RFP instructions state use Attachment L for up to a maximum of 10 HTRW projects. However, Attachment L has 20 lines. Please confirm if we are only to list 10 projects, or are we supposed to submit 20. The draft RFP stated 20 projects.

5135792 Environmental Tab 2-1: Management Plan

Comment Classification: Public (Public)

Tab 2-1 Management Plan as a 3 page limit. Please reconsider increasing the page limit to at least 5 pages. In an effort to fully respond to the RFP requirements of Tab 2-1 (a) through (c4), we do not feel 3 pages is sufficient.

On: Apr 16 2013.

Government Response. . Page limt for Tab 2-1 Management Plan will remain 3 pages. On: Apr 18 2013 Current Request Status: Request Closed

5136061 Environmental Attachment L-5 Comment Classification: Public (Public)

We understand if a prior PPQ has been completed by the client, we can provide that PPQ rather than have the client complete a new one. However, please confirm you are only referring to a PPQ that was issued under the USACE RFPs. We have used our projects/PPQs for the Air Force (AFCEE/AFCEC) in the past, but assume since this is a USACE RFP, we would need to provide a new PPQ to our client at this time.

On: Apr 16 2013.

Government Response. . For all PPQs, please use the NAVFAC/USACE PPQ form included in the RFP.

As stated correctly, previously completed NAVFAC/USACE PPQs may be submitted in lieu of asking the client to complete a new one. On: Apr 18 2013

Current Request Status: Request Closed Information for this report is procurement sensitive.

5136311 Other SF33 Comment Classification: Public (Public)

Will USACE consider extending the due date to 17 May? Release of the RFP on Friday evening with a short turn effectively eliminated 2 days of response time.

Page 2 of 23ProjNet: Logged In User

On: Apr 16 2013.

Government Response. . An extension to the proposal due date is not being considered at this time. On:

5136312 Environmental Engineering Page 105 Para 3.2.3 Key Personnel

Comment Classification: Public (Public)

Given the evaluation of Offerors ability to respond to multiple tasks at multiple locations, do you really want to see only on resume for site super and up to 4 for the CQC System Manager? Suggest revising the requirement up to 2 each in order to keep page count the same.

On: Apr 16 2013.

Government Response. . Section L, paragraph 3.2.3 will be revised to allow up to 4 resumes for site superintendent. The revision will be included in the next amendment. Overall page limt for Volume 1 included the possibility for extra pages and should not be affected by this change. On: Apr 18 2013

For the purpose of this item, please advise the word "contract" is referring to an ID/IQ contract or MATOC, or if the word "contract" is referring to an individual task order issued under an ID/IQ or MATOC. Thank you.

On: Apr 17 2013.

5137592 Other Attachment L-8 and Section L, Para 5.1.2

Comment Classification: Public (Public)

The RFP specifies requirements for completing Attachment L-8 in Section L, paragraph 5.1.2. Please clarify if it is acceptable to submit separate Attachment L-8 forms for each of the companies comprising an LLC or a JV offeror?

On: Apr 17 2013.

Government Response. . Since an LLC or JV would be the offeror, one Attachment L-8 shall be submitted for the key/non-key positions held by employees of the LLC or JV. On: Apr 18 2013 Current Request Status: Request Closed

5138583 Other Attachment L-8 and Section B

On: Apr 18 2013.

Government Response. . Attachment L-8 is the proper reference. References to Section J will be corrected. On: Apr 18 2013 Current Request Status: Request Closed

5139347 Environmental Labor Categories Comment Classification: Public (Public)

The labor categories for non-key personnel do not include all of our non-key personnel that will be charging to the contract. Are the offerors allowed to add non-key labor categories to the rate tables?

On: Apr 18 2013.

Government Response. . Limit the rates proposed to only those labor catagories shown in the rate tables. On: Apr 18 2013 Current Request Status: Request Closed

5139384 Environmental Tab 1-2 Comment Classification: Public (Public)

Please confirm Attachmet L-8 is for the prime offer and it is not necessary to propose separate rates for teaming partners.

On: Apr 18 2013.

Government Response. . Rates in Attachment L-8 must be provided for each key/non-key position whether filled by the prime contractor or a teaming member. Section L, paragraph 3.2.3 lists the positions that must be held by employees of the prime contractor. On: Apr 18 2013

5140190 Environmental Section 2.1.1 Comment Classification: Public (Public)

Section 2.1.3, page 101, specifies that Volumes 1 and 2 shall be bound in one binder.

Question: if Volumes 1 and 2 are bound together, should that binder include only one Title Sheet on the cover, one first page and one table of contents, or should a separate Title Sheet, first page and table of contents be inserted behind the tab for Volume 2?

On: Apr 18 2013.

5141181 General NAICS Code Comment Classification: For Official Use Only (FOUO)

Please clarify the correct size standard for NAICS Code and 562910 under solicitation W911KB-13-R-0014. Please see referenced sections.

Reference sections:

Section 1, Page 2 of 129, Executive Summary Section 2, second sentence. This sentence indicates the ERSC contract is being competed as a total small business set-aside under NAICS Code 562910, Remediation Services.

In Section L, Page 98 of 126, Section 1.5, This sentence indicates the NAICS code for this acquisition is 562910, Remediation Services.

In Section L, Page 99 of 126 Section 1.5 item (b) indicates the size standard is 500 employees. This indicates 562910 would need to be defined as Environmental Remediation Services not Remediation Services.

It is our understanding USACE would like this to solicit this contract under an Environmental Remediation Services NAICS Code 562910 with a size standard of 500 employees. Please confirm.

NAICS Code 562910 is defined as:

The RFP section L identifies the submission requirements for Tab 2-2 as "submit organizational chart and Letters of Commitment for Key Subcontractors. Organizational chart is limited to one 11" x 17" page. There is no limitation for the Letters of Commitment for Key Subcontractors." However, the evaluation criteria in RFP Section M for Organizational Structure of Proposed Team states "The Government places a high value on:

• Organizational relationships which have been used on other projects such as those presented in Factor 1, Subfactor 1, "Experience" to perform Environmental Compliance and Remediation Services actions.

• Proposals that provide a description of the relationship/ contractual agreements with the proposed subcontractors."
