About this file

This document contains questions and answers regarding solicitation W911QY-19-R-0007 for the Enhanced Electronic Automatic Activation Device (EEAAD). The solicitation seeks a manufacturer-provided manual that meets military specifications for documentation. While the opportunity is set aside for small businesses, proposals must include pricing and subcontracting plans for a range of 1 to 2,500 units annually through full rate production. Questions and Answers

EEAAD Solicitation

8 April 2019

1. Question: A-3 States EEAAD should be available for customers to include but not limited to the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marines, and Foreign Military Sales. However, C-3.2.4 KSA 1, states data readable only by U.S Army fielded equipment. Are these in conflict? Is it acceptable to sell the same or compatible data reading systems to the other US DoD services or will this require Army approval?

Answer: The other potential customers stated in A-3 will be procuring the U.S. Army configuration of the EEAAD so there will be no conflict.

2. Question: C-3.2.10 APA 2, states field replaceable at the unit level. What tools are currently available at the unit level? Can you give details for the following: ESD protection, a multimeter or voltmeter, and portable test chamber for altitude (possibly used for altimeters or other product, would need specific model information). Or should all of these tools be included as spares whether or not a unit might possess them?

Answer: Due to large variability in facilities equipment and configuration for all airborne units that will utilize the EEAAD, the manufacturer should include all tools and equipment needed for operation and maintenance of the proposed system as spares.

3. Question: CLIN 0001 COTS manual, will the Army be using this manual as the basis to develop its own Field or Technical Manual publication? Therefore requiring the COTS manual to comply with all of the military specification on documentation expected of an Army self-published manual document?

Essentially, does our manual need to be rewritten as an equivalent to an official Army publication? We assess that current commercial manual requirements falls short of mil spec requirements.

Answer: The Army will not be developing its own manual. The requirements provided in the RFP are for a manufacturer-provided manual that includes the specified supplemental information.

4. Question: Full rate production options did include a forecast volumes for CLIN options 2001, 3001, 4001, 5001, 6001. Will a forecast be provided?

a. If a forecast cannot be provided, shall our small business plan only include CLINs for the base award and no options? Or should we make a best guess on what Full Rate Production volumes would be for the CLINs listed above? The small business plan requires exact percentages and dollar spend amounts, therefore some forecast volume is required if that document submission is expected to have any accuracy. While this is a small business set aside and Vigil America is a small business, the solicitation documents require a full small business plan, regardless of large or small size.

Answer: Forecast per production year are not available at this time. Stepladder pricing information for each of these CLINs should be provided for a range of 1 to 2,500 units.
