About this file
This document is a Limited Lead and Asbestos Sampling Event Report prepared by SafeNet Environmental Services, LLC for the U.S. Army Directorate of Public Works and Lands (DPW&L) at Fort Bliss, Texas, dated July 8, 2004. The project involved sampling Building 2479, approximately 22,040 square feet, to confirm the presence of asbestos-containing building materials (ACBM) and lead in preparation for renovation activities.
The sampling scope required compliance with National Emission Standard for Hazardous Air Pollutants (NESHAP) regulations and OSHA standards. For asbestos sampling, a Texas Department of Health licensed asbestos inspector collected bulk samples from suspect materials following EPA Regulation 40 CFR 763.86 protocols, requiring a minimum of three samples per homogeneous area. Materials were analyzed using Polarized Light Microscopy (PLM) by a NVLAP-accredited laboratory. Lead sampling was conducted on June 23, 2004, using a NITON 701A X-Ray Fluorescence spectrum analyzer with a detection level of 0.05 mg/cm². Results identified multiple floor tile and mastic samples containing chrysotile asbestos (ranging from 1.75% to 5.75%) across all three floors, with two samples containing lead-based paint above the 1.0 mg/cm² action level. The report includes detailed analytical results, sample location drawings, chain of custody records, and laboratory certifications documenting all findings and recommendations for worker protection measures during any future renovation activities.
