About this file
This file is a Cost Price Workbook Template for a technical manual rewrite contract opportunity for the Chemically Protected Deployable Medical System (CP DEPMEDS) Technical Manual. The template provides a detailed cost breakdown structure for proposal submission, with sections for direct labor, overhead, materials, subcontracts, other direct costs, G&A, and profit/fee across three Contract Line Item Numbers (CLINs): 0002AA (First Preliminary Technical Manual), 0002AB (Second Preliminary Technical Manual), and 0003 (Final Reproducible Copy). The total travel cost is listed at $45,000, with other cost categories currently showing zero values, indicating the template is meant to be filled in by the contractor.
The associated federal contract opportunity (Solicitation W911QY-25-R-A010) requires rewriting the existing CP DEPMEDS Technical Manual to address three key aspects: transitioning from a four-level to a two-level maintenance philosophy, updating equipment components to modern Joint Expeditionary Collective Protection (JECP) system standards, and reflecting changes in hospital configuration from the legacy Medical Re-engineering Initiative (MRI) to the modern Force Design Update (FDU) configuration. The rewrite involves updating technical documentation for shelter systems, environmental control units, filtration support kits, airlocks, and protective liners across different medical set sizes ranging from 24 to 60-bed configurations.

Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed costs; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate. Further, FAR 15.403-4 sets forth those circumstances in which offerors are required to submit certified cost or pricing data.
