This document is a comprehensive Questions and Answers file for Solicitation W911QY-25-R-A010, relating to a technical manual rewrite for the Chemically Protected Deployable Medical System (CP DEPMEDS). The contract involves rewriting the existing technical manual to reflect modern equipment configurations, transitioning from a four-level to a two-level maintenance philosophy, and incorporating updated components from the Joint Expeditionary Collective Protection (JECP) system. Key updates include replacing legacy tent systems with TEMPER Airbeam Supported shelters, updating environmental control units, filter assemblies, airlocks, and protective liners, and reconfiguring hospital set sizes from legacy Medical Re-engineering Initiative (MRI) to modern Force Design Update (FDU) configurations.
The contract is a one-year effort with a planned award date of 30 June 2025 and final technical manual delivery in early June 2026. No security clearance is required, and the work is envisioned as remote with a nominal travel cost of $45,000. The solicitation allows for proposals to be submitted via email to specific government contacts, with a cover letter optional and not counting toward page limits. Pricing is open, with contractors instructed to submit their best pricing, and the contract will involve developing technical manuals using government-furnished information, with specific requirements for graphics, error correction, and equipment change incorporation.

Questions – W911QY-25-R-A010 As of 17 June 2025, 12:00 PM Eastern
1. Is all technical manual work under this contract required to be performed at Aberdeen or can the work be carried out at a remote location?
a. This is envisioned as remote work with no travel required
b. A “plug” figure $45,000.00 should be used by all offers for purposes of adding a travel cost to the proposal.
c. Pertinent modifications were made to the PWS section C.3.1 (Validation Plan): “For validation method(s) included in the plan that require access to CP DEPMEDS system components at the contractor’s facility or access to CP DEPMEDS system components at a Government facility, the contractor shall coordinate those requirements with the Government prior to incorporating them into the Validation Plan (refer to paragraph C.3.8 ‘Government Furnished Material’).”
d. Modifications were also made to the PWS section C.3.3 (Government Verification): “The contractor shall provide support to the Government Verification process, including contractor personnel to assist with record keeping. The verification may be held at a government facility, at the contractor’s facility, or at a combination of both locations. If the verification is held at a Government facility, the contractor shall coordinate staff travel to that facility to provide effective support to the event. If the verification is to be held at contractor facilities, the contractor shall provide suitable facilities equipped with tables, chairs, and office accessories necessary to effectively complete the verification. Coordination of any Government Furnished Material required to execute a verification at the contractor’s facility will be executed during planning of the verification event (refer to paragraph C.3.8 ‘Government Furnished Material’).”
e. Added section C.3.8 (Government Furnished Material) to the PWS: “If required, the Government can furnish individual samples of CP DEPMEDS components to the contractor for use in the development, validation, and/or verification of the TM. Small component quantities can be supplied and will be adequate for all required TM activities. The contractor shall provide the appropriate storage and deployment space for the components and shall be responsible for management of any/all Government Furnished Material (GFM) while in their possession. Return of all GFM shall be coordinated with the Government and accomplished at the earliest reasonable timeframe.”
2. With regards to the SF 312 form, can we complete the form for the company or does each employee who may review the GFI need to complete the SF 312? If we are able to complete the form for the company, please confirm that we can put the EIN where the SSN would go.
a. We prefer that this be completed at the company level using an EIN
3. Will ACC-APG will provide all technical configuration artifacts, equipment components/diagrams, and content required for the TM? Or is the Contractor required to have prior expert knowledge in the new CP DEPMEDS components/equipment so that the Contractor, without ACC-APG providing documentation, produce all sections of the TM based on Contractor's existing experience of the CP DEPMEDS?
a. No prior knowledge of the CP DEPMEDS system, components, or configuration is required. The Government can provide all the data required to execute the effort.
4. Is a security clearance required for this contract? If so, what level (NACI/Public Trust, Secret, TS)?
a. No clearance required.
5. What is the estimated duration or period of performance for this contract (e.g., 3 months, 1 year, etc.)?
a. Period of Performance is 1 year from award.
b. Final TM delivery early June 2026 assuming a 30 June2025 award.
6. Does the government foresee option years to maintain or provide upgrades to the final TM?
a. No. The only updates required would be the incorporation of comments/changes/suggestions resulting from the TM Verification event, and that aspect is already included in the PWS.
7. What is the estimated budget or not-to-exceed (NTE) amount for this contract?
a. No such number exists. Please submit your best pricing.
8. Q1. Regarding Section C.2.4, should contractors assume that all photographic content will require conversion to SVG-compliant line art for the purpose of estimating effort and cost
a. Yes, vector graphics such as SVG line is required. We currently have some JECP art that is provided in GFI that can be utilized to create CP DEPMEDS artwork. We also have some CP DEPMEDS line art we can provide that can be utilized.
9. Q2. Section C.3.4 requires that all errors identified during Validation and Verification be corrected within 48 and 24 hours, respectively. If a correction is expected to result in significant changes, would there be a mechanism to request additional time?
a. The intent of the 48- and 24-hour change implementation timeframes is to ensure that any changes are implemented in a timely manner such that the validation and verification events can continue, allowing the changes to be re-evaluated during those events when the changes are completed. IF the errors are deemed extensive enough to require significant additional time, appropriate change implementation times can be discussed between the contractor and the Government team on a case-by-case basis to develop a mutually agreeable implementation schedule and a plan for verifying the revised material.
10. Q3. Section C.3.5 requires the contractor to incorporate all Government-approved equipment changes up until final acceptance of the TM. Are there a number of days prior to the end of the period of performance that would indicate no changes are forthcoming?
a. The Government doesn’t expect any major changes to the equipment/BOM.
11. Could you please clarify the distinction between using “Each” for the applicable Contract Line Item Number(s) (CLINs) for 0001 (CDRLs C001 through C005) versus “Job” for CLINs 0002AA, 0002AB and 0003? Additionally, can you confirm how the billing and invoicing expectations differ between these two units of measure—particularly with respect to frequency and acceptance criteria?
a. "Each" (CLIN 0001 - CDRLs C001 through C005): A very specific, itemized approach with individual, discrete deliverables. When a CDRL is complete it is invoiced for.
b. "Job" (CLINs 0002AA, 0002AB, and 0003): A more holistic effort with a defined start and end, that isn't easily broken down into individual, identical deliverables. It implies a package of work, a task, or a project. The contractor performs all the work encompassed within the CLIN description, and then submits an invoice upon completion of the entire job.
c. All CLINs aside from travel have been switched to each. Payment upon delivery. Travel is set to “lot” as the actual cost is unknown.
12. Can you please clarify how contractors will submit pricing for CLIN 0001?
a. The CDRLs are Not Separately Priced (NSP) and require no proposed pricing. Cany costs associated with the completion of these CDRLs shall be included in the pricing for CLINs 0002AA, 0002AB, and 0003.
13. SF 1449 – box 28 states contractors are not required to sign & return the solicitation document. Can you verify that contractors additionally do not need to return Page 28-36 Fill-Ins?
a. Confirming that Contractors do not need to complete these fill-ins.
14. Section 52.212-3 Offeror Representations and Certification-Commercial Products and Commercial Services, Section (d), refers to “Representation required to implement provisions of Executive Order 11246.” This was rescinded on 21 January 2025. Should it be removed?
a. The requirement for provisions prescribed by FAR Part 12.301 or its subparts have not been rescinded.
b. While the Class Deviation—Restoring Merit-Based Opportunity in Federal Contracts DARS Tracking Number: 2025-O0003 which implements the recission of E.O. 11246, directs that Contracting Officers:
· “Not take any action to implement or enforce Executive Order (E.O.) 11246, Equal Employment Opportunity, as implemented in Federal Acquisition Regulation (FAR) subpart 22.822.8;
· Not use the solicitation provisions and contract clauses prescribed at FAR 22.810 or 22.407(a)(4);
· Not review the representations in the System for Award Management that are based upon those solicitation provisions; and
· Not follow the procedures in Defense Federal Acquisition Regulation Supplement (DFARS) subpart 222.8 or DFARS Procedures, Guidance, and Information subpart 222.8.”
That deviation does not address provisions prescribed by FAR Part 12.301 or it’s subparts.
15. Are both the FFA-R and FFHA-R variants required to be included in the updated technical manuals for the original personnel entrances?
a. Yes. The FFA-R and FFHA-R variants should be included in the updated technical manuals.
16. Does the government anticipate a log demo? A log demo is mentioned in the PWS but is not listed as a CDRL. Logistics demonstrations can require months of preparation, will the government consider including an optional surge CLIN to support extensions beyond 12 month period of performance?
a. A log demo is not anticipated for this effort since log demos have been performed for the legacy CP DEPMEDS TM as well as TMs being used as source data (reference paragraph C.1.3 of the Performance Work Statement (PWS)).
17. Will the government be providing graphics as separate files (SVG, PNG, JPG format), or will the graphics be provided as embedded images within PDF's?
a. The graphics will be provided as separate files (SVG, PNG, JPG format).
18. Since the JECP 6-ton ECU is not operational in extreme cold, will the Improved Army Space Heater Type II (IASH II) be required for cold-weather operations? If so, should procedures and components for connecting the FFA/FFHA systems to the IASH II also be included in the technical manual?
a. This information IS included in the referenced JECP TM and it should be included in the re-written CP DEPMEDS TM for cold environment operating procedures.
19. Can you please provide the part numbers of the individual shelter systems for which the replacement manuals are required, to help us best asses the scope of the work?
a. If there are NSNs, those would be helpful to have as well. The “replacement manual” in question is the tech manual for the CP DEPMEDS equipment set(s), not for any individual shelter systems. The CP DEPMEDS equipment sets are defined by drawing 5-4-10060, which will be provided as Government Furnished Information. The CP DEPMEDS sets equips multiple TEMPER, Air-beam Supported (TAS) shelters, vestibules that interconnect these TAS shelters, and adapters that connect the TAS shelters to various expandable ISO shelters withing a Army role 3 field hospital.
20. Are there any frame type tents / shelters included to have the manuals re-written, or all units airbeams?
a. No framed tents remain in the reconfigured CP DEPMEDS sets. The re-written TM will reflect the conversion from legacy framed tents to air-beam supported tents.
21. Will the existing manuals be available for reference during the scope of the work, to allow for optimal change and improvement?
a. Yes. The existing manuals that can be available for reference are listed in paragraph C.1.3 of the Performance Work Statement.
22. As the awardee, will there be access to the manufacturer’s individual part/replacement part numbers?
a. The CP DEPMEDS tech data package (with lead drawing of 5-4-10060) defines the part numbers for all the system components.
23. Will the contractor be responsible for generating the Repair Parts and Special Tools List (RPSTL) using LSA-030 and LSA-036 data, or will this task be performed by a provisioner outside the scope of this contract?
a. The information required for a RPSTL can be pulled from the existing CP DEPMEDS TM (“TM 10-5410-286-14&P: Operator, Field, and Sustainment Maintenance Manual (Including Repair Part and Special Tools List) for Chemically Protected Deployable Medical System (CP DEPMEDS) Medical Re-engineering Initiative (MRI) Configuration”) for the legacy CP DEPMEDS items that will continue to be used in the reconfigured systems, and from the JECP TM (“TM 3-6665-430-13&P-1 & 2: Operator and Field Level Maintenance Manual Including Repair Parts and Special Tools List for Joint Expeditionary Collective Protection (JECP) Stand Alone Large (SAL)”) for the tech-refresh items. These referenced TMs will be provided as Government Furnished Information per paragraph C.1.3 of the PWS
24. Can you clarify the instructions on submitting proposals? We understand the formatting and naming conventions required for the volumes, but did not see instructions in the Solicitation for the actual submission process. Should proposals be emailed to POCs list on SAM.gov? If so, is there a requirement for the Subject Line?
a. Send proposals to:
i. Andrew Rhodes (Andrew.r.rhodes10.civ@army.mil)
