About this file

This document is a Questions and Answers (Q&A) file related to a bridge crane solicitation, specifically addressing technical specifications and potential modifications for a crane system. The document contains nine detailed questions from potential vendors about crane specifications, with responses from the government, primarily referencing Kone Cranes' proprietary drawings. Key technical details include limitations around overhead clearance (14 inches), hook height constraints, and restrictions on infrastructure modifications. The government consistently directs vendors to Kone Cranes' drawings and emphasizes that no significant infrastructure changes are permitted. Notably, the government will not consider replacing the current DC crane with an AC crane, citing the need for interoperability and compatibility with existing DC power systems and other similar cranes. The government remains open to vendor options that do not violate the Performance Work Statement's constraints and will consider all bids according to standard federal contract law.

1. Can the government provide the trolley rail gauge (center of trolley rail to rail)?

Answer: See drawings from Kone as per Solicitation/PWS. WVA does not have the drawings and they are intellectual property of Kone Cranes. They are available to the private sector at the discretion of Kone.

2. Can the government provide the distance (spacing) between the bridge girders?

Answer: See drawings from Kone as per Solicitation/PWS. WVA does not have the drawings and they are intellectual property of Kone Cranes. They are available to the private sector at the discretion of Kone.

3. Since there is only 14 inches of overhead clearance between the existing hoist and the nearestoverhead obstruction, can the gov't confirm that the max achievable hook height for both themain hoist and the aux hoist is 11 inches (accounting for the OSHA-required 3-inch minimum clearance from the lowest overhead obstruction)?

Answer: See crane clearance drawings from Kone as per Solicitation/PWS. WVA does not have the drawings and they are intellectual property of Kone Cranes. They are available to the private sector at the discretion of Kone.

4. To achieve the desired hook height increase of 39 inches, is the government open to increasing the overhead clearance (lighting/structure/MEP) by an additional 28 inches and modifying the trolley structure?

Answer: Section A.4, Increasing Overhead Clearance: Performance Work Statement: No. No modifications to the infrastructure (electrical, structural, or otherwise) shall be allowed to complete the tasks as outlined in this Performance Work Statement unless specifically allowed by the appropriate government stakeholders and representatives.

Modifying the trolley structure is feasible since it is not considered infrastructure such as Mechanical, Electrical, Plumbing, and supporting superstructure (e.g. truss system) of the building.

5. If increasing the overhead clearance is not feasible, is the government open to revising the solicitation's SOW to include replacing the entire hoist, trolley, and hook block with an AC powered crane system; adding an invertor on the bridge to power the hoist and trolley; andmodifying the cab controls and associated electrical equipment (which could achieve a max hook height increase of approximately 30 inches)?

Answer: No/Not Applicable.

6. Can you please provide the height of the bridge crane from the top of the runway ASCE Rail to top of the Trolley ASCE Rail?

Answer: See drawings from Kone as per Solicitation/PWS. WVA does not have the drawings and they are intellectual property of Kone Cranes. They are available to the private sector at the discretion of Kone.

7. Can you provide the distance between the inside of the bridge girders?

Answer: See drawings from Kone as per Solicitation/PWS. WVA does not have the drawings and they are intellectual property of Kone Cranes. They are available to the private sector at the discretion of Kone.

8. Would the government consider replacing the current bridge crane and trolley with a new AC crane since the auxiliary hoist does not have enough grooves on the drum to allow for 39 more inches of lift height and that the distance between the top of the bridge crane and the lowest obstruction does not provide enough headroom to elevated the trolley structure enough gain 39” of additional lift?

Answer: The government will not consider replacing the current crane with an AC crane since it would not provide the cost advantage of interoperability and interchangeability with other existing similar DC cranes and existing DC power supply. Regarding maximum lift height, please refer to drawings from Kone Cranes.

9. Would the government accept an optional price to perform a crane engineer survey to determine the best path forward?

Answer: The government will consider all bids to this solicitation as per contracting law, including options provided by the vendor which do not violate the constraints of the Performance Work Statement in the Solicitation.
