Solicitation W911RQ-18-R-0295:

Install an Existing Large Horizontal Boring Mill at Red River Army Depot (RRAD)

Questions and Answers from 30 August 2018 Site Visit

Q1: Who installed the identical Horizontal Boring Mill RRAD is currently using? Is the company still in business?

A1: RRAD purchased both Horizontal Boring Mills from Phillips Corporation (Federal Division) under Contract SPM4A8-11-W-8082 on 21 June 2011. Phillips Corporation installed the machine that is currently in-use, but the Government terminated the Contract for convenience when the installation site for the machine described in this Solicitation became unavailable due to other work at RRAD. To our knowledge, Phillips Corporation (Federal Division) is still in business.

Q2: What was the Government’s intent when it purchased the Horizontal Boring Machine in 2011? Was this a competitive buy?

A2: The original Contract that provided the machine, described in the previous question, was scoped to provide two Horizontal Boring Mills, completely installed into their operating environments. The requirement was solicited competitively. The Government does not have any information on the number of offers received, etc.

Q3: Can any OEM documents (manuals, schematics, etc.) be provided?

A3: The Government received some technical reference documentation with the machine, but can only make this information available to the awardee for use when performing the tasks described in this Solicitation. We cannot make the information available to offerors at this time.

The Government cannot guarantee the presence, accuracy, completion, or depth of any technical information available to the successful offeror.

Q4: Is the like machine currently installed at RRAD operational?

A4: Yes. RRAD has been using this machine since it was installed in 2013.

Q5: Was the Horizontal Boring Mill described in this Solicitation designed for its installation environment?

A5: The Horizontal Boring Mill described in this Solicitation was designed to fit the foundation of the Cincinnati Gilbert Machine installed in Building 315 at the time of Contract award in 2011. The exact extent of the work or hardware required to integrate the machine into this existing environment is unknown.

Q6: What brand are the controls on the machine?

A6: Both the installed Horizontal Boring Mill and the machine described in this Solicitation use FANUC logic controls. The performance characteristics and required machine features from the original competitive acquisition in 2011 are available in Solicitation Attachment 0002, Original Tolerance Requirements.

Q7: Is 13 Sep 18 the last day to submit proposals? Can we get more time?

A7: The last day to submit proposals will always be stated on the FedBizOpps Solicitation Page.

While the date and time are subject to change, we do not anticipate being able to do so. This project uses funding that expires on 30 September 2018.

Q8: Did the Government develop a project cost estimate for this effort?

A8: We have not released a cost estimate for this effort as it is not considered a construction requirement.

Q9: Is there going to be room in Building 315 to spread out the mill components?

A9: As Building 315 is an active machine shop environment, we do not believe there will be significant amounts of room available to complete this type of work. Space is available in Building 412, where the Horizontal Boring Mill components are currently stored.

Q10: What are the weights of the components?

A10: Unfortunately, RRAD doesn’t have this information.
