Appendix F Key Personnel The contractor shall identify a Program Manager, Project Manager, Software Developer, Instructional Designer and Technologist, Multimedia Artist and Animator, Computer Systems Engineer/Architect, Computer Programmer, and Video Game Designer with the below listed Knowledge Skills and Abilities (KSAs) who is responsible for the performance of the work for the duration of the task order.

1. Program Manager

The Program Manager shall have full authority to act for the contractor on all contract matters relating to daily operations of the task order projects.

1.1 Knowledge Skills and Abilities (KSAs)

1.1.1 BS/BA in business, management, engineering, or science

1.1.2 Minimum of ten (10) years of experience as Senior Level Manager

1.1.3 Minimum of seven (7) years of demonstrated management or project level management experience

1.1.4 Knowledge of the program acquisition life cycle process as addressed in the DoD 5000 series

1.1.5 Knowledge of the Federal Acquisition Regulations (FAR), Department of Defense (DoD) regulations, requirements, policies and procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices relating to weapon systems procurement and production

1.1.6 Knowledge of overall organization, direction, and requirements of the contract efforts

1.1.7 Minimum of four (4) years of experience in interfacing directly with the government designated representatives and supervising various task order activities

2. Project Manager

2.1 Knowledge Skills and Abilities (KSAs)

2.1.1 BS/BA in business, management, engineering, or science

2.1.2 Minimum of eight (8) years of experience as Senior Level Manager

2.1.3 Minimum of five (5) years of demonstrated management or project level management experience

3. Software Developer (Digital Learning Content Object Applications)

3.1 Knowledge Skills and Abilities (KSAs)

3.1.1 BS in Computer Science or Computer Engineering

3.1.2 Minimum of five (5) years of experience in programming and developing successful SCORM@ 2004 3rd Edition scoring for Distributed Learning (DL)

3.1.3 Minimum of two (2) years of paid experience developing successful CMI5 scoring for DL

4. Instructional Systems Design

4.1 Knowledge Skills and Abilities (KSAs)

4.1.1 M.S. of Education (specialization in Instructional Systems Design or Instructional Design Technology

4.1.2 Minimum of five (5) years of paid experience developing DL content at novice through expert levels using interactive instructional multimedia

5. Multimedia Artist and Animator

5.1. Knowledge Skills and Abilities (KSAs)

5.1.1. B.A/B.F.A/B.S of Graphic Arts or graphic design

5.1.2 Minimum of five (5) years of paid experience Section 508 of developing IMI and 3D models for digital LCOs, serious games, simulations, videos, and augmented reality (AR) and virtual reality (VR)

6. Computer Systems Engineer/Architect (Section 508 Conformance)

6.1 Knowledge Skills and Abilities (KSAs)

6.1.1 B.S. of Computer Science (specialization in Human Computer Interactions)

6.1.2 Minimum of five (5) years of paid experience developing successful Web Content Accessibility Guide

6.1.3 Minimum of five (5) years of paid experience Section 508 DL for IMI Computer Managed Instruction, Mobile Learning, Serious Gaming, Simulations, and Augmented and Virtual Reality

7. Computer Programmer (Desktop or Notebook Web Applications)

7.1 Knowledge Skills and Abilities (KSAs)

7.1.1 B.S. of Computer Science (specialization in Modeling and Simulation or Web Applications)

7.1.2 Minimum of five (5) years of paid experience developing successful scoring desktop and notebook DL simulations and augmented and virtual reality DL training environments for the DOD

7.1.3 Minimum one year of experience at WebVR development

8. Video Game Designer (Serious Gaming, AR and VR)

8.1 Knowledge Skills and Abilities (KSAs)

8.1.1 B.S. of Computer Science (specialization in Computer Graphics)

8.1.2 Minimum of five (5) years of paid experience developing successful Army Games for Training (AGFT) scoring DL that must have included successful development

8.1.3 Minimum of at least one year of experience using Microsoft C# in support VR development.
