer in Charge (OIC) and Range Safety Officer (RSO) personnel of cease-fire requirements, collecting range utilization data, and maintaining DA 1594 Journal logs. The system utilizes color-coding for status identification (blue for reserved/checked-in, green for occupied non-firing, yellow for cease-fire, and red for firing), supports both ground and air activities, and includes specialized features for airspace activation/deactivation coordination, commo check recording, temporary firing point management, and document export capabilities in PDF, Excel, and Word formats. System access requires Internet Explorer 7 browser and Citrix ICA Client for graphic mode, with all users requiring RFMSS User ID and password approved by the Functional Administrator.

1.2 SYSTEM REQUIREMENTS

RFMSS is a web enabled system using Internet Explorer 7 (IE7) web browser to access the

RFMSS application both locally and remotely (via the RFMSS web server at Ft. Belvoir). It is assumed that the server will be a Microsoft Windows 2008 Server. The RFMSS system assumes the following items are available to enable users to log on:

Users must have a RFMSS User Id and password approved by the RFMSS Functional

Administrator. These allow access to the RFMSS application via their workstation‟s IE7 web browser.

The Citrix ICA Client is installed on the workstation for use of the Graphic Fire Desk only. A Citrix login ID and password must be obtained from the IMSA NOSC Help desk or from the local DOIM (for National Guard sites) in order to access the RFMSS Graphic

Fire Desk.

1.3 System Functionality

The Fire Desk has two modes of operation that allow the operator to view data in different formats.

a) The “Text” mode: Allows the data to be displayed in a table format (See Section 3)

b) The “Graphic” mode: Allows data to be viewed in a graphic format. (See the Graphic Fire

Desk Handbook)

Both modes utilize color-coding for status identification at a glance for each facility being utilized. Data entry, such as range status (with the exception of facility check in and facility clearing), personnel down range, and incident reporting may be executed in either mode of operation. This handout will break down each mode and how to accomplish the task at hand. It is advised that the Fire Desk have two workstations sitting in close proximity with the Text mode displayed on one and the Graphics mode displayed on the other.

NOTE: In RFMSS 3.2, although both the TEXT MODE and the GRAPHIC MODE are linked together in such a manner that data input to either data screen will automatically update the other screen, only the Text Mode is accessible directly in the RFMSS 3.2 application.

1.4 SCOPE

This handbook is designed to be used as a supplement to the RFMSS User Manual. It contains the operations performed in the RFMSS application by the Functional Administrator. Most of the Functional Administrator‟s task falls within the following categories:

Administrators and the Units may see the dashboard when they log in. Dashboards are used to alert the users of any actions needing their attention.

2.2.1.1 FUNCTIONAL ADMINISTRATOR DASHBOARD

The FA Dashboard appears when they log in or when they return to the Home Menu. It shows how many users are requesting a user account.

2.2.1.2 UNIT DASHBOARD

The Unit Dashboard appears when a Unit Scheduler logs in or returns to the Home Menu. The dashboard is used to display activities involving the unit. The Unit Dashboard is broken into two sections, the Co-Use Agreement and the Request Processing Dashboard.

Co-Use Agreement section displays only if there are co-uses involving the unit.

o It will display the number of co-uses that have been requested by the unit or a unit in their Chain of Command (COC).

o It will display the number of co-uses that another unit has sent requesting to co-use with you.

o There will be a table with a row representing each co-use status with a number count and the RCNI that is associated with the co-use for the unit or a unit in their COC:

Undecided (Default): Co-uses that have not been accepted or denied.

Accepted: Unit agrees to co-use.

Denied: Unit denies to co-use.

Request Processing section displays the number of activities submitted by your unit or a unit in your chain of command.

o There are two options: All My Activities (activities for units in my COC) and My

Activities Having New Status Since date (last login). The last option is the default.

o This table consists of five columns. It shows the installation that is being requested, the status, sub-status, the activity count and RCNI.

2.2.2 SCHEDULING MENU

The Scheduling Menu contains predominately all of the functions used by a Range Control (RC) scheduler and Unit scheduler. In this module the scheduler can view the Two Week Calendar, lookup a Range Control Number Identifier (RCNI), create and submit a request, modify and process a request, request a co-use (against an existing reservation), create request templates, create and view a Range Bulletin, create a Communication Log Sheet (which is used by the Fire

Desk Operators), and view the Co-Use Agreement List.

2.2.3OPERATIONS MENU

The Operations Menu contains the functions used by a Fire Desk Operator (FDO). The Fire

Desk Operator focus is on current day operations. The FDO(s) are responsible for:

2.2.4 ADMINISTRATION MENU

The Administration Menu contains the tables used by the FA. The FA is able to customize the setup of RFMSS to reflect the installation‟s range control daily operations. When the tables are properly setup the system will automatically populate many of the data fields required during daily operation for the RC & Unit Schedulers and FDO(s).

2.2.5 REPORTS MENU

The Reports Menu contains the standard reports generated within RFMSS.

2.3 USING THE RFMSS GRID

This section is designed to introduce the user on how to navigate and use RFMSS v3.2. There are commonalities throughout the modules.

Most of the RFMSS information appears in a column format called grid.

The RFMSS grid allows the user to:

Add a new, edit, or delete a record in the grid, Select a field value from a list of values, Select multiple records in a grid, Show deleted records, Show modification log for a selected record (where applicable), Search a record, Hide columns in the grid, Wrap or unwrap text in the columns, Export and Display grid information in Adobe Acrobat (PDF format), Microsoft Excel spreadsheet, or

Microsoft Word document format, Print grid information.

2.3.1 WORKING WITH THE GRID

Most of the data in RFMSS is presented in a column format or grid. The table has rows and columns and can be manipulated or adjusted to fit most requirements. Each row/record is made up with many fields. Some of the fields are mandatory which is represented with the field name in red and an asterisk* (to comply with Section 508 of the Rehabilitation Act of 1973).

2.3.2 SORTING RECORDS

Records can be sorted in ascending and descending order. First the user must identify the column to be sorted. Clicking on the column name/header toggles the arrow to point up and down. An arrow pointing up will display the information in ascending order. The arrow pointing down will display the information in descending order.

Drop-Down list will let you select what record you need or (All).

2.3.3 FILTERING RECORDS

Specific records can be selected out from other records. Records can be singled out by entering the value in the filter block or by selecting the criteria value for your search from the to the right of the blank filter box.

2.3.3.1 Filter Entry Field

First the user must identify the column to be used in the search criteria. In the white area below a column name/header, type in the first character of the word to be used as the search criteria.

For example if a user wants to find Range 1 they would type an r in the facility column which will locate all facilities that begin with a “r”, entering ra will narrow the search to facilities beginning with ra. The more characters added will further narrow the search.

2.3.3.2 Filtering Criteria

Clicking the to the extreme right of the column name/header will display a list of criteria values for that field. In the search block enter in all or part of what you are searching, then click on the to the right of the box and select a criteria, RFMSS will provide the data based on the criteria you selected.

Some Filter Entry Fields ends with and . Use to clear the existing field entry OR click Search to view the list of values for the field. See example below.

2.3.4 SELECTING MULTIPLE RECORDS

There are several ways to select records:

For a single value click the box to the left of the record.

To select a block of values in sequence, press and hold the Shift key and click the first value, then click on the last value, release the Shift Key, a group of values is selected.

To select multiple values scattered around the list, press and hold the CTRL key and click on each value to be selected. Release the CTRL key.

2.3.5 MANIPULATION COLUMNS

Most tables contain a group of icons that are located at the top left side of the grid. These icons perform various functions but do not permanently alter the data in the table.

– the Field Chooser will allow the user to temporary hide columns by dragging the columns into the opened Field Chooser window. The columns are returned to there original state once the user has closed the window.

– allows the user to toggle word wrap off and on. If word wrap is off the data that is too long to fit the column is truncated. If word wrap is on, the complete data will show increasing the height of the column.

– allows the user to print what is being displayed.

RFMSS allows most tables and reports to be saved to the local workstation in three formats: PDF, EXCEL, and WORD.

– clicking on this icon allows the user to export the table in Adobe PDF format.

– clicking on this icon allows the user to export the table in Excel format.

– clicking on this icon allows the user to export the table in Word format.

When one of the formats is selected the File Download window is displayed. Click on the Save button.

The Save As window appears. Select the folder where the file will be saved. Enter the file name and click SAVE.

Show deleted – clicking on show deleted, allows the user to see all records that have been deleted in the table. The records are used for viewing and are READ ONLY.

2.3.6 UPDATING INFORMATION

Records can be added, modified and deleted easily by choosing the appropriate action. The

Action column displays the options available. Once the action has been completed click save to save the change.

Adding a new record

New – clicking on the new link opens up a new row or record to be completed.

Modifying a record

Edit –clicking on the edit link in front of a row opens that record to be modified.

Deleting a record

Delete – clicking on the delete link in front of a row deletes that record.

2.3.9 ENTERING DATES IN RFMSS

Dates can be entered in any date field by typing in the dates or using the calendar.

A calendar will appear by clicking in a date field. Immediately start typing in the date or use the calendar to fill in. The arrows or either side of the month and year is used to go backwards or forwards by month. Once the month desired appears, click on the date.

There are several ways to use the calendar. To move the calendar by several months, click on the month, year and the dates will be replaced with months.

To see year ranges, click on the year and months are replaced with years.

3. SECURITY

Security in the RFMSS 3.2 application is required per DoD mandate. To gain access to the

RFMSS 3.2 application all users must have a User ID and Password assigned to them. A User

ID is requested via the RFMSS Homepage and is approved by the Functional Administrator

(FA). Each user Id is unique to a specific user and has specific role(s) assigned. Fire Desk operations are considered to be sensitive and may have a direct impact on safety on any/all active range complexes. Therefore, Fire Desk Operators are required to enter their Password a second time to gain access to the Text Mode and/or the Graphic Mode of the application. Additionally, RFMSS 3.2 allows for more than one Fire Desk operation. Therefore, when the FA assigns a role to a user, he/she will also establish to which Fire Desk(s) that individual will be granted access. This allows only those personnel with the proper access, admittance to specific fire desk operations, as required by Range Control.

When in Text Mode, to access a Fire Desk, users are required to select the desired FD and then required to enter his/her password again.

4. FIRE DESK OPERATIONS (TEXT MODE)

NOTE: Throughout the application, data fields that are annotated with an asterisk (*) and are color coded RED are required fields. Data windows or forms cannot be input into the system until all required fields have data filled in.

4.8.8 SORT BY & FILTER BY

Sort By and Filter By: The FD can be changed to meet the needs of the FDO at any given time.

For example, during a day when the range is at full operation, the FDO may want to see, at a glance, the status of all range facilities under their control. Thus they may want all facilities and the status of each facility displayed and arranged in such a manner as to be easily understood (i.e.

all hot facilities displayed at the top of the status table with all facilities in a Cease Fire displayed next etc.) However, at the end of the day it may be easier to alter the display to show only those facilities that are awaiting final clearance. These data display changes are accommodated as follows:

4.8.8.1 SORT BY

To sort the displayed activities, use the Sort By dropdown list and select the desired column to sort by, then select Refresh. Activities are sorted by the selected column in ascending order.

NOTE: Columns available are based on the current display (long or short).

4.8.8.2 FILTER BY

To filter the displayed activities, use the Filter By dropdown list and select the desired

Status to filter by, then select Refresh. Activities are now limited to the selected Status.

NOTE: When the Sort By and Filter By are used, the system displays activities as selected for the open session only; the display reverts to display all activities at the next login.

4.9 FIRE DESK FUNCTION BUTTONS

All buttons on the Fire Desk are active when the user has the role of FDO. All other users have

Read-Only access and all function buttons are disabled except Exit. Range Control operators should sign on to the system when they arrive, and sign off when they leave. Actions using these function buttons are recorded in the corresponding log. In addition, actions are recorded in the

Journal (1594) Log IAW the set-up by the FA (Logs Saved to Journal 1594).

The following functions can be accessed from the Firing Desk window:

4.9.1 CHECK IN

The Check In function enables range control personnel to “check in” activities displayed on the

Fire Desk. More than one activity can be checked in at a time. A record must have a Status of

RES (reservation) to be checked in.

4.9.1.1 TO CHECK IN AN ACTIVITY

a) Highlight the desired record(s) on the Fire Desk. (If checking in more than one activity at a time, hold down the [Control] button on the keyboard while making your selections. To make multiple, consecutive selections, click on the top desired record, hold down the [Shift] key, and then click on the bottom desired record. All records between the two will be highlighted.)

Additional options include using the select all and unselect all links located just above the check boxes.

b) Click The system displays the following message(s) just below the

Check In button:

For selected records in a RES status: The following unit(s) has successfully checked in:

Unit AAA to Facility 111 | Unit BBB to Facility 222.

For selected records in any other status: The following unit(s) was already checked in

Unit CCC to Facility 333 | Unit DDD to Facility 444.

NOTE: When multiple records were selected with multiple statuses, the system displays both messages at the same time.

NOTE: The unit/facility data display will NOT change color because the status has not changed. The action of checking the unit into the system is only to make note within the RFMSS application.

NOTE: Upon Successful check in, an entry into the Status Change log and the DA 1594 Journal will be made accordingly.

4.9.2 STATUS CHANGE
