About this file
This document is a Questions and Answers (Q&A) file for a crane modification project, likely for a federal facility. The Q&A covers detailed specifications about an existing overhead crane, including physical measurements such as trolley length (approximately 154"), hoist drum diameters (18.5" for 30-ton and 15" for 10-ton), crane span (68 feet), and overhead clearance (59"). The government indicates that structural drawings are unavailable, and some technical details like hoist and bridge travel speeds are unknown due to the crane's age and recent controls upgrade.
Key project requirements include compliance with OSHA and CMAA codes/standards, Buy American Act provisions, and engineering design documentation. A Professional Engineer licensed in New York must sign and seal all design alterations and calculations. The project requires documenting any modifications from the original equipment manufacturer's design, with final certification of code compliance. No NAVFAC P-307 Crane Certifications are required at the time of award, and recent inspection reports have been provided to potential contractors.

Does the government desire design work to be performed by a PE crane engineer with more than 10 years' experience with overhead
No, however the final crane design must comply with all applicable codes and standards including, but not limited to OSHA, CMAA codes/standards for modified cranes. All alterations from the Original Equipment Manufacturer's design shall be depicted and documented, with required engineering calculations to demonstrate code compliance documented and provided to the COR. All such drawings, calculations, and other documentation must be signed and sealed by a Professional Engineer licensed to practice in NY with appropriate relevant experience in compliance with the relevant legal and ethical guidelines and considerations.
Upon completion, this crane must be certified upon completion as compliant with all relevant codes and standards as per OSHA, CMAA.
17 Does this project fall under the Buy American Act?
