(a) Definition. United States, as used in this clause, means the 50 States, the District of Columbia, and outlying areas.
(b) Display of fraud hotline poster(s).
(1) The Contractor shall display prominently in common work areas within business segments performing work in the United States under Department of Defense (DoD) contracts DoD hotline posters prepared by the DoD Office of the Inspector General. DoD hotline posters may be obtained via the Internet at http://www.dodig.mil/HOTLINE/hotline_posters.htm.
(2) If the contract is funded, in whole or in part, by Department of Homeland Security (DHS) disaster relief funds, the DHS fraud hotline poster shall be displayed in addition to the DoD fraud hotline poster. If a display of a DHS fraud hotline poster is required, the Contractor may obtain such poster from: Not applicable

3.2.2 Tab 2-2 Organizational Structure of Proposed Team
Provide an organizational chart that graphically illustrates the offeror’s proposed team (all key subcontractors should be included in this organizational structure) for this contract and depicts the working arrangement of the team.
Teaming with other contractors may be accomplished by means of joint ventures, partnerships or as key subcontractors and is strongly encouraged in order to assure maximum market resources are available. Teaming with other small businesses is strongly encouraged. Offerors shall depict any teaming arrangements proposed for performance of the contract on the organizational chart. The organizational chart should clearly identify:
(a) The offeror and key subcontractors. The offeror shall submit unconditional letters of commitment for proposed key subcontractors in the format identified in Section L, Attachment L-3 “Letter of Commitment of Key Subcontractor,” of this solicitation.
(b) All proposed key personnel by name, key position, employer, and the person’s physical work location;
(c) Organization of the offeror’s local office;
(d) Lines of authority.
AM#2… Provide a one page narrative describing any previous teaming experience between current team members.

3.2.3 Tab 2-3 Key Personnel
The offeror shall provide résumés for the key personnel positions listed below using the format provided in Section L, Attachment L-4. Each resume is limited to two 8 ½” x 11” pages. With the exception of the Project Manager, Environmental Engineer, Environmental Scientist, Design Engineer, AM#2…Site Superintendant…AM#2 and Contractor Quality Control System Manager positions, do not propose more than one person for any one key management position. For the Project Manager, Environmental Engineer, Environmental Scientist, Design Engineer, AM#2…Site Superintendant…AM#2 and Contractor Quality Control System Manager positions, up to four (4) resumes for each personnel category may be submitted if different personnel will be performing the work. The submitted résumés shall clearly display employer, proposed job title, education, states in which the individuals are registered, special qualifications and experience record showing title, specific duties, responsibilities, and assignments and the dates these were held within at least the last five years. The purpose of this submittal is to identify the level of expertise available for this contract. Information required includes name, employer and proposed key position, number of years employed in key position, availability, description of roles and responsibilities in key position, education, active registrations, specialized training, employment history, qualifications and experience relevant to the contract and a letter of commitment.

The offeror must propose a price for each and every labor category listed in the table regardless of whether the offeror employs personnel in every required category or intends to rely on key subcontractors for the particular labor categories. Offerors shall not propose additional labor categories (if additional labor categories are required on a project, they will be incorporated into the basic contract and the specific task order when required).
The offeror shall provide and discuss the basis for the proposed direct labor rates, such as whether the rates are current/actual (with the effective date), Forward Pricing Rate Agreement (FPRA), Bureau of Labor Statistics (BLS) or commercial consulting firm wage/salary survey (for example: Economist Intelligence Unit), or offeror estimate.
Recent (within the last twelve (12) months) DCAA audits may serve as support documentation for the proposed direct labor rates. If weighted labor rates are used, provide the weighting factors.
“Ceiling Indirect Rate” tables - The offeror shall include the following information in the “Ceiling Indirect Rates” tables in Section B AM#2…and the spreadsheets provided in Section L, Attachment L-8. …AM#2 Additionally, the offeror should provide a brief narrative describing the composition of the following indirect rates and how and when the rates are applied.
Subcontract Handling Charge. Offerors whose accounting system applies a handling charge to subcontracts may propose a rate for subcontract handling charges. If a subcontract handling rate is proposed, the rate will be a binding cost element which will become the maximum allowable rate for task orders issued during the base period and all option years exercised of any basic IDIQ contract awarded as a result of this solicitation. The Government recognizes that not all offeror’s accounting systems apply a subcontract handling charge against the offeror’s subcontracts. As a result, offeror’s systems that do not apply a subcontract handling charge shall put 0% for this cost element.
Other Direct Costs (ODC) Handling Charge. ODCs include materials, supplies and equipment required for completion of a task order. Offerors whose accounting system applies a handling charge to ODCs may propose a rate for ODC handling charge to be applied against the total ODC cost element. If an ODC handling rate is proposed, the rate will be a binding cost element that will become the maximum allowable rate for task orders issued during the base period and all option years exercised of any basic IDIQ contract awarded as a result of this solicitation. The Government recognizes that not all offeror’s accounting systems apply an ODC handling charge.
As a result, offeror’s systems that do not apply an ODC handling charge shall put 0% for this cost element.
Labor Fringe. Offerors whose accounting system applies a labor fringe to its direct labor costs may propose a labor fringe rate. If labor fringe rate is proposed, the rate will be a binding cost element that will become the maximum allowable rate for task orders issued during the ordering period of any basic IDIQ contract awarded as a result of this solicitation. The Government recognizes that not all offeror’s accounting systems apply labor fringe to direct labor costs. As a result, offeror’s systems that do not apply overhead on direct labor shall put 0% for this cost element.
General and Administration (G&A). Offerors whose accounting system applies G&A to the cost of the contract may propose a rate for G&A to be applied against the subtotal of all cost elements (excluding profit). G&A costs proposed must be fully supported. If a recent audit or financial statement of corporate overhead expenses, performed

2.2.4 Notification Prior to Beginning Work and at Completion

2.3 Task 2 - Planning Documents
The work under this task includes the preparation of all planning documents required for the performance of all base tasks and options. At a minimum the Contractor shall prepare and submit draft and final versions of planning documents. Government acceptance is required for all planning documents. The Government has the option to require the resubmission of documents. The Contractor shall use and incorporate information from existing documents into the planning documents. Existing documents shall not be simply referenced or photocopied for use in the Contractor's planning documents.
Planning documents shall be developed following the references listed in Section 2.12 of this SOW and the Uniform Federal Policy (UFP) for Quality Assurance Project Plans (QAPPs) as developed by the Intergovernmental Data Quality Task Force (IDQTF) and as described by the three consensus documents: UFP-QAPP Manual, UFP-QAPP Workbook, and UFP-QAPP Compendium.
Planning documents shall include the following sections:
1. Project Schedule
2. Work Plan
a. Site Background, Physical Setting, Task Descriptions and Performance Methods/Approach
b. UFP-QAPP Plan – This shall contain the information formerly contained within the Sampling and Analysis Plan, Field Sampling Plan and the Quality Assurance Project Plan.

4. Site Safety and Health Plan
5. Waste Management Plan
6. Environmental Protection Plan
7. AM#2…Traffic Control Plan…AM#2
All of the above-mentioned planning documents can be combined into a single document with the Work Plan being the primary document and other plans listed in appendices.
2.3.1 Project Schedule

Section C. The elements of investigation/remediation, arctic/subarctic experience and logistics/remote areas are approximately equal in importance. More consideration will be given to projects performed by the offeror as a prime contractor than a subcontractor. The Government will evaluate the following (listed in no particular order of importance):

• Experience performing the full range of environmental investigation and remediation
• Experience with a variety of remedial action approaches
• Experience with various site closure methods
• Experience performing environmental work for the Alaska District Corps of Engineers
• Experience performing cleanups under the Formerly Used Defense Sites program
• Experience performing environmental work for Department of Defense agencies
• Experience with various regulatory systems (Alaska Department of Environmental
Conservation, CERCLA, RCRA)
Arctic/Subarctic
• Performed remedial actions in arctic/subarctic locations
• Selected appropriate methods & materials for arctic/sub arctic investigation or remediation projects
• Responsive to changes in contract or site conditions
• Experience with sampling in the arctic/subarctic
Logistics/remote sites
• Experience with sites that are not accessible year-round
• Experience with sites that are not accessible by road from Anchorage, Alaska
• Planned for mob, demob, and execution in light of constraints and hardships encountered in arctic/sub arctic projects

Factor 1, Subfactor 2 – Organization/Key Personnel
The following three elements, Management Plan, Organization Plan and Expertise of Key Personnel, are equal in importance.
Management Plan
The Government will evaluate this portion of the proposal based on the requirements in Section L. Proposals will be evaluated to determine the offeror’s ability to respond to the requirements of the contract in order to provide expeditious, responsive, and cost effective service as well as their understanding of the organizational coordination necessary for proper operation/management of the contract. The Government will evaluate the following (listed in no particular order of importance):

Organizational Structure of Proposed Team
The Government will evaluate the offeror’s proposal to determine how well it is organized, structured and staffed to execute the contract scope of work. The Government will evaluate the extent to which the offeror proposes an organizational structure that shows clear roles and responsibilities and demonstrates appropriate lines of authority.
Proposals that include letters of commitment for all key subcontractors will be evaluated more favorably than those that do not. The Government places a high value on:

The Government will evaluate the required information to determine how well the offeror identifies and demonstrates that its key personnel meet or exceed minimum qualifications identified in the RFP which includes previous satisfactory experience in similar type work. Resumes will be evaluated on the following:
• Depth and breadth of technical experience and training as it relates to the responsibilities each person will have on this contract, as identified by the offeror
• Experience working for the offeror and with other key personnel
• Technical knowledge of federal, State of Alaska, and local laws, regulations, and guidance applicable to this procurement
• Specific experience gained on projects with requirements similar to this procurement
• Experience with Alaska Department of Environmental Conservation and Environmental
Protection Agency regulators
• Experience with cost reimbursement contracts.
6.2 Factor 2 - Past Performance Confidence
6.2.1 The Government will perform a performance confidence assessment of the offeror’s probability of successfully meeting the contract requirements, considering the degree of success of the offeror’s recent (over 50% complete or completed within six (6) years of the date of this solicitation), relevant experience.
