About this file

This is an Asbestos and Lead-Based Paint Survey Report for Building 2479 at Fort Bliss, Texas, prepared by R&A Consultants, Corp. in February 2012 for Tepa EC, LLC.

The survey identified asbestos-containing materials (ACM) in the building, specifically 9x9 floor tile black mastic containing 2% Chrysotile asbestos located throughout the building in approximately 200 square feet. The material is classified as Category I non-friable ACM and appears in good condition. Laboratory analysis by Crisp Analytical, LLC (accredited under TX DSHS Laboratory License No. 300235) utilized polarized light microscopy (PLM) coupled with dispersion staining. All other suspect materials tested, including gray cove base, cove base mastic, gray flooring, white floor tiles, ceiling tiles, exterior window glazing, drywall, plastic wall lining, and plaster, tested negative for asbestos. The report notes that under EPA's NESHAP regulations, regulated asbestos-containing materials (RACM) exceeding threshold values of 260 linear feet, 160 square feet, or 35 cubic feet must be properly removed prior to demolition or renovation. Within Texas, any ACM in public buildings is considered RACM during renovation activities and must be treated accordingly under properly controlled conditions by licensed individuals.

The lead-based paint inspection conducted using XRF (X-ray fluorescence) testing identified one positive result: a metal ladder on the 3rd floor stairway with 3.2 mg/cm² of lead, exceeding the EPA established limit of 1.0 mg/cm². Of 41 XRF readings taken across various building components including gypsum wallboard, concrete masonry units, metal doors, concrete floors, and wood elements, only this single reading tested positive. The inspection was performed by Mr. Oscar E. Ayala (DSHS Lead Risk Assessor No. 2070966) and included proper XRF instrument calibration procedures.

Subject: Report of Asbestos and ksd-Bosed Paint Survey Building 2479 Fort Bliss, Texas R & A Project No: RAll-308

Dear Mr. Lara:

Thank you for this opportunity to provide Tepa EC, LLC (Tepa) with our professional services. R & A Consultants, Corp. (R&A) has completed an asbestos and lead survey in support of the planned renovation/demolition of Building 2479 lrcated at Fort Bliss, Texas. R & A performed this survey on Febwty 03,2012.

The purpose of the asbestos survey was to identi! asbestos-containing materials that may be present in the affected areas and are anticipated to be disturbed. The survey was performed to comply with regulations issued by the U.S. Environmental Protection

Agency (NESIIAP regulations, 40 CFR 6l (M), and the Texas Asbestos Health

Protection Rules (25 TAC $ 295.31 to 295.73). These regulations generally require that, prior to any constructioq renovation, or demolition, the area where the work is to be perfomred shall be inspected by a properly trained and licensed individual for the presence of asbestos-containing rnaterials that may be disturbed during the work.

The asbestoJlead-Based Paint survey was performed on February 03,2012 by Mr. Juan

R. Ayala (DSHS Asbestos Consultant No. 105450) and Mr. Oscar E. Ayala (DSHS Lead

Risk Assessor No .2070966). Based on the scope of renovations, as we understand it, bulk samples were collected from suspect materials identified on the property.

Building 2179 Fort Bliss, Texas

Asbestos and Lead-Based Pqint Survey Repofl February, 20l2

R&AConsultanls,Corp.

During the asbestos inspection suspect materials were identified and sampled. The suspect materials that were sampled during the survey included gray cove base, cove base mastic, gray flooring and mastic, l2xl2 white floor tile and mastic, 2t2 ceiling tile, exterior window glazing 12x12 dark gray floor tile and mastic, grey drywall and texture, white plastic wall lining,2x4 ceiling tile, purple drywall and texture, 9x9 light brown floor tile and mastic, brown cove base and mastic, exterior brown plaster and exterior beige plaster materials.

The samples of suspect materials were sent to Crisp Analltical, LLC, an accr€dited and licensed asbestos laboratory (TX DSHS Laboratory License No. 300235), for analysis by polarized light microscopy (PLM) coupled with dispersion staining utilizing visual area estimation. The samples were submitted for "positive stop" analysis. Under the EPA's

AFIERA protocols, if any one sample from a particular homogenous area is found to contain more than one percent asbestos, analyses of firrther samples from that same area may be omitted because the homogeneous area is considered ACM. The remaining samples ofthe same material are not analyzed.

From the bulk samples collected, the following materials were reported to contain more than 10lo asbestos: 9x9 floor tile black mastic (27o Chrysotile).

Floorinq Materials

Asbestos-containing floor tile Black Mastic was identified in samples collected from different areas. Material is located throughout the building. These materials observed during the survey generally appeared in from good condition. The asbestos-containing flooring materials are generally considered by the EPA's NESIIAP regulations as

Category I non-friable materials.

Building 2479 Fort Bliss, T*as Asbestos and Lead-Based Paint Sumey Reporl

February,2012 R&ACotuultonts,Corp

Conclusion

As noted previously, the EPA generally regulates those materials found to contain more than one percent asbstos. Similarly, TDSHS and OSHA also define an asbestos-containing material as containing more than one percent asbestos. The EPA's NESHAP regulations (40 CFR 6l(M)) generally require that regulated asbestos-containing materials

(RACM), if present in quantities above the "threshold values" of 260 linear feet, 160 square feet, or 35 cubic feet, be properly removed prior to any demolition or renovation activity that may disturb them. RACM is defined as "(a) Friable ACM, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subject to sanding, grinding cufting or abrading, or (d) Category ll non-friable

ACM that has a high probability of becoming or has become, crumbled, pulverized, or reduced to powder by tie forces expected to act on the material in the course of demolition or renovation operations. "

Within the State of Texas, enforcement of the NESHAP regulations has generally been delegated to the Texas Department of Health. Current state asbestos rules also enforced by

TDSHS generally provide that any ACM within a "public building" is considered RACM

(including typically non-friable rnaterials such as mastics and sealants) in the presence of r€novation activities, and should be feated as such (i.e., properly removed beforehand).

Additionally, within the State of Texas, generally any disturbance of asbestos-containing materials within a public building, regardless of apparent quantity or friability, must be performed by licensed individuals under prop€rly controlled conditions.

Based on our understanding of current state and federal regulations, there are no requirements that asbestos-containing materials be removed, except in the case of planned demolition or renovation activities. With respect to demolition and the applicable state and federal regulations, there are two key considerations: (l) less asbestos abatement may be required in that certain materials may remain in place during the demolition, and (2) for the abatement work that will be performed, there are no regulatory differences with regard to the minimum engineering controls, personnel protection, or clearance criteria.

LEAD-BASED PAINT INSPECTION

R-EPORT

For:

Building 2479

Fort Bliss, Texas

Lead-Based Paint lnspection At:

Building 2479 Fort Bliss. Texas

R&A Consultants, Corp. (R&A) has conducted a Lead-Based inspection at the above mentioned area located in Fort Bliss. Texas.

Summary:

The purpose of our Lead-Based Paint (LBP) sampling was to determine the presence or absence of LBP by performing an investigation of selected areas of building. A total of forty-one (41 )

XRF readings were taken.

Lead-Based Paint means paint or other surface coatings thal contain lead equal or in excess of 1.0 milligrams per square centimeter (mglcm') or more than 0.5% by weig:ht or 5.000 parts per million (ppm) by weight as established b1 EPA and HUD regulations. Results indicate that one

(1) of tbe forty'-one (4r) xRI readings tested equal to or greater than the EPA established limit of 1.0 mg/cmr.

Description of Areas Tested:

The building components consisted of gypsum wallboard ceiling. concrete masonry unit (CMU) walls, metal doors, metal door frames, concrete floors, wood door. wood door frame, concrete wall. metal beam and metal door frames.

It was observed that the units have been repainted over the years. The physical conditions of the paints were in fair condition at the time of the inspection. An inventory of painted surfaces in each room equivalent within each unit as XRF tests proceeded. See the "LBP Sampling Data

Sheet"

Calibration of the XR.F Instrument:

Before proceeding $'ith the investigation of painted surfaces, the XRF instrument performed a self-calibration check in accordance with the manufacturer's quality control procedures. After the warm up period, the inspector took three calibration check readings on a 1.0 mglcm' lead film orovided bv the manufactuier. The difference among the first calibration check average and the i.O.g/".i lead film was not greater than the 2.0 mg/cmr calibration check tolerance limit obtainid from the XRF performance Characteristic Sheet (PCS). Calibration was performed every two hours, when applicable, as recommended by the manufacturer. In accordance with the

XRF PSC, the XRF instrument in use did not require correction for substrate bias for any substrate encountered. No XRF readings above the upper limits of the inconclusive range were encountered. Because there were no inconclusive results, no paint chip samples were required to

Fort Bliss. TXtBuilding 2479 Asbestos and Lead-Bosed Paint Sumev Report l;ovember. 201I R&AConsultants.Corp collect. At the end of the work shift. the inspector took a final set of two calibration check readings using the same procedure as for the initial calibration check.

Results that tested positive for l,ead at or above I.0 mg/cm::

This report includes a lead-based testing performed following the EPA Lead Reduction Rules (40-CFR Past 745). Results are as follows:

Lead-based paint was detected in throughout building. Care shall be taken for surfaces that conrain levels oflead belou, the regulatory limit of 1.0 mg/cm'. which could create lead dust or lead-contaminated soil hazards ifthe paint is omed into dust by abrasion, scraping or sanding.

Conclusion:

R&A Consultants Corp. has performed a LBP inspection at Building 2479in Fort Bliss' TX in accordance with the EPA Lead Reduction Rules (40 CFR Part 745). The attached drawings indicate the locations where samples were taken.

Again, R & A Consultants, Corp. appreciates the opportunity to serve as your consultant in this

.utter. Ifyou have any questions or if we may be of flrrther service to you, please contact us at
