2. Solicitation Format
Environmental Remediation Services MA TOC April 12, 2013 May 14,2013 by 2:00PM. (Plan for JBER access) I Original, 2 Paper Copies and CD in accordance with Section L.
Intent is to award 3 MATOCs $180 Million 3 year base period and one 2-year option period.
Fixed Price or Cost Reimbursement- Competed under Fair Opportunity
Best Value Trade Off: Technical is more important than Price Utilize ProjNet System - See Section L, paragraph 1.4
a. Section A - SF33 and Executive Summary.
b. Section B - Labor Rate Tables that will become contractually binding.
c. Section C - Scope of Work for the contract.
d. Section D - Not Used.
e. Section E - Inspection and Acceptance.
f. Section F - Delivery/Performance

3 Evaluation Criteria- Criteria that will be utilized to determine which offerors will receive award of one of the MATOC contracts. The offeror determined to be the best overall value to the Government will receive award of the initial task order, subject to availability of funds.

b. Factor 2 - Past Performance Confidence c Factor 3 -Technical Approach to Initial Task Order
d. Factor 4- Price/Cost (Labor rate tables and price for Initial Task Order). Proposed labor rates will be evaluated for reasonableness. Pricing of the initial task order will be utilized in Government· s best value tradeoff analysis.
4. Steps of Selection Process:
a. Solicitation Issued.
b. Amendments issued.
c. Receive proposals.
d. Source Selection Evaluation Board is sequestered/prepare individual ratings.
e. Source Selection Evaluation Board detennines consensus ratings.
f. Source Selection Evaluation Board will document strengths, weaknesses, deficiencies and/or uncertainties for Factors 1-3 . Proposals with deficiencies are not eligible for award.
Deficiencies and uncertainties may require discussions however if a suitable number of acceptable proposals are received, the Government may choose to proceed to award without discussions.
g. If discussions are necessary, competitive range is determined, discussions conducted, final proposal revisions received and Evaluation Board reconvenes.
h. Best value determination - Tradeoffs may be utilized to determine successful offerors.
Government may not necessarily award to the lowest priced offerors.
1. Selection decision document prepared by Source Selection Authority.
J. Award of the contracts.
k. Notification to all firms.
I. Debriefings held (both unsuccessful and successful firms upon request).
5. Tips for Preparing a Proposal:
a. DO read the solicitation and ask questions through ProjNet. Questions and answers will be included in an amendment after close of the inquiry period.
b. DO ensure your proposal contains all the items the solicitation is asking for in the submission requirements of Section L. Missing information could be considered a deficiency.
c. DO verify the math on all pricing.
d. DO NOT provide more information than required by the solicitation.
e. DO NOT assume discussions will occur or that you will have an opportunity to clarify or revise your proposal.
