PERFORMANCE WORK STATEMENT
Performance Work Statement Install one World Machine Works BP 150 Horizontal Boring Mill at Red River Army Depot (RRAD)
1 Introduction The RRAD Directorate for Production (RRAD-DFP) requires a Contractor to install an existing World Machine Works BP 150 Horizontal Boring Mill (HBM) into Building 315 at its Texarkana, TX facility. This machine has never been used, and has been stored indoors in Building 421S on-Depot, in its original packaging, since October 2013.
1.1 Mission
RRAD requires access to a fully-functional, calibrated, ready-to-use World Machine Works BP 150 HBM in Building 315 at its Texarkana, TX facility. The Contractor shall provide all labor and materials required to move the machine components located at RRAD, install the machine, and render the machine fully functioning for its intended purpose in Building 315.
1.2 Background
In October 2013, RRAD took delivery of two World Machine Works HBMs, and had one installed in a newly-constructed building. The second HBM was intended to replace the existing Cincinnati Gilbert HBM in use at the time in Building 315. Due to construction delays with the new structure, and production requirements that kept RRAD from decommissioning the existing HBM until the new HBM came online, RRAD was unable to complete the project and terminated it when funds expired. RRAD has since removed the Cincinnati Gilbert HBM, and is ready to install the new World Machine Works HBM in its place.
1.3 Scope
The intent of this acquisition is to have the Contractor remove the World Machine Works HBM from its storage location, integrate it into the existing HBM installation pit in Building 315, and prepare the machine for use by RRAD production personnel. Building modifications, replacement machine parts, initial machine consumables, and all services necessary to render the existing equipment installed and usable for its intended purpose are included in this effort.
2 General Requirements This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort:
