ADDENDUM TO RFO FAR 52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (FEB 2026) (DEVIATION)

(a) Evaluation Factors

The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Factor Evaluation Methodology

Cost/Price: Evaluated using the Lowest Price Technically Acceptable (LPTA) method in accordance with RFO FAR 15.101-2. Evaluated for reasonableness, completeness, and lowest overall evaluated price. No additional credit is given for exceeding minimum requirements.

Technical: Technical proposals will be evaluated on an Acceptable/Unacceptable basis. The Government will assess whether the quote meets all minimum technical requirements stated in the solicitation, focusing on whether the proposed solution is capable, compliant, and likely to succeed based on the PWS. Only quotes rated Acceptable will be considered for award.

Past Performance: Evaluated based on the quality, relevance, recency, and success of the offeror's previous or current contracts performing similar work. If insufficient information exists to assess performance, a Neutral rating will be assigned and will not be evaluated favorably or unfavorably.

(b) Options

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of Award

A written notice of award or acceptance of an offer will be furnished to all Offerors and the successful Offeror within the time for acceptance specified in the offer, and shall result in a binding contract without further action by either party.
