About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity involving the installation of two shade structures at a 1st Cavalry Division facility.

The project requires installation of two sunshade structures, each measuring 33 feet by 29 feet with a 16-foot entry height, to be mounted on an existing concrete slab adjacent to bleachers. The scope includes eight total steel support columns (four per structure) installed via drilled pier foundations measuring 24 inches in diameter and 6 feet in depth, with piers to be installed a minimum of 6 feet into the existing concrete slab. The contractor is responsible for all necessary slab cutting, demolition, and disposal as part of foundation work. Two alternative entry points without keypad access are available for contractor use during staging, material delivery, and installation. Responsive quotes must include pricing for CLINs 0001 and 0002, with CLIN 0002 updated to reflect two sunshade structures. The Government will provide funding once the project is awarded and has verified that specified dimensions provide adequate clearance at upper bleacher seating rows. Contractor-submitted engineering drawings require professional engineer sign-off before work begins, with the 1st Cavalry Division Engineering division conducting technical review. The Government does not accept surface-mounted installation methods and has confirmed the existing concrete slab thickness is insufficient to support the structures without drilled pier foundations. Installation will occur on the concrete slab currently supporting the existing bleachers.

1. Access Gate / Barricade Usage

During the site visit, we observed a barricade with keypad access immediately adjacent to the work area. Please confirm whether this access point will remain open and available for contractor use during staging, material delivery, and installation activities, or whether it must remain clear at all times. This clarification is needed to determine equipment access, staging layout, and mobilization planning.

Answer: There are two other entry points that do not require keypad access that is adjacent to the work area. This access point will remain open and available for contractor use during staging, material delivery, and installation activities, or whether it must always remain clear.

2. Existing Bleacher Dimensions & Shade Clearance

Has the Government verified the dimensions and elevation of the existing bleachers to ensure that the specified 16-foot entry height and 33 ft × 29 ft shade structure dimensions provide adequate clearance at the upper seating rows?

Answer: Yes, the Government has verified the dimensions and elevation of the existing bleachers to ensure that the specified 16-foot entry height and 33 ft × 29 ft shade structure dimensions provide adequate clearance at the upper seating rows.

3. Foundation Requirements vs. Engineering Drawings

The PWS specifies minimum drilled pier dimensions of 24 inches in diameter and 6 feet in depth. If the sealed engineering drawings indicate a different pier size or depth, please confirm whether the contractor should construct the foundations per the engineering drawings or per the PWS minimums, whichever is greater. This clarification is required to ensure accurate pricing and compliance.

Answer: The pier foundations should construct the foundations per the engineering drawings.

4. Number of Steel Support Columns

The PWS states that the shade structures include “eight (8) steel support columns.” Please confirm whether this quantity refers to: • 8 total columns for the entire project, or • 8 columns per shade structure (16 total). Clarification is needed to ensure accurate material and installation pricing.

Answer: The total number of columns for the entire project is eight, four per sunshade.

5. Funding Timeline

The PWS notes that funding has not yet been allocated. Can the Government provide an estimated timeline for funding approval and anticipated award date? This information will help us plan material lead times, engineering submittals, and installation scheduling.

Answer: Once the project has been awarded the government will fund the requirement.

6. Concrete Slab Conflict With Drilled Pier Requirements (Exclusions Referenced)

The installation area includes an existing concrete slab that currently supports a seating/observation area with a steel awning and fixed seating. The new shade structures will be installed on the left and right slab extensions beyond this area.

The PWS requires 24-inch diameter, 6-foot-deep drilled pier foundations; however, Section

4.7 Exclusions states that the contractor is not responsible for demolition of existing structures or waste removal.

Since drilled piers cannot be installed without cutting and removing portions of the slab, please confirm whether:

1. The Government will cut and remove the necessary portions of the concrete slab prior to foundation drilling, or

2. The contractor should include slab cutting, demolition, and disposal as part of the foundation work, and whether this work is considered within scope despite the stated exclusions.

Clarification is required to ensure accurate pricing and compliance with the PWS.

Answer: We will select option 2 “The contractor should include slab cutting, demolition, and disposal as part of the foundation work, and whether this work is considered within scope despite the stated exclusions,” We will update the PWS to reflect this.

7. Existing Slab Thickness & Potential for Surface-Mounted Installation

To determine whether drilled piers are required or whether a slab-anchored installation may be feasible, please confirm the thickness and reinforcement details of the existing concrete slab, specifically in the areas where the new shade structures will be installed.

If the slab thickness and reinforcement meet or exceed the manufacturer’s minimum requirements for slab-anchored installation, please confirm whether the Government would accept a surface-mounted or slab-anchored foundation system, pending manufacturer engineering approval.

This clarification is necessary to avoid unnecessary demolition or foundation work that may conflict with Section 4.7 Exclusions.

Answer: The Government would accept a surface-mounted or slab-anchored foundation system, pending manufacturer engineering approval, if the slab thickness and reinforcement meet or exceed the manufacturer’s minimum requirements for slab-anchored installation. The government does not accept the surface- mounted method. The current slab thickness will not support the requirement for the sunshade install. To avoid future damage or injury to personnel we are requesting to have the piers installed a minimum of 6’ into the existing slab. This requirement would be followed for all 8 piers for both sunshades.

8. The solicitations has two references to Instructions to Offers. FAR Clause 52.212-1 and then on another page. What does the Government want submitted to be considered responsive to the request for quote?

Answer: The quotation page that includes CLINs 0001 and 0002 is considered sufficient in response for a vendor to be considered responsive and be considered for award.

9. Review of the "engineer drawings" does not have a Professional Engineer. The Government is requesting an Engineer to validate the drawings, but also update if needed. Does the Government want a Professional Engineer to sign off on the drawings? Would they like this before work begins? During? Afterwords? All three

Answer: An engineer signing off on the vendor’s proposed drawings before the work begins is sufficient. The 1CD Division Engineering will review the drawings during technical evaluation.

10. Could you kindly confirm the soil conditions for the project site? Specifically, will the structure be installed on a concrete deck or in soft turf?

Answer: The Sunshades will be installed on the concrete slab that the bleachers currently sit on.

11. Are you looking for 1 or 2 shade structures to be installed?

Answer: CLIN 0002 has been updated to include two (2) sunshade structures.
