1. GENERAL
A. Project Description: The Moose Creek Dam (MCD) Safety Modification project will include the construction of a partial-depth barrier wall through approximately 4.5 miles of the Moose Creek Dam embankment consisting of mixed in place soil-cement-bentonite material. The barrier material will require a minimum 28-day compressive strength of 200 psi and 28-day permeability of 1 x 10^-6 cm/sec. Construction of the barrier wall, earthen embankment for the work platform and other miscellaneous aspects of the project will require soil and material testing. This contract is to establish a validated material testing laboratory at the MCD Safety Modification project staging area to support field inspections, perform material sampling and perform testing required to independently monitor the soil-cement-bentonite and soils work for the duration of the project.
B. Definitions: When the term “Owner” is used herein, it refers to the U.S. Army Corps of Engineers, Alaska District. When the term “A-E” is used, it refers to the Architect- Engineer performing the work specified. A. Monthly Accrual Reporting: An accrual is an accounting transaction that records the accounts payable for goods or services received or furnished, without regard to whether an invoice has been rendered or disbursement made. It is a requirement that accruals be recorded in order to monitor the status of the Alaska District’s financial position at the end of each month. The contracting officer’s representative will implement the accrual reporting process, in coordination with the contractor, prior to the first required reporting period. Reports are to be submitted by the contracting officer’s representative to CEPOA-EC-DB not later than the 25th day prior to the end of each month of the contract.
