About this file

This document contains questions and answers related to a federal solicitation for quality assurance materials testing laboratory services. The solicitation is seeking a contractor to establish a validated materials testing laboratory at a project staging area to support construction of a partial-depth barrier wall through approximately 4.5 miles of an embankment. The laboratory must provide all necessary equipment, processes, and personnel to perform independent monitoring and testing of soil-cement-bentonite and soil materials for the duration of the project. Questions addressed the scope of site development responsibilities, anticipated award timing between late September and mid-October, and a request to extend the proposal due date, which was denied and remained September 14, 2021. The responses clarified that forthcoming amendments would provide additional details on site development requirements.

Government Response: The forthcoming amendment will clarify the development of the site to include the pad and fencing.

2. Please clarify if A-E is required to provide a fence and gate around the entire 150’ x 300’ perimeter as shown on GFI-1, or just around A-E’s quality assurance laboratory and facilities.

Government Response: The forthcoming amendment will clarify the development of the site to include the pad and fencing.

3. Does the government have an anticipated approximate date of contract award?

Government Response: The contract is anticipated to award between 24-Sep and 15-Oct; however, the award date range is subject to change based on multiple factors during the acquisition process

4. Attached is the CLIN schedule. There are errors in the notes at the bottom of the CLIN schedule. Note 1 calls out CLIN0005 and note 2 calls out CLIN0010. It should be CLIN0004 and CLIN0009. Could those be corrected?

Government Response: Please see the updated Proposal Schedule in Amendment 3.

5. We would like to request the bid date be moved back to the original due date of 28 September 2021.
