About this file
This is a Request for Information (RFI) responses document for Solicitation W911512-26-B-A008 addressing clarifications on the Women's Center renovation project at Building 36000, Fort Hood, Texas. The RFI responses resolve 26 contractor questions spanning electrical, fire safety, structural, demolition, and project management concerns. Key clarifications include: lighting reuse specifications (Conference Room M1100 requires new LED lights while other areas should reuse existing 1x4 fixtures); wall plate replacement requirements (all existing plates must match new stainless steel finishes); fire alarm and sprinkler system assumptions regarding device reuse and relocation; confirmation that the 2008 add-on construction area contains no hazardous materials; TAB and DALT testing requirements for mechanical and ductwork systems; and clarification that door frames and hardware are to be removed, preserved, and reinstalled rather than disposed. The responses also address project-specific requirements including building commissioning applicability, contractor responsibility for storing retained materials on-site, assumption of no elevator availability, and wage determination applicability per Executive Order 14026.
The underlying solicitation is a firm fixed-price Invitation for Bids (IFB) for interior demolition and reconfiguration work, estimated between $1,000,000 and $5,000,000, issued as a 100% Certified Women Owned Small Business Set-Aside under NAICS 236220. The contract involves comprehensive renovation including mechanical, electrical, fire suppression, and fire alarm system modifications to convert the facility into administrative and conference suite space. The work is subject to Texas wage determination TX20260230 (effective 05/18/2026) and must comply with applicable federal, state, and local regulations, industry codes, and manufacturer specifications. The contractor shall provide all labor, materials, equipment, supervision, and transportation necessary for project completion within Fort Hood's military installation boundaries.

- On the 2nd floor lighting demo, there are 85 2x4 lights to be demoed but on the new lighting plan there are 100 to be installed. The general notes say to reuse previously demoed lights. Is there a certain room that the government would like the 15 new ones to be LED as was stated for the 1st floor? Conference Room M1100 shall have new LED lights; See E-103A & E-103B Notes. Preserved lighting not used shall be disposed.
- On the 2nd floor lighting demo, there are 13 1x4 lights to be demoed but on the new lighting plan there are 18 to be installed. The general notes say to reuse previously demoed lights. Is there a certain area that the government would like the 5 new ones to be LED as was stated for the 1st floor? Utilize 1x4 lighting removed from 1st & 2nd floor. There should be enough existing 1x4 lighting to be reused.
- There are no emergency lights or locations shown on the new lighting plan. Can the government show where they would like emergency lights? See revised drawings.
- On page E-001, general electrical note # GN-20 states all devices shall be ivory with stainless steel wall plates. The existing wall plates are plastic. For the receptacles and switches not being replaced, do the wall plates need to be replaced to stainless steel or only the new receptacles and switches? Yes, Existing wall plates will match new.
- Also, for any existing switch and receptacles not being replaced, if it is not ivory does it need to be replaced? See RFI #4.
- For the fire alarm/mass notification system, are we to assume that we are reusing the existing devices by removing and reinstalling at new locations? See Note 2 on F sheets.
- For the fire alarm/mass notification system, will new SLC (Signaling Line Circuit) devices be required for this project? See Note 2 on F sheets.
- For the fire alarm/mass notification system, will the existing CAD drawings with calculations be available for the existing fire alarm system that can be used to aid the modifications of the new space? See Technical Exhibit C.
- For the fire suppression system, are we to assume that we are reusing the existing sprinkler heads and relocating them to new locations? See Note 1 on F sheets.
- For the fire suppression system, will the existing CAD drawings with calculations be available for the existing fire suppression system that can be used to aid the modifications of the new space? See Technical Exhibit C.
-Wall types on sheet A-501 show a type ‘B’ but none of the walls on the floor plans show type ‘B’ to be used. Can we disregard wall type ‘B’? Yes.
- Drawing sheet A-503 includes details for a project sign. Will this be required for the project? At what location to install? Yes, Coordinate with Government before construction.
- The provided specifications include section 23 08 00.00 10 – COMMISSIONG. Will this be required for the project? Only on mechanical systems, or other systems too? Yes, Include Building commissioning.
- This building is known for having Asbestos and Lead containing materials. This area looks like an add-on to the building. Can the government confirm if it is known if there are no hazardous materials in this area of the building? No hazardous materials; Add-on was constructed in 2008.
- We know TAB is required for the new mechanical systems, but will DALT testing be required for any of the new ductwork? Yes.
- For stage A and stage B on S-101, will these require stamped engineered drawings or will standard shop drawings suffice? Standard shop drawings.
- Are any of the walls to be demo’d a load bearing wall that will require shoring designed by a structural engineer? Walls to be demolished are not load bearing walls.
- D-101A note #2 states to “Demolish and dispose of doors & doors frames per drawing.” But in the same sentence states to “retain doors, locksets, and other hardware for reuse). Sheet A-101A note #5 States to install new doors and hardware. The drawings contradict themselves throughout. Are we disposing doors and hardware or reusing. The intention is to remove and preserve doors, door frames, and hardware to reinstall where new doors are indicated.
- It is very difficult to distinguish between the doors, sinks and toilets that are to demolish and remain on the demo plan, especially the sinks and toilets. Could this distinction be made clearer? See revised drawings.
- Will commissioning be required for this portion of the building? Yes. See RFI #13.
