About this file
This file is a government responses document to Requests for Information (RFIs) related to Solicitation 26-B-A008 for the Renovation of Women's Center B36000 at Fort Hood, Texas.
The RFIs address critical clarifications on mechanical, electrical, and controls systems for the project. Key clarifications provided include: (1) VAV boxes are to be equipped with electric two-stage reheat coils rather than hot-water reheat, with all electrical power provided under the electrical contract at 480 volts; (2) VAV electrical power distribution includes first-floor VAVs fed from panels M1006 and M1160, and second-floor VAVs fed from panel M2043, with kW ratings detailed in the VAV schedule and controlled locally by VAV DDC controllers; (3) existing mechanical systems including pumps, air separators, expansion tanks, and piping are to remain in place with only new connections made as shown on drawings M-505 and M-506; (4) new equipment scope includes 29 VAV boxes, exhaust fans, air devices, and minisplits, with AHUs and AFMs to be reconfigured or demolished as specified; (5) new exhaust fans should be smaller than existing units and may reuse existing power with potential breaker changes; (6) heating strips for outside air are to be powered from panel in room 2043; and (7) AHU-1M1 power comes from D-GMNH in the basement while AHU-2M1 and AHU-2M2 are fed from 480-volt panels in room 2043. These responses resolve inconsistencies between mechanical, electrical, and controls drawings to establish clear scope definitions for contractor bidding.

RFIs – B36000 Renovate Women’s Center 8/26/2026
1. VAV heating/reheat type: M-503 includes a detail titled “VAV BOX WITH HW REHEAT COIL” and depicts HWS and HWR connections to the VAV reheat coil. The detail also references different valve arrangements for the VAVs. However, the VAV schedule on M-601 appears to indicate a two-stage reheat arrangement. Please clarify whether the 29 VAV boxes are to be provided with.
Answer: VAVs are to be electric reheat coils as scheduled. (CHANGE VOLTAGE TO 480)
2. Electrical power for VAV reheat: If the VAV schedule is calling for two-stage electric reheat coils, please provide clarification on the electrical requirements. Specifically: I know there are answers on the schedule , but there are too many inconsistencies. Where is the electrical power for the VAV electric reheat coming from? Is power being provided under the electrical contract? What voltage and phase are required for each VAV? What are the required kW ratings for each VAV reheat coil? Are disconnects, breakers and branch circuits included by Electrical? Are the VAV electric heat stages controlled by the BAS/DDC controls contractor? Are transformers or other power supplies required? Please provide the electrical circuiting/panel information for the VAV electric heat.
VAV’S 1ST FLOOR WILL BE FEED FROM PANELS IN M1006 (VAV’S 1-7 & 9, 10 )AND M1160 (VAV’S 8 & 11-16)
VAV’S 2ND FLOOR WILL BE FEED FROM PANELS IN M 2043
POWER FOR VAV’S SHALL BE BID UNDER THE ELECTRICAL PORTION
SEE VAV SCHEDULE FOR KW RATINGS
ALL POWER REQUIRMENTS SHALL BE COVERED BY ELECTRICAL
ELECTRICAL REHEAT TO BE CONTROLLED BY LOCAL VAV DDC CONTROLLER.
SEE SCHEDULE FOR TRANSFORMERS REQUIRMENT.
CONTRACTOR SHALL UTILIZE PANELS AND SPARE CIRCUITS WITHIN EACH PANEL NEED TO CHANGE BREAKERS AS NEEDED
3. Missing heating-water piping to VAVs: If the VAVs are intended to use hot-water reheat, we do not see a clearly defined heating-water distribution system to all 29 VAV boxes on the floor plans. M-503 shows the HWS/HWR connections at the VAV box, but the plans do not appear to clearly show the complete routing of the heating-water piping from the mechanical room to each VAV.
Answer: VAVs are to be electric reheat coils as scheduled.
4. M-503 mechanical-room piping scope: M-503 shows several mechanical-room piping details, including: Boiler piping, AHU coil piping, End-suction pump, ir separator/expansion tank, VAV HW reheat coil, Condensate piping. Please clarify which of the piping and equipment shown on M-503 is intended to be newly furnished and installed under this project. A significant portion of the mechanical-room piping and associated equipment appears to already be existing in the building. Please identify whether the contractor is expected to: Remove and replace existing piping/equipment, Modify existing piping/equipment; Provide completely new piping/equipment; Leave the existing systems in place and only make the connections specifically shown.
Answer: Leave the existing systems in place and only make the connections specifically shown on M-505 and M-506. Only new equipment are VAVs, exhaust fans, air devices, and minisplits. AHUs and AFMS to be reconfigured or demo’d (AFMS 1M1-3, 2M1-3 and 2M2-3).
5. Existing mechanical-room equipment: The demolition and proposed drawings appear to show existing mechanical equipment and piping, while M-503 provides details that appear to depict a complete piping arrangement. Please clarify whether the existing mechanical-room pumps, air separator, expansion tank, valves, strainers and associated piping are to remain in service. If these components are existing and remain, please identify the specific modifications/connections required by this project.
Answer: Leave the existing systems in place and only make the connections specifically shown on M-505 and M-506. Only new equipment are VAVs, exhaust fans, air devices, and minisplits. AHUs and AFMS to be reconfigured or demo’d as shown on M-505 and M-506.
6. VAV control valves:The M-503 VAV detail shows hot-water piping and control-valve arrangements, including different valve configurations for certain VAVs.
Please clarify: Are the VAV control valves new? Are they furnished by the mechanical contractor or controls contractor? Are the control valves included in the controls contractor's scope? Are the valves 2-way or 3-way by VAV? Please provide the final valve schedule.
Answer: VAVs are to be electric reheat coils as scheduled. There are no control valves.
7. Coordination between M-501/M-503/M-601: There appears to be a discrepancy between the VAV schedule and the VAV HW reheat detail. Please confirm which drawing governs the VAV heating method and provide a revised VAV schedule/detail if necessary. We need this clarification because the difference between electric reheat and hot-water reheat substantially changes the mechanical, plumbing, electrical and controls scopes and associated bid costs.
Answer: VAVs are to be electric reheat coils as scheduled.
8. Bid clarification :Until the above items are clarified, please confirm whether the contractor should carry: 29 VAV boxes with electric two-stage reheat, with electrical power provided by Electrical, or 29 VAV boxes with hot-water reheat coils, with new HWS/HWR piping provided by Mechanical, or Another configuration.
Requested response: Please provide the final VAV heat type, VAV-by-VAV reheat schedule, electrical requirements, and heating-water piping requirements so that the mechanical and electrical contractors can properly price the work.
Answer: VAVs are to be electric reheat coils as scheduled.
9. According to drawings they are planning to demo exhaust fans and adding 3 new exhaust fans, electrical sheets do not show this, what is your intent? Sheet M-601 we noticed there are 29 VAV boxes to be installed new, they show to be 3P 208V with electric heat but none are shown on the electrical drawings, please advise intent. If using 29 VAVs what panel will they be coming out of, we do not believe there is currently enough amperage to handle all of these additional VAVs. M-602 calls for hp 1, 2, and 3. These are not shown on the electrical side, what is your inten for power. M-505 Keynote 5 calls for new heating strips for outside air, does not show on the electrical drawings, what is your intent?
INTENT IS TO INSTALL AND CONNECT POWER TO NEW EXHAUST FANS (NEW FANS SHOULD BE SMALLER THAN EXISTING RE-USE EXISTING POWER POSSIBLY CHANGE BREAKER IF NEEDED.)
INTENT IS TO INSTALL NEW VAV’S AND RUN POWER TO NEW VAV’S
