Solicitation W911RQ-18-R-0295:

Install an Existing Large Horizontal Boring Mill at Red River Army Depot (RRAD)

Questions Not Addressed from the 30 August 2018 Site Visit

(With Additional Questions and Answers Received as of 6 September 2018)

Q11: Will the hours of work for this effort be limited to 06:30 - 17:00 Monday thru Thursday?

A11: Most work under this project will need to take place during normal RRAD operating hours (Monday-Thursday, 0615-1645). RRAD is typically closed on Fridays. Site availability outside of these hours can be scheduled with the Contracting Officer's Representative (COR) with at least 48 hours advance notice, but is subject to RRAD personnel availability and cannot be guaranteed. Sunday availability is extremely difficult to schedule and is rarely allowed. Offerors should plan on limiting off-hours functions to those where off-hours work is clearly advantageous to RRAD (e.g. large equipment moves).

Q12: Are progress payments and/or financing available?

A12: We will not be able to provide advanced payments or other forms of financing, but we will entertain milestone payments requested by the successful offeror, based on the completion of severable contract tasks. The Progress Payments clause (FAR Clause 52.232-16) will be added at time of award. Severable contract tasks include:

• COR and PCO concurrence on the first HBM Inspection Report (CDRL A001) (15%)

• Movement of the equipment to the installation site (15%)

• Completion of foundation prep (15%)

• Successful HBM Acceptance Test (CDRL A003) (40%)

• Completion of RRAD personnel training (15%)

Q13: Where is the supply power being provided from?

A13: Electrical box DSH223 on the north side of the indicated column will be the power supply for the HBM.

Q14: What amperage is available from the power supply?

A14: Electrical box DSH223 provides 400 Amperes of 460V, 3-phase, 60-cycle power.

Q15: Regarding the location of the Control Cabinet, we’re not sure if there is room available between columns for clearance requirements. Please provide measurements.

A15: The electrical cabinet measures: L 153 1/2" x W 42" (with protrusions as installed with B421S operational machine), From the column mounted electrical box (DSH223) to the south side of the north column measures 204".

Q16: What is the bottom of the hook height to the bottom of the pit height in in the room where the new machine will be installed?

A16: Crane hook height from the bottom of the pit is 338"

Q17: It appears that the pit where the operational machine is located is 2 feet wider than the old pit. Can you confirm?

A17: Pit dimensions: Building 315 L 636" x W 197", Building 421S L 660"x W 212"

Q18: Can you confirm the depth of both of the pits?

A18: Pit depths: Building 315 - 38 7/8", Building 421S - 53 ¼"

Q19: The existing machine that is running required spacers to operate at the right height. Will the new machine be required to have these spacers as well? If so, is that part of this contract?

A19: RRAD machine operators mount some work pieces to "work table risers" to get them in position for the BP150 spindle height. If this question pertains to these “work table risers”, these will most likely be required for many of RRAD’s applications for the machine, but are not a part of the scope of this Contract.

Q20: Can we get a copy of the previous sign off report / test sheets for the boring mill that is running at RRAD?

A20: We checked, and were not able to locate this information as of this Q&A release. If we find it before the Solicitation closes, we’ll post it on FedBizOpps for interested Offerors.
