About this file

This Performance Work Statement (PWS) details the modification of a hoist and trolley on Crane B00419 at the Watervliet Arsenal in Building 35's High Bay Area. The project requires upgrading the existing 30/10 ton trolley to increase the auxiliary hoist's hook height by 39 inches, allowing better clearance for process equipment and chemical tanks. Key requirements include re-configuring the trolley to facilitate a 180-degree rotation, retaining the existing 30-ton main hoist's functionality, and ensuring all mechanical components meet OSHA safety standards with a factor of safety of 5.

The contractor must obtain approvals from original manufacturers (Shepard Niles/Kone Cranes), re-certify the crane per OSHA and ASME requirements, and provide a PE-stamped certification of the maximum load rating. The project involves re-designing, removing, modifying, and re-installing components including the hoist, trolley, hook/wire, load block, and controls. The total lift height shall reach 72 feet, and the contractor must perform a 125% load test using test weights. Deliverables include two physical and one electronic copy of structural and control system documentation. The project has a 30-calendar-day completion timeline from the notice to proceed.

PART 2 PRODUCTS

2.01 General.

PART 3 ITEMS OF WORK

A. General.

1. The contractor shall coordinate with WVA personnel through the Contract Officer’s

Representative (COR) to gain access as required.

2. The contractor’s final submission shall include costs of ALL the work required to modify the lift height of the current equipment to increase the highest hook height of the Auxiliary 10-ton hoist an additional 39” (+/- 1”) of lift height above grade from the process floor in the High Bay, Chrome Facility in Building 35, Watervliet Arsenal.

3. Offeror’s bids shall be all inclusive of the costs required to meet the specifications as outlined in the Performance Work Statement. The contractor shall re-design, remove, modify, and re-install, and test all required components (not limited to Hoist, Trolley, Hook/Wire, Load Block, and Controls) as per all applicable Army and Civilian Codes/Standards (e.g. OSHA). Any additional costs, “caveat emptor”, or modifications above and beyond the final contract award price required to meet any codes/standards, or WVA stakeholder requirements, are the responsibility of the successful bidder.

4. No modifications to the infrastructure (electrical, structural, or otherwise) shall be allowed to complete the tasks as outlined in this Performance Work Statement unless specifically allowed by the appropriate government stakeholders and representatives.

B. Upgrade/Replace Trolley and Hoist on Crane B00419, Chrome Plating Area

1. Contractor must get all approvals that are required from the original manufacturers (Shepard

Niles/Kone Cranes).

2. Crane Manufacturer is Shepard Niles S/N: 69842. Crane Capacity is 30/10 Ton. The contractor will be required to obtain any drawings they may require from a source (Kone Cranes) other than the WVA.

3. Re-configure existing 30/10 ton trolley on crane B419 to increase the highest hook height of the current equipment an additional 39” (+/- 1”) of lift height. This modification is required for products to clear process equipment, chemical tanks, and other obstructions. The modifications shall result in a total lift height of 72’ on the 10-ton auxiliary hoist, as measured at maximum hook height to the bottom of the floor in the basement in the tubes chrome facility.

4. Re-configure existing trolley as required including controls cab, resistor banks, and trolley conductor system to facilitate a 180 ˚ rotation such that the auxiliary hoist faces to the north for easier access to the north furnace.

5. The functioning of the existing 30-ton main hoist shall be retained upon the completion of work outlined in this performance work statement, with the hoist capacity rated as necessary.

6. The mechanical and structural work shall be such that the auxiliary 10-ton hoist shall retain its current rating.

7. Since this crane is being modified from its original design, the crane shall be re-certified as per all applicable OSHA and ASME requirements, including a P.E. stamp which certifies the maximum load rating on the crane.

8. All mechanical components used shall have a factor of safety of 5 as required by OSHA standards for new cranes.

9. Load Test hoist on Crane, test at 125%. Use Test Weight, not waterbags. Price should include round trip transportation, on site costs and per-diem if required.

10. Test all functions for correct operation. All crane equipment shall be operated through a complete lift and lowering cycle and through a complete travel of the bridge and trolley to determine that the equipment shall perform smoothly and safely as per the applicable OSHA sections for modified cranes:

OSHA requires rated load tests for new and altered cranes as stated in OSHA's letter of interpretation to Mr. Thomas Hagerty dated March 4, 1991. OSHA's standard at 29 CFR 1910.179(b) states:

(2) New and existing equipment. All new overhead and gantry cranes constructed and installed on or after August 31, 1971, shall meet the design specifications of the American National Standard Safety Code for Overhead and Gantry Cranes, ANSI B30.2.0-1967, which is incorporated by reference as specified in Sec. 1910.6.

(3) Modifications. Cranes may be modified and re-rated provided such modifications and the supporting structure are checked thoroughly for the new rated load by a qualified engineer or the equipment manufacturer. The crane shall be tested in accordance with paragraph (k)(2) of this section. New rated load shall be displayed in accordance with subparagraph (5) of this paragraph.

11. Any defects shall be corrected by the contractor without any expense to the Government or

WVA.

12. All work shall be compliant with Crane Manufacturer’s Association of America, (CMAA), OSHA, ASME, NEC, and other applicable codes and standards (e.g. minimum 3” overhead clearance from obstructions, minimum 2” lateral clearance from obstructions, etc.)
