Please confirm that when required, qualified subcontractors and vendors can indemnify CAPE and the government and provide the following insurance: (d) Aircraft Public and Passenger Liability Insurance, and (e) Vessel Collision Liability and Protection and Indemnity Liability Insurance. Those types of insurance require firms to have licensed pilots, for example, so cannot typically be obtained by environmental contractors.

7931359 Contracting Section B Labor Rates

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section B indicates that we are to use a Labor Rate Calculation Chart from Section J in support of listed rates. With regard to the Labor Rate Calculation Chart:

(1) Is the intent to show how each contractor's loaded rate is built (i.e., how indirect rate structure is applied to the unloaded hourly rate) for each listed key and non-key labor classification? This seems to align with the direction given in 5.3 of Section L.

(2) A Labor Rate Calculation Chart was not provided with the RFP. Can the contractor develop their own Labor Rate Calculation Chart that shows hour our indirect rate structure is applied to each key and non-key position, especially since each firms OH rate structure is different?

On: Apr 08 2019.

Government Response. . What will be required for labor rate other than cost or pricing data information (including any referenced Section J Labor Chart) will be clarified and issued with Amendment 0003. This is a firm-fixed price services solicitation that will be review key personnel labor rates, G&A, OH, and Escalation Rates. On: May 01 2019

7943706 Contracting Amendment 1 pg 4-6 Section B Labor Rates

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The instructions require rates and we're assuming documentation for how rates are calculated for the prime and major subs/teaming partners. May subcontractors/teaming partners submit their base rates and markups, escalation, rate build-up calculations, and any financial information (other than the fully loaded rates) directly to USACE? This financial information is proprietary and companies are not comfortable sharing it with other companies/competitors.

On: Apr 17 2019.

Government Response. . No, information from any subcontractors shall not come separate to the Government. The prime offeror is responsible for any information required in their proposal to include any key personnel or key subcontractor labor rate information. Clarification on the G&A and OH Rate, and fully burdened key personnel labor rate will be provided in Amendment 0003. On: May 01 2019

7948564 Contracting Para 5.3, Tab 3, Volume 2 pg 69

Response to 7943718 & Section L

We question USACE's response to question 7943718 which indicated that Amendment 1 deleted the requirement for supporting information for the Section B rates:

1. Basis for the direct labor rates

2. DCAA audit

3. Weighing factors if weighted rates are used

4. Rate build-up calculations

5. Basis for proposed escalation and copies of escalation forecasts

Amendment 1, Section L, paragraph 5.3, Tab 3 Volume 2 (pg 69) states that the financial information identified above is required from the offeror. Since the USACE requires labor rates from the prime offeror AND Key Subcontractors, please confirm:

1) that KEY SUBCONTRACTORS are ONLY required to provide their labor rates and are NOT required to provide their indirect rates and show how they build their labor rates.

2) that financial back-up is NOT required to support the rates submitted by the KEY

SUBCONTRACTORS.

Government Response. . Technical Capability

Section L defines Key Subcontractor as "subcontractor member of a teaming agreement with the offeror or subcontractor for a proposed subcontract that will be equal to 20% or more of the prime contract." We have a teaming agreement with another small business that is providing an important role on the contract and is providing a key personnel resume, but is not expected to perform 20% or more of the prime contract value. Would the government consider amending the definition to include "or is expected to perform important/critical aspects of work"?

On: Apr 24 2019.

Government Response. . The requirement to include information about Key Subcontractors does not preclude having a teaming member with less than 20% participation. On: May 01 2019

Currently, one of the two pages for this tab can be on 11x17 inch paper. For example, we are not going to be able to show all the draft versions or various reviews of all the documents. Would the government consider increasing the page limitation for this tab to 3 pages, with two pages allowed on 11x17 paper?

The solicitation states "Limit the information in each sub-tab to two (2) pages or less." This amounts to a total of 10 pages for this section. Would the USACE please consider changing the page limitation to be 10–12 pages total for the entire section instead of limiting the pages for each subtab? Some subtabs require significantly more room for a sufficient response than other subtabs in this section.

The recent ProjNet response No. 931349 says that page count was clarified in Amendment 1, however, Amendment 1, Section L, Section 2.0, sub paragraph 2.1.1(ii) says: "The Government will not evaluate any material exceeding the page limitations stated in the RFP.

Pages will be counted as follows: one side of the paper is one page; information on both the back and front of one sheet of paper will be counted as two pages." These statements contradict each other. Please clarify how pages will be counted and what the page limits are for each tab and sub-tab.

On: May 01 2019.

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

ProjNet Question 7943150 includes this statement: "There is a two page requirement but these pages can be double sided which makes four pages available" which is counter to the original Section L instructions that state "Pages will be counted as follows: one side of the paper is one page; information on both the back and front of one sheet of paper will be counted as two pages." We have worked for weeks to provide required information and meet the requirements of the RFP and Amendment 1. We respectfully request the government confirm that each printed sheet of paper counts as one page and confirm the page limits as stated in the RFP and Amendment 1.

Government Response. . Yes, one side of the paper is one page; information on both the back and front of one sheet of paper will be counted as two pages. This supersedes prior responses. On: May 01 2019

7967029 Contracting Page Limitations

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Your responses to the page limitation questions are very confusing. Please confirm that when the RFP says:

- Two 8.5x11 pages per project for the Project Experience forms, this really means a total of four 8.5x11 pages (2 pages double sided = 4 pages).

- 20 pages total for Volume 1, Factor 1, this really means 40 pages total (20 pages double-sided = 40 pages)

- Resumes for Key Personnel are limited to two 8.5x11 pages per person, this really means a total of four 8.5x11 pages per person (2 pages double sided = 4 pages)

- Each tab in Factor 3, Technical Approach to Sample FFP Task Order, is limited to two pages, this really means four pages (2 pages double sided = 4 pages)

- Attachment L-1 is one 11x17 page, it really means two 11x17 pages ( 1 page double sided = 2 pages). Please note, it is very hard to read double-sided 11x17 pages and would recommend USACE change the page limitation to 2-single sided pages.

the back and front of one sheet of paper will be counted as two pages. This supersedes prior responses. On: May 01 2019

The provided answers do not address this question, but instead indicate that the page count is 10 double-sided pages, effectively doubling the page count. This runs counter to Amendment 1, Section L, Section 2.0, sub paragraph 2.1.1(ii):

"The Government will not evaluate any material exceeding the page limitations stated in the RFP. Pages will be counted as follows: one side of the paper is one page; information on both the back and front of one sheet of paper will be counted as two pages."

Please respond as to whether the page limit for Tab 3.1 can be set at 10 pages total, divided as needed among the subtabs, and according to the page-count instructions as previously provided in the RFP and Amendment 1; that is, one printed sheet equals one page.

Government Response. . SECTION L, Tab 3.1 - One side of the paper is one page; information on both the back and front of one sheet of paper will be counted as two pages. Amendment 3 will clarify the total page count of 12 (includes extra page for schedule). On: May 01 2019

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In reference to the Government's response to Q&A #7955135, please clarify the purpose of Tab 3.1. Since Tabs 3.2 through 3.6 are called subtabs of Tab 3.1, why are they numbered at the same level as Tab 3.1? On page 62 of Amendment 0001, note that Tab 3.1 seems out of place since it will have no content – unlike comparable Tabs 1.1 and 2.1. Should Tabs 3.2 through 3.6 be renumbered as Tabs 3.1 through 3.5 to accurately reflect the five (not six) sections of content that are expected behind Tab 3.0?

Government Response. . Follow the solicitation as stated in Section L. Tab Dividers/Section Tab Pages do not get counted in page limitations. On: May 01

7967497 Environmental Answer to Question 7933029

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

In relation to Q&A #7933029, the Government response indicates the contractor should "Assume that only transformers require removal for the Sample FFP Project." This response suggests that contractors should no longer assume that collected waste fluids and batteries from the on-site heavy equipment should not be transported and disposed off-island. Please clarify.

Government Response. . The response stating that only transformer are required to be removed, applies to the transformer removal task only. Waste fluids and batteries are to be collected, transported and disposed off island in accordance with attachment L-6. On: May 01 2019

7968432 Contracting Answer to Questions 7966888 and 7967029

As follow-up to Q&A #7966888 and 7967029, would the government reconsider the answer to question #7955136, and change the page limitation for Attachment L-2 Project Experience Form to 3 pages each?

Government Response. . Offerors are requested to keep the PROJECT DESCRIPTION to a succinct document with sufficient detail to be evaluated. These Attachment L-2 forms (2 Pages) are the narrative of the Attachment L-1. These are requested as sufficient for the Source Selection Evaluation Board (SSEB) to evaluate experience of offerors. Offerors do not need to provide extension narratives and limiting the experience narrative to two pages remains unchanged. On: May 02

Performance Confidence Assessment

Regarding the Government's response to questions 7945750, 7945751, and 7945752 - the Government's response does not answer the questions that were posed.

Please review the RPF language in that section. The language used in the RFP identifies when a company responding to this RFP who was once a subcontractor to another firm. The use of Prime and Subcontractor and following the government's language is important here.

The Government is fundamentally asking that a firm (who is an offeror to this RFP but was once a subcontractor for project work that they are seeking to be evaluated on) bypass the Prime contractor (who has purview of that actual scope and performance of that scope) and seek an evaluation of their performance from a 3rd party.

How can/does this process ensure the integrity of those evaluations? Can the Government rely upon this data, from a 3rd party?

On: May 03 2019.

Government Response. . The Government does not have concern with the integrity of the FACTOR 4 - Past Performance (SECTION L) or FACTOR 4 Evaluation (as stated under SECTION M). Each prime offeror is responsible to ensure that SECTION L & SECTION M are reviewed and that FACTOR 4 Past Performance is provided for the projects in an offer under FACTOR 1. Each prime contractor proposal will be evaluated on its own merits. However, the SECTION L, Paragraph 4.0, VOLUME 1 - FACTOR 4 language will be reviewed and any amendment included in forthcoming AMENDMENT 0004. On: May 07 2019

The labor rate table in schedule B, added as part of amendment 3, presents a challenge for offerors proposing as an unpopulated Joint Venture (JV) in which each of the partners has its own set of indirect rates. Would the Government consider allowing the table to be completed with a single set of fully burdened basic hourly rates for the JV and with information on the G&A and overhead provided in two separate sealed envelopes to be included with the proposal submission?

On: May 06 2019.

Government Response. . For the required submittals for SECTION B, Key Personnel Labor Rates for the Prime and Proposed Subcontractors (for Key Personnel), the Government will allow the table to be completed with a single set of fully burdened basic hourly rates for the JV and with information on the G&A and overhead provided in two separate sealed envelopes to be included with the proposal submission. And for any other subcontractor rate tables - they can be included in separate sealed envelope if necessary - but they must be in the offeror proposal submission per RFP and not sent to Government any other method or separate from prime offeror's proposal package. 7976005 General amendment

Our interpretation of the page count for Volume 1, Factor 1, Tab 1.2 – Project Experience Forms is now 4 pages per project, which equals 40 pages. As the requirements up until the amendment released May 2nd only allowed for 20 pages (2 pages for each project experience description for Volume 1, Factor 1), many offerors have been working hard to cut projects based on the original requirements. Is it the Government's intention to allow 40 pages so close to the submission date?

Government Response. . Yes. The "UP TO FOUR (4) PAGES" for Volume 1, Factor 1, Tab 1.2 – Project Experience Forms is a MAXIMUM page count. Project descriptions should be a succinct document with sufficient detail to be evaluated in accordance with Section M. On: May 07 2019

In response to Q&A 7939565 on May 2, 2019, the Government Response directed the contractors to sample in accordance with TSCA Code of Federal Regulations (CFR) 761 subpart O grid sampling requirements. This sampling guidance is only applicable to verify completion of a cleanup. Information presented in the PWS did not indicate that a cleanup has been conducted. Under the sample project scenario should contractors assume that cleanup has been completed at all transformer locations or should the ADEC approved ISM methodology originally described in the PWS be applied?

Government Response. . Text of the Sample Project remains as presented in Amendment 0003. Contractor shall collect one sample for PCBs under each transformer and at the base of each pole for a total of 128 samples in accordance with TSCA Code of Federal Regulations (CFR) 761 subpart O grid sampling requirements. 2.0 BACKGROUND

2.1 Site Location, Description, and History

Fort Glenn is located on Umnak Island, approximately 850 miles southwest of Anchorage, Alaska, in the Aleutian Island Chain of the Pacific Ocean. The Fort Glenn property is in the Aleutians West Census Area approximately 70 miles southwest of Dutch Harbor, Alaska. The property is located in the vicinity of Latitude 53° 22' 46" North, 167° 56' 38" West. It is within Alaska's At Large Congressional District, U.S. Environmental Protection Agency (USEPA) Region 10, and zip code 99692. In 1985, Cape Field at Fort Glenn (i.e., Main Airfield) was designated as a National Historic Landmark (U.S. Department of Interior, National Park Service, 1986).

Fort Glenn encompasses more than 100,000 acres and was established as an air base on the northeast coast of Umnak Island during World War II (WWII). The property consists of a main cantonment area and two satellite airfields. In 1942, building began on Umnak with the construction of a 5,000‐foot‐long by 100‐foot‐wide airfield near Otter Point (Main Airfield, Figure 1). The Main Airfield was composed of approximately 80,000 perforated steel mats placed directly on the tundra. A layer of volcanic cinder was placed over the steel matting to increase the structural stability of the runways. Two satellite fields were subsequently constructed on Umnak Island, one to the north near Cape Tanak (Northern Airfield, also known as Berry Fields) and one to the southwest between Kettle Cape and Black Rock (Pacifier Airfield, Figure 1). Each satellite field consisted of up to three approximately 5,000‐ to 7,000‐ft runways.

The northern field near Cape Tanak was later extended to 7,500 ft in length (USACE, 2017c).

The property was excessed between 1952 and 1955 to the U.S. Department of Interior (DOI), Bureau of Land Management (BLM) and subsequently transferred to numerous owners, both public and private in the 1960s. Post‐WWII in the late‐1950s, Reeve Aleutian Airways was granted the right to use, operate, and maintain the Main Airfield until sometime before 2000, when Reeve ceased operations. In 1966, BLM conveyed the Northern Airfield (1,780 acres) and Main Airfield (7,550 acres), and granted a 200‐ft right‐of‐way along the road between these two airfields to the State of Alaska. As part of the 1966 deed, several buildings were conveyed to the State of Alaska as well, including H‐16 hangar, P‐18 power house, BLH‐17 boiler house, MAS‐2 frame house, D and HSP‐38 dispensary, and W‐21 warehouse.

Current property owners include: ADOT&PF, Tanadgusix Corporation (TDX) (surface), St. George Tanaq Corporation (surface), U.S. Fish and Wildlife Service (surface), Aleut Corporation (subsurface), and BLM (subsurface). Bering Pacific Ranches Ltd. (BPR) of Priddis, Alberta, Canada, leases the property and operates a certified organic cattle and reindeer ranching operation with headquarters at Pustoi Bay. BPR’s operations began in 1993, but ranching on Umnak Island is known to date back to the early 19th century when Russian settlers first brought over cattle.

2.2 Previous Investigations

Multiple visits and investigations have been conducted on the Fort Glenn property by government employees and contractors. The project areas within Fort Glenn are referred to by different names within each report summarized below. For this report, there are three primary areas of interest, as shown on Figure 1 and designated as follows:

Main Airfield, which includes the primary cantonment;

Northern Airfield located to the north of the primary cantonment at the northern extent of the FUDS; and

Pacifier Airfield located to the southwest of the primary cantonment near the southern extent of the Fort Glenn FUDS.

Past work relevant to this project is described below.

Inventory Report, Defense Environmental Restoration Account, Umnak Island, Alaska (Woodward‐Clyde Consultants, 1985)

In 1985, a debris inventory was conducted at each of the four main areas:

Fort Glenn main base, also referred to as the Main Airfield;

Northern Satellite Airstrip, also referred to as the Northern Airfield;

Southwest Satellite Airstrip, also referred to as the Pacifier Airfield; and

Nikolski.

This report details a site inspection and inventory at abandoned military installations located on Umnak Island. The work was conducted using a helicopter and ground surveillance.
