About this file
This document outlines technical scenarios and requirements for developing and modernizing Army courseware. It describes two scenarios where a contractor would be tasked to either create new courseware or modernize existing courseware to meet Army training needs.
For new courseware development, the contractor would be required to design interactive courses conforming to SCORM and Army technical standards, using tools to create multimedia content, assessments, and lessons. The courses would include various data files and be deployed to the Army's learning management system. Higher levels of interactivity from 3 to 4 on the IMI scale would need to be designed.
For courseware modernization, the contractor would analyze existing courseware assets and migrate courses between different LMSs using SCORM, modify courses to new technical standards and specifications, and redesign programming and content as needed. The processes for migration, modification, and redesign would guide the modernization work.

Scenario-Based Technical Responses
Courseware Creation
Scenario: A proponent in the Army has reached out to The Army Distributed Learning Program (TADLP) to arrange for a new course to be built, such as new doctrine or Army policy. TADLP issues a requirement for development of a new courseware to meet this proponent’s need. This courseware will need to conform to a common standard so it is playable on a wide variety of systems that cater to the operation of courseware.
The courseware must be delivered containing all the following:
· Audiovisual Production Data
· Programming Requirements for Graphics and Animation
· Lesson Logic Data Files, Transportability and Maintainability Data
· Course Maps and Lesson Flow Diagrams
· ACTS Log Files
· ALMS Content Test Environment Content Communication Trace Logs
· Validation Plan and Validation Report
· Instructional Media Design Package (IMDP)
· Answer Keys
· Assessment and Non-Assessment Content PIFs
· Letter of Instruction (LOI)
· Development Source Files
· Instructional Media Generation Programs and Files
· File Package Master Art Work package.
The courseware will need to be developed with Levels of Interactivity (0-4). These courses will be hosted on a Learning Management System that adheres to strict conformance of the SCORM 2004 3rd Edition standard and as outlined in the Army Business Rules and Best Practices for Distributed Learning (BRBP).
Application Design: Based on the above scenario, describe the processes you would use to guide application design and deployment models within an LMS (Learning Management System) or other appropriate Army-owned environment.
Application Tools: Based on the above scenario, describe the tools you would use to create and validate the courseware product.
Application Deployment: Based on the above scenario, describe the tools you would use to deploy the courseware product.
Interactivity Levels 3-4: Based on the above scenario, describe the processes you would use to guide creation of courseware in the IMI Level 3-4 range.
Courseware Modernization Scenario: The Army has made changes to its learning infrastructure that require modifications to the existing courseware.
These changes may be necessary due to a migration to a new learning management system (LMS), changes in standards and specifications for courseware operation, or the discovery of issues that require repairs to the courseware. Additionally, a change in content may be required from a graphic or textual perspective due to change of technology, change of regulation, or change of curriculum.
The existing course will need to be modernized to address any of the above changes.
The organization has some courseware deliverables from the previous contract. The information includes:
· Audiovisual Production Data
· Programming Requirements for Graphics and Animation
· Lesson Logic Data Files, Transportability and Maintainability Data
· Course Maps and Lesson Flow Diagrams
· ACTS Log Files
· ALMS Content Test Environment Content Communication Trace Logs
· Validation Plan and Validation Report
· Instructional Media Design Package (IMDP)
· Answer Keys
· Assessment and Non-Assessment Content PIFs
· Letter of Instruction (LOI)
· Development Source Files
· Instructional Media Generation Programs and Files
· File Package Master Art Work package.
Most of the courseware was developed with Levels of Interactivity (0-2). These courses were hosted on a Learning Management System that adhered to strict conformance of the SCORM 2004 3rd Edition standard and as outlined in the Army Business Rules and Best Practices for Distributed Learning (BRBP).
Possible Change in LMS: Based on the above scenario, describe the processes you would use to migrate a course from one LMS to another.
Possible Change in Standards and Specifications: Based on the above scenario, describe the processes you would use to migrate a course to a different set of courseware programming standards and specifications for computer-managed instruction.
Application Design and Modification: Based on the above scenario, describe the processes you would use to create or modify the programming of a courseware product.
