7926179 General Section L 2.1.3 and 2.2.1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Please resolve the discrepancy in the following paragraphs regarding "Volume 3":

Section 2.1.3 states: Submit Volume 1 and Volume 2 in the same binder. Submit one original and one (1) printed copies, as well as one (1) CD for Volumes 1 & 2. Submit Volume 3, Offer, in a binder separate from Volumes 1 and 2 and provide one (1) printed original, one (1) printed copy and one (1) separate CD.

Section 2.2.1 states: The proposal shall be submitted in two (2) Volumes: Volume 1, Technical Capability includes all submittal requirements for Factors 1 thru Factor 4); and, Volume 2, Factor 5 and Required Pre- Award.

1-1 Government Response. Section 2.1.3 will corrected by AMENDMENT 0002 to state: "Submit Volume 1 and Volume 2 in separate binders. Submit one original and one (1) printed copy for Volume 1, as well as one (1) CD for Volume 1. Submit Volume 2 in a binder separate from Volume 1 and provide one (1) printed original, one (1) printed copy and one (1) separate CD for Volume 2."

RFP page 347 of 371, 5.1 (b) A copy of the firm's current credit report(s). Question: Are the two credit/trade references adequate for this requirement, if there is no credit report readily available?

1-1 Government Response. Per RFP Section M, Paragraph 5.1 "(b) A copy of the firm's current credit report(s)..." already includes the request to include two (2) credit/trade references. This is adequate and acceptable. No Amendment Change will be made.

Current Request Status: Request Closed

7928390 Contracting Section G.7.2 Fee Arrangement and G.8.2

Administration of Payments

For CPFF-CF task orders, please confirm that contractors may bill for the portion of fixed fee associated with completing the performance-based milestone, and not necessarily the entire CLIN.

1-1 Government Response. See AMENDMENT 0001 where cost reimbursement type is removed from the solicitation in its entirety.

7928393 Contracting Section L 52.215-20(b)

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

This clause references Seed and Sample Project Tasks, however only a sample project is provided in Attachment L-6. Is the reference to a Seed Project extraneous, or is the intent to actually award the project provided in Attachment L-6 as a CPFF-CF task order?

1-1 Government Response. AMENDMENT 0002 will include this change. Section L, PROVISION FAR 52.215-20(b) will be corrected to delete the word "Seed." The solicitation has a sample task order project only.

7928395 Contracting Section L 2.1.1 Written Materials

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The requirements state "...the paragraph number from the submission requirements be used in the heading for the respective section/paragraph where the information is being provided." Does the underlined text mean to imply that the tabs should include the Section L paragraph number? For example, "3.1.1 Tab 1.1 Summary Table of Environmental Experience (Attachment L)," instead of "Tab 1.1 Summary Table of Environmental Experience (Attachment L)" as noted in Table 1 – Proposal Content and Tabs List.

1-1 Government Response. No change by Amendment will be issued for this inquiry. Please comply with RFP instructions. The Volume 1, Factor 1 does not need to reference the paragraph numbers but only the "TAB" it is under.

7928397 Contracting Section L 2.1.1(ii) Written Materials

Please consider allowing a list of acronyms to be excluded from the page limitation.

1-1 Government Response. A list of acronyms will not be part of the page count. This note will be added in a forthcoming AMENDMENT.

7928399 Contracting Section L 3.1 Tab 1.0

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section L.3.1.1 and L.3.1.2 both require information to be provided "...for the projects submitted for Tab 1.0 (maximum of 10 projects)." While it is clear what is required to be submitted in Tab 1.1 and Tab 1.2, it isn't clear what information is required or allowed to be submitted in our proposal under "Tab 1.0." Our interpretation is that "Tab 1.0 Factor 1 – Experience" will have no content (it's just a tab/section divider), and the instructions provided in paragraph 3.1 merely define what constitutes a relevant project and that we are to provide a list of those projects in Tab 1.1 using Attachment L-1, and provide summary information about those same projects in Tab 1.2 using Attachment L-2. Please clarify.

1-1 Government Response. The "Tab 1.0 Factor 1 – Experience" will have no content (it's just a tab/section divider), and the instructions provided in paragraph 3.1 define what constitutes a relevant project and offerors are to provide a list of those projects in Tab 1.1 using Attachment L-1, and provide summary information about those same projects in Tab 1.2 using Attachment L-2.

7928401 Contracting Section L 2.2.1 Proposal Volumes and

Sections

Aside from the title page and the table of contents, the first substantive content the evaluators will be seeing is Tab 1.1 Summary Table of Environmental Experience, and they will not know the team structure until 21 pages later in Tab 2.1 Management Plan. Therefore, we suggest allowing a brief two-page Executive Summary that allows an introduction of the Offeror and its team as part of Tab 1.0 FACTOR 1 – Experience, so that the evaluators understand the team structure for the context of experience demonstrated in Tabs 1.1 and 1.2.

1-1 Government Response. Experience and Organizational Structure are evaluated separately and are not combined. No change as a result of this inquiry. Follow Section L and M as written or as updated with an official Amendment.

7928402 Contracting Section L 2.2.1 Proposal Volumes and

Sections

Per Table 1 – Proposal Content and Tabs List, we are to provide tabs for "Tab 3.0 FACTOR 3 – Technical Approach to Sample CPFF Task Order Project" and "Tab 3.1 Sample Cost Reimbursable Fixed Fee – Completion Form (CPFF-CF) TO (Attachment L-6)." Please confirm that these tabs will have no content (they are just a tab/section dividers).

1-1 Government Response. AMENDMENT 0001 removes all cost reimbursement contract type references. This solicitation will be FFP and FP-EPA only. No amendment needed to address this particular inquiry due to issued AMENDMENT 0001.

7928403 Contracting Section L 3.2.3 Tab 2.3 Key Personnel

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Please advise if the government has a preference of whether individual letters of commitment should be provided after each person's resume, or whether the government would rather see all resumes grouped together, and then all the letters of commitment grouped together.

1-1 Government Response. Letters of Commitment are different from Key Personnel Resumes'. Do not group together. Submit as requested. No Amendment needed for this inquiry.

7928405 Contracting Section L 4.0 Volume 1 – Factor 4 – Past

Performance Confidence Assessment

The requirement for past performance states "The offeror shall provide past performance information for each project submitted (up to 10) for FACTOR 1 as noted in this Section L. The title of the project shall be consistent with the project title in the experience description." Is the government requesting narrative information about past performance on each project in addition to the CPARs, PPQs, and performance recognition documents?

1-1 Government Response. The Government is not requesting any past performance narrative - Only requesting as stated in Section L for FACTOR 4 - PPQs, CPARS, or other Performance Documents for each of the projects included in Factor 1.

7928406 Contracting

Are performance recognition documents limited to the projects submitted in Factor 1, or may other awards, etc.

be provided?

1-1 Government Response. Performance recognition documents should be limited to the projects submitted in Factor 1, as these would be applicable to the type of work required under the contract;

whereas, other awards may not be related.

7928407 Contracting

Please consider eliminating the 3-year timeframe for performance recognition documents related to the projects submitted in Factor 1 since recency is defined as being completed within the past 8 years. A 3-year timeframe is reasonable for performance recognition documents not related to the projects in Factor 1.

1-1 Government Response. The timeframe for performance recognition document related to the projects submitted in Factor 1 will be changed to coincide with the experience timeframe in a forthcoming Amendment.

7928408 Contracting Section L 5.1(a) Direct Labor

The text references a Seed Task Order. Is this meant to be the Sample Task Order?

1-1 Government Response. Section L, Paragraph 5.1, Tab 1.0 - Volume 2, Factor 5, (a) Direct Labor will be corrected to remove the word "seed" and insert the word "sample" via a forthcoming

AMENDMENT.

7928409 Contracting Section L 5.1 Tab 1.0 – VOLUME 2, FACTOR 5 – CPFF Cost Proposal for

Sample Task Order

The solicitation requires "backup documentation" for proposed subcontract costs and other direct costs such as materials, supplies, and equipment to be provided with the price proposal. Many subcontractors and vendors are not willing to provide pricing for a sample project that will not be awarded. If the sample project will not be awarded, may we include historical pricing, quotes from other proposals, or standard industry indexes (e.g., RS Means) as backup?

1-1 Government Response. Section L. Paragraph 5.1, Tab 1.0 – VOLUME 2, FACTOR 5 – CPFF Cost Proposal for Sample Task Order has been revised as in issued AMENDMENT 0001. This information request has been removed per changes of AMENDMENT 0001. No additional amendment will occur as a result of this inquiry.

7928416 General Section 3.2.3 - Tab 2.3

The solicitation states "The submitted resumes shall clearly display employer, proposed job title, education, states in which the individuals are registered, special qualifications and experience records showing title, specific duties, responsibilities, assignments, and the dates these were held within the last five (5) years." Could the USACE please clarify if offerors are permitted to show relevant project experience that is older than five years on personnel resumes? We respectfully request that there be no time restrictions on project experience on personnel resumes.

1-1 Government Response. There can be beyond five (5) years’ experience on a resume; however, what's required on submitted resume(s) is what is requested - the experience records showing title, specific duties, responsibilities, assignments, and the dates these were held within the last five (5) is required to meet minimum required resume information.

7930236 General Section 2.1.3

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section 2.1.3 (page 338 of 371) references three volumes, including submitting Volume 1 and Volume 2 in the same binder. This appears incorrect. Please advise.

1-1 Government Response. See answer from similar inquiry previously answered. This will be corrected via a forthcoming Amendment.

7930240 General Section 3.2.1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section 3.2.1, Tab 2.1 Management Plan (page 341 of 371) states that the Management Plan shall be limited to three (3) double-sided pages. Please confirm this is the equivalent to six (6) single-sided pages.

1-1 Government Response. Attention should be brought to the FAR CLAUSE 52.204-4 where offerors and awardees are required to comply with "Printed or Copied Double-Sided on Post Consumer Fiber Content Paper" - See Clause Full Text in Section I of RFP. Single sided pages without being double-sided are not permitted.

7930242 General Section C

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section C (page 28 of 341) states the Program Chemist shall have a minimum of six (6) years of professional experience. Section L (page 342 of 341) states the Program Chemist shall have a minimum of ten (10) years of professional experience. Please confirm which is accurate.

1-1 Government Response. Section C, Paragraph 8.1.3 PROGRAM CHEMIST will be corrected to match what is stated in Section L via a forthcoming Amendment.

7930244 General Attachment L-6, Section 1.3

Attachment L-6, Section 1.3, Delivery Date (pdf page 445 of 490) states, "The delivery date for this contract ends on 29 May 2020. The contractor shall have all reporting documents finalized and submitted to the government by 30 April 2020. The contractor shall assume Notice To Proceed (NTP) will be provided by the government no later than 30 September 2019." Should this be corrected to say, "The delivery date for this contract ends on 29 May 2021. The contractor shall have all reporting documents finalized and submitted to the government by 30 April 2021. The contractor shall assume Notice To Proceed (NTP) will be provided by the government no later than 30 September 2019."

1-1 Government Response. Corrections to Attachment L-6 Delivery Dates will be via a forthcoming Amendment.

7930932 Environmental 1 1 1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

RFP SECTION 3.1.2, Tab 1.2 – Volume 1 Factor 1 - Project Experience Forms: QUESTION: RFP Section M alone has 21 rating criteria requirements that: a) are overlapping; b) will not fit into a 2-page limit format that is responsive and wherein the government can easily check the boxes; and c) some Section M criteria can only or best be evaluated across the 10 featured projects and not at the individual project level (i.e., o Experience performing environmental services in all geographic regions of Alaska). Note: Section L states many of the same criteria but in a different way. Would the government consider consolidating these criteria to eliminate overlap and allow contractors to provide more responsive 2-page PD submissions?

1-1 Government Response. The Federal Acquisition Regulation (FAR) states the required Uniform Contract Format (UFC) where Section L at the proposal requirements for submission and where Section M is how Section L proposals will be evaluated. The Section L and Section M will be reviewed - possible changes to page limitations may be made. Any changes will be included in an official Amendment.

7931087 General Section 3.2.2

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Section 3.2.2 (page 341 of 371) states that we are to include Letters of Commitment for each proposed key subcontractors (Attachment L-3). Does this mean there is no requirement for a Teaming Agreement? Please advise.

1-1 Government Response. Question will be reviewed and any changes will be incorporated in a forthcoming Amendment.

7931340 Contracting Sections L and M Tab 2.1

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

There are differences between the information required to be submitted as stated in Section L and the evaluation criteria in Section M for Tab 2.1 Management Plan. For example, Section M has several criteria that do not correspond to Section L requirements, e.g., Size and technical diversity of the local office; Organizational efficiency of the local office; Autonomy of the local office; Efficient and effective management of subcontracts;

Cooperation with client personnel after award; and Paid subcontractors/suppliers in a timely manner. Please confirm that our response should follow Section M rather than Section L.

1-1 Government Response. Section L is what is required to be submitted with a proposal at a minimum.

Section M states how the Section L proposal will be evaluated. Section M guides offerors how Section L items will be evaluated. No change will be made as a result of this inquiry. Section L and Section M will be reviewed but no change now. ***ANSWER TO THIS INQUIRY WILL BE REVISED IN PROJNET AS FOLLOWS: “No changes to Section L and/or Section M for FACTOR 1 are applicable. Please note that the SECTION L is WHAT THE OFFEROR SHALL SUBMIT;

whereas, the SECTION M is how the OFFEROR SUBMITTAL will be evaluated. Both SECTIONS should be reviewed by offerors but should not match in order to ensure there is the ability for the Government to determine best value proposals by use of differentiating evaluation criteria. No change will be made as a result of this inquiry.”***

7931343 Environmental Attachment L-6 PWS for Sample CPFF-CF

Task Order Project, para 1.3

The sample project requires completion in 8 months with much of the field work during the winter season. Based upon this period of performance, please confirm the expectation that the contractor will be performing field work during the winter season where challenges and risks to working outside the construction season will significantly drive up costs.

1-1 Government Response. The sample project schedule will be revised per answer to another inquiry.

Information for this report is procurement sensitive.

7931346 Environmental Attachment L-6 PWS for Sample CPFF-CF

Task Order Project, para 3.3, 4.2.2, 4.3

A site visit is mentioned in passing in Sections 3.3, 4.2.2, and 4.3, but no detail is provided in the PWS. Should a site visit be priced as part of CLIN 2, and if so, are there any requirements for who will attend?

1-1 Government Response. There will not be a site visit. This is a sample project. Any reference to a site visit will be removed in a forthcoming Amendment.

7932954 General Tab 4.0

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Regarding 5.1 Tab 4.0 (d):"Offerors shall include a copy of the required policy in accordance with FAR Clause 52.237-10 IDENTIFICATION OF UNCOMPENSATED OVERTIME". Please clarify the requirements for this submittal. Does the government require a compensation plan detailing overtime policies?

1-1 Government Response. This requirement has been removed due to the changes addressed in AMENDMENT 0001, issued 09 APRIL 2019 at www.fbo.gov.

7934981 Environmental Proposal Submission Requirements

Please clarify the discrepancy in paragraphs 2.1.3 Number of Copies and 2.2.2 Proposal Volumes and Sections.

Section 2.1.3 instructs offerors to submit Volumes 1 and 2 in the same binder and submit Volume 3, Offer, in a separate binder. Section 2.2.1 instructs offerors to submit the proposal in two volumes: Volume 1 (Factor 1 through Factor 4) and Volume 2, Factor 5 and Required Pre-Award Information. No content for Volume 3 is specified. Please clarify which instruction you would like us to follow.

1-1 Government Response. Volume 3 verbiage will be removed. There are only two (2) Volumes required. Any changes necessary will be included in an official forthcoming Amendment.

7934982 Environmental Proposal Submission Requirements

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Will the government accept proposals that include Volumes 1 and 2 in separate binders? Due to the volume of pages that could be required for Volume 2, included both volumes in a single binder may be difficult or impossible.

1-1 Government Response. This is a Total Small Business Set-Aside acquisition. The Volumes are required to be in separate binders.

7941022 Contracting Section L, 5.1 Tab 1.0 – VOLUME 2, FACTOR 5 – FFP Proposal for Sample Task Order

Amendment 1 changed the requirements for the pricing detail to be submitted for the FFP proposal. Based on our interpretation of the new requirements, we are to (1) complete Attachment L-6, (2) provide a breakout of the labor hours for each labor category (to include all labor categories identified in the Section B), and (3) provide a breakout and backup for travel costs. No other detailed breakout or backup is required. Please confirm our interpretation.

1-1 Government Response. Amendment 1 did change the requirements for the pricing detail to be submitted for the sample FFP task order project. The submittal requirements are stated in Section L and include (1) complete Attachment L-6, (2) provide a breakout of the labor hours for each labor category (to include all labor categories identified in the Section B), and (3) provide a breakout and backup for travel costs. Review all evaluation factors and ensure Section L proposal submission items are addressed to include required pre-award information.

7941024 Contracting Section M, 6.0 TAB 1.0 (VOLUME 2, FACTOR 5) – FFP Proposal for Sample Task Order (Attachment L-7)

The RFP states that the FFP sample task order price evaluation will be conducted in accordance with FAR Part 15 Price Analysis. It also states that the government will determine the ability of the offeror to "realistically price" a sample ERS job. Will a cost realism analysis be conducted, or just a determination of fair and reasonable pricing?

1-1 Government Response. The RFP states that the FFP sample task order price evaluation will be conducted in accordance with FAR Part 15 Price Analysis. It also states that the government will determine the ability of the offeror to "realistically price" a sample ERS job. Under a Firm-Fixed Price (FFP), there is NO cost realism but ONLY price analysis to determine price fair and reasonableness.

7941970 General Page 340 Section L, Part 3.0, Paragraph 3.1.2

Comment Classification: UNCLASSIFIED (U)

"Use the format provided in Section L, Attachment L-2."

Please add "Formatting of the form L-2 is at the Offeror's discretion, however all information listed on Attachment L-2 must be included." This will allow offerors to design a form based on L-2 but is more consistent with rest of their proposal aesthetics.

1-1 Government Response. Use the Form in the solicitation. This allows for ease of evaluation over an anticipated number of proposal received.

7943174 Contracting Page 65 Tab 2.3

Please confirm that letters of commitment are required for Key Personnel provided by the prime.

1-1 Government Response. Letters of Commitment are NOT requested for Key Personnel provided by the PRIME Offeror. There are key personnel REQUIRED to be employees of the PRIME OFFEROR.

Letters of Commitment are for the Key Subcontractors. Do not combine submittal requirements.

Letters are separate from resumes.

7943185 Contracting Page 64 Tab 2.2 and Tab 2.3

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

May the letter of Commitment for Key Subcontractors (required by Tab 2.2) also include the commitment that key personnel identified in Tab 2.3 are committed to the contract?

1-1 Government Response. These are two (2) separate items for submittal and submittal items for these should not be combined. Comply with Section L.

7943389 General General throughout solicitation

Comment Classification: UNCLASSIFIED (U)

Please clarify so that offerors are using the same standard and can meet the USACE's expectations of identifying work in Alaska and Northern climates as arctic, subarctic, or other. Work in Anchorage, the Aleutian Chain, and Southeast Alaska is generally not considered locally as meeting those criteria. It is not clearly identified in the RFP text as to what defines the criteria of being arctic or subarctic (climate, biota, presence of permafrost?).

Please clarify what regions in Alaska are considered by the District to be arctic and subarctic.

1-1 Government Response. Performance in Alaska is preferred, as well as, performance in remote locations. No additional clarification will be provided for this inquiry.

7943693 Contracting Amendment 1 pg 4-6 Section B Labor Rates

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

The instructions say to "Provide labor rate calculation chart from Section J in support of listed rates." We did not see a labor rate calculation chart in Section J. Please provide this chart.

1-1 Government Response. Amendment forthcoming will address this inquiry.

Please confirm that the Other Required Pre-Award Information in Tab 4 is not required from key subcontractors/team partners. If this information is required from key subcontractors/team members, we request that our team partners be allowed to submit this information directly to USACE.

Letters of Unequivocal Commitment must be provided by the Prime Offeror for any key subcontractors as stated in Section L. Other Pre-Award information relates to the PRIME Offeror - the PRIME Offeror is the firm that will be evaluated on any key subcontractors proposed and/or other teaming arrangements proposed and on their own firm's responsibility. No subcontractor information related to this submittal will be submitted to the Government separate from a PRIME Offeror proposal.

7944834 Contracting Factor 5 FFP Costs for Sample Task

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

May offerors add labor categories to the Sample Task costs? For example, Manpower Reporting is likely done by an administrative support person (e.g., contracts manager), not the Key or Non-Key labor categories identified in Section B.

1-1 Government Response. An offeror needs to propose the sample FFP task order for the number of labor categories their offer requires, including the required Key Personnel. Any non-key personnel need to comply with the service wage rates in Section J for their specific labor category.

7952041 General Volume 2, Factor 5

Comment Classification: UNCLASSIFIED (U)

Volume 2, Factor 5 states that "Cost breakdown details for all cost elements shall be provided." Two Questions:

(1) Do Key Subcontractors need to provide the cost breakdown/financial back-up for rate development? Or just the Offeror?

(2) Can Key Subcontractors submit cost breakdown/financial back-up directly to the government (read: not included in the Offeror's proposal) as some of those details are proprietary.

1-1 Government Response. No change - See AMENDMENT 0001.

4.0 VOLUME 1 – FACTOR 4 – PAST PERFORMANCE CONFIDENCE ASSESSMENT

The offeror shall provide past performance information for each project submitted (up to 10) for FACTOR 1 as noted in this Section L. The title of the project shall be consistent with the project title in the experience description.

There is no page limit for the response to Factor 4. Past performance refers to the quality of recent project experience from the owner's perspective. The offeror shall provide customer reference name(s), company affiliation and current contact information (phone number and email address) on the specific project experience sheets submitted under Factor 1. For Federal projects submitted under Factor 1, the offeror may rely on Past Performance Reports from the Contractor Performance Assessment Reporting System (CPARS). Additionally, offeror may utilize the Past Performance Questionnaire (PPQ) included in Section L, Attachment L-5, to request a client to provide review of the offeror or its team members for submission with offeror’s proposal under this Factor. The completed PPQ documents should be submitted with your proposal and may be duplicated for submission on future solicitations. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, the offeror should complete and submit with the proposal the first 2 pages of the PPQ which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Clara Sullivan via email at clara.d.sullivan@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs; although, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Previously completed PPQ documents may be submitted;

however, ensure current phone numbers and email addresses are provided for the client point of contact. Offerors are discouraged from providing points of contact within another offeror’s firm. In cases where an offeror is in a subcontract relationship with another contractor that is submitting a proposal for this requirement, provide a Government or owner point of contact in lieu of the prime contractor point of contact. The Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information from CPARS (using all CAGE/DUNS numbers of team members identified in the offeror’s proposal), inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror. Offerors may also include performance recognition documents received within the AMENDMENT 0002…past eight (8) years three (3) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition in addition to the PPQ.

(Note: Do not submit this type of informal past performance information in lieu of the past performance questionnaire)… AMENDMENT 0002
