About this file
This document is an Asbestos and Lead-Based Paint Inspection Report for Building 2478 at Fort Bliss, Texas, dated February 2012, prepared by R & A Consultants, Corp. for Tepa EC, LLC.
The inspection identified asbestos-containing materials throughout the building, with the primary finding being floor tile black flooring mastic containing 2% Chrysotile asbestos in an estimated quantity of 26,700 square feet, classified as Non-Friable/Category I material per NESHAP regulations. The survey was conducted on February 2, 2012, by licensed asbestos consultant Juan R. Ayala and lead risk assessor Oscar E. Ayala in compliance with EPA NESHAP regulations (40 CFR 61(M)), Texas Asbestos Health Protection Rules (25 TAC § 295.31 to 295.73), and OSHA standards. Bulk samples of suspect materials including cove base, mastics, flooring tiles, ceiling tiles, drywall, and exterior plasters were collected and analyzed by Crisp Analytical, LLC using polarized light microscopy (PLM) with positive-stop analysis. The report includes detailed conclusions regarding material removal requirements, noting that while Category I non-friable materials may remain in place during demolition under certain conditions, the report recommends abatement of the asbestos-containing black mastic prior to demolition due to potential separation of vinyl flooring backing and cost-effectiveness considerations. The lead-based paint inspection found one positive result (3.1 mg/cm²) on a metal ladder in the center stairway on the third floor, exceeding the EPA regulatory limit of 1.0 mg/cm². Supporting documentation includes PLM laboratory analysis reports, XRF lead testing results, building drawings with sample location maps, and Texas Department of State Health Services certifications for the consulting firm and laboratory.
