3. Solicitation PWS Part 3, 3.7; Vehicle Operation Will the government provide all required vehicles for the performance of the contract?
Answer: Yes.
4. Solicitation PWS Part 4, 4.5; Contractor Vehicle Identification The solicitation states, "Contractor owned vehicles used in the performance of services under this contract shall be marked as commercial Contractor vehicles."
Does the government have a requirement for contractor provided vehicles? What are the vehicle requirements?

Answer: Yes
7. Page 116 Volume III Past Performance (f) Past Performance Questionnaire
Where or how do you want a projected subcontractor to indicate the name of the prime bidder on the questionnaire so it gets directed to the correct team?

The questionnaire is provided as an attachment to this solicitation”.
Is this table separate from the questionnaire and is it included in the page count?
Answer: Yes it is separate from the questionnaire and not part of the page count.
9. The table in paragraph 1.6.4 of the PWS states that “Flight Operations (Air Traffic Controllers); Monday through Friday; 6:30 AM to 5:00 PM Mountain Standard Time.

b. Solicitation Section L, Page 112 states: “The Government has identified two (2) key personnel, program manager (PM) and site manager (SM), in the contractor workforce (PWS paragraph 1.6.10.1).”
Please confirm the Key Personnel requirements for this contract Answer: PWS will change to reflect the same title of Program Manager in paragraph 1.6.10 and 1.6.10.1. The site manager reference found on page 112, first paragraph, should be referred to as the Alternate Program Manager. All other references to “Site Manager” will be changed to “Program Manager”.
11.
a. PWS Paragraph 1.6.7.4 states: “Positions requiring clearances must be manned by personnel with the appropriate clearance throughout the duration of the contract. Personnel who have not received security clearances will not:
• Be granted access to classified information
• Be allowed to perform classified work
• Be granted access to restricted areas, unless escorted by a person having proper clearance and authorization.
• Handle Arms, Ammunition, and Explosives (AA&E) material, unless escorted by a person having proper clearance and authorization.”
b. PWS Paragraph 4.2 Facility Clearance states: “The Contractor’s employees, performing work in support of this contract, shall have been granted a Secret personnel security clearance from the Defense Industrial Security Clearance Office.”
Please identify which employees require a Security Clearance for the contract.
Answer: All employees require a Secret Clearance.

Can the Government provide the flying hours executed, by aircraft type, per year, on the existing contract?
Answer: See Attachment 11 provided with that data for the past year.
14. Solicitation SF1449, W91151-18-R-0098 Page 24 of 125, Para 1.6.10 Key Personnel and Page 112 of 125 "1.6.10 States that (highlight added): ""1.6.10 Key Personnel: The follow personnel are considered key personnel by the government: The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the Contracting Officer..."while Key Personnel information on page 112 States that (highlight added): "The Government has identified two (2) key personnel, program manager (PM) and site manager (SM), in the contractor workforce (PWS paragraph 1.6.10.1)."
Question: Will the Government please resolve the title of key personnel to be consistent within the various sections of the solicitation?"
Answer: PWS will change to reflect the same title of Program Manager in paragraph 1.6.10 and 1.6.10.1. The site manager reference found on page 112, first paragraph, should be referred to as the Alternate Program Manager. All other references to “Site Manager” will be changed to “Program Manager”.

The Government anticipates eight (8) to nine (9) trips per year to support this requirement. Question: Will the government please clarify the location data to include as much detail as possible and whether or not the government is expecting cost / pricing data to include all the trips noted in Attachment 3, Table 2 or if the ""plug"" number of $18,000 shall be used for proposal submission by all respondents?"
Answer: The “plug” number should be used. This CLIN is not funded until a travel request is received at which time a contract modification is made adding the agreed upon amount for the travel. Then the agreed upon amount may be invoice at the appropriate interval.
16. Solicitation SF1449, W91151-18-R-0098, Page 4 of 125 Item 0005 (CLIN 0006)"Item 0006 states that "To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 45 day phase in periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services at the end of the phase-in period. All services shall be performed in accordance with the attached Performance Work Statement (PWS).""
Question: Does this requirement imply that all personnel (noted in Attachment 3, Table 1) must be on-board, working and fully-integrated into the contractor's company from 14 Sep 2018 - or is the 45 day period noted (""14 September to 31 October") the period allowed to on-board personnel and that all personnel positions must be fully staffed by 31 Oct 2018? "
Answer: The intent of the 45 day Phase-In period is to allow the contractor time to submit for approval the required deliverables prior to the full performance date to allow uninterrupted service to the mission accomplished by the Aviation Support Services Contract. Several plans are required to be submitted during to the Phase-In period, Quality Control Plan, Flight and Ground Operations Procedures, Safety Plan, and ADP Sensitive Positions List.
A minimum number of management personnel would be necessary to produce these documents, not a full staff. A full staff would not be required until the full performance date.
17. Solicitation SF1449, W91151-18-R-0098 Page 17 of 125, Para 1.4 Scope And Attachment 3, Table 2" "Para 1.4 states that: ""Typical temporary duty sites have been Dugway Proving Ground, UT, Baltimore, MD, Phoenix, AZ, Tucson, AZ, Point Magu, CA, and China Lake, CA."" (note - 6 locations);
yet; Attachment 3, Table 2 shows up to 11 locations - some of which are noted in Para 1.4, Scope and some of which are not; also, this is not consistent with the ""number of trips"" noted in Item 0004 as ""8-9 trips"" for pricing purposes.
18. Solicitation SF1449, W91151-18-R-0098, Page 17 of 125 Para 1.6.4 Hours of Operation Para 1.6.4 states that ""The contractor is responsible for conducting business during the hours identified in the matrix below. The duty day is 10 hours, 4 days per week…;
yet: The associated table in Para 1.6.4 also indicates - in ""Exceptions"" / Work Week that one period of a 6 day work week and 2 periods of a 5 day work week are in conflict with the data in column titled ""Duty Duration"" where a ""4 - 10 hour workdays"" is indicated.
Question: Will the government please clarify and better define the exact duty days and work hours required across the PWS as well as matching days-to-work week number of days that align with hours, days, and expectations upon contractors?"
Answer: These areas of support are separate business entities.
The majority of the maintenance activities occur Monday through Friday with the exception of those personnel that support the Military Freefall School. (MFFS). The MFFS operates five days per week, hence a couple of maintenance personnel’s duty week is Tuesday through Friday.
Flight Operations (Flight Scheduler/Dispatch Specialist) duty week is Monday through Friday. Hence one employee may have a duty week of Monday through Thursday and another employee may work Tuesday through Friday. The Sunday on the schedule occurs upwards to 40 to 48 time per year with aircraft arriving on that day which makes that day unqualified as unscheduled work since prior permission is granted for the visiting aircraft to land at this airfield. This usually requires an employee on-site four 4 hours.
Flight Operations (Air Traffic Controllers) work week is as stated, Monday through Friday at the hour of operation, also as stated.
19. Solicitation SF1449, W91151-18-R-0098,Page 19 of 125 Para 1.6.5 Place of Performance and Solicitation SF1449, W91151-18-R-0098 Page 4 of 125 Item 0004 (CLIN 0004)" "Para 1.6.5 states that: ""The work to be performed under this contract will be performed at Building 3015 on Campo Avion Road, U. S Army Yuma Proving Ground, Yuma Arizona 85365 and includes temporary duty sites such as: Dugway Proving Ground, UT, Baltimore, MD, Phoenix, AZ, Tucson, AZ, Point Magu, CA, and China Lake, CA. Temporary duty durations have been from two days to as long as 21 days (see specific Tasks). yet; Item 0004 states that ""Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint travel Regulation (JTR) and the limitation of funds specified in this contract. The Government anticipates eight (8) to nine (9) trips per year to support this requirement. Attachment 3, Table 2 includes trip locations duration and number of personnel."
Answer: A table has been attached in response to question 15.
Question: Will the government please clarify the location data to include as much detail as possible and whether or not the government is expecting cost / pricing data to include all the trips noted in Attachment 3, Table 2 or if the "plug" number of $18,000 shall be used for proposal submission by all respondents?"
Answer: The “plug” number should be used. This CLIN is not funded until a travel request is received at which time a contract modification is made adding the agreed upon amount for the travel. Then the agreed upon amount may be invoice at the appropriate interval.
20. Solicitation SF1449, W91151-18-R-0098, Page 20 of 125 Para 1.6.7.5 Background Checks" Para 1.6.7.5 Background Checks states that "The Contractor shall ensure contractor employees and subcontractor employees performing services under this contract have passed a security check conducted by the State Police Department of their U.S. residence. Security checks that have been completed as part of a personnel security clearance background investigation, or a previous background check that was a condition of employment, meet this requirement. Documentation of these checks will be made available to the KO or COR upon request."
Answer: Background investigations that are already completed and within the 10 year period of the last investigation is transferrable. If it is past the 10 year, another investigation will need to be completed along with all new hires unless they come with a background investigation.
21. Solicitation SF1449, W91151-18-R-0098 Page 20 of 125, 1.7.2 Electronic Invoicing." Question: As this is a Small Business Set-Aside, will the government include the provision that submission of invoices for task order performance shall be in accordance with DFARS 252.232-7006, Wide Area WorkFlow Payment Instructions and FAR 52.216-7, Allowable Cost and Payment so that invoicing can occur every two weeks or sooner?
Answer: Per FAR 16.307 the clause FAR 52.216-7(a)(1) Invoicing, The Government will make payments to the Contractor when requested as work progresses, but (except for small business concerns) not more often than once every 2 weeks, in amounts determined to be allowable by the Contracting Officer in accordance with Federal Acquisition Regulation (FAR) Subpart 31.2 in effect on the date of this contract and the terms of this contract. This is for cost reimbursement and time and material contracts where progress payments can be authorized. The resulting contract will be Firm Fixed Price and invoicing is monthly.
22. Solicitation SF1449, W91151-18-R-0098 Page 30 of 125, Para 2.1.2 Airworthiness Directives and; Para 2.1.3 Airworthiness Release (AWR). " "PART 2, DEFINITIONS & ACRONYMS states that ""2.1.1 Aircraft Assigned. Any aircraft assigned to USAYPG, HR #WO4XCY;
and; 2.1.2 Airworthiness Directives. Those instructions engineered and published by the Federal Aviation Administration (FAA) for aircraft not covered by military directives."" and: 2.1.3 AWR states that ""A document issued by Aviation and Missile Research, Development, and Engineering Command (AMRDEC) that states the qualification of an item's capability to be used as an aircraft subsystem or component to function satisfactorily when used within prescribed limits."" Question: Are the referenced aircraft operated under ""Public Use"", Part 91 or Part 135 or what are the specific FAA operational authorizations / airworthiness directives cited by the reference and are these available to respondents prior to proposal submission?"
Answer: The aircraft are operated in accordance with (IAW) AR 95-1 dated 11March 2013. The standard aircraft (UH-60 Helicopters) and the non-standard aircraft (Cessna Caravan C208B and the CASA 212-200 airplanes) are both covered in this regulation. The non-standard aircraft are covered specifically in Chapter 9 of AR 95-1.
The non-standard airplanes are not currently register in the FAA database. The aircraft are maintained IAW FAA and original equipment manufacturers (OEM) instructions as required by AR 95-1, Chapter. Airworthiness authority reside with the US Army Aviation and Missile Research, Development, and Engineering Command (AMRDEC). Service bulletins, Supplemental Type Certificates, and other OEM changes may be applied to the aircraft with AMRDEC approval.
Essentially, the airplanes are maintain as if they were registered aircraft, however the reporting chain is the Army instead of the FAA.
23. Solicitation SF1449, W91151-18-R-0098; LOGMET/GLSS Collective Bargaining Agreement; Article 13, Section 4; Article 23 and Appendix A Article 23 states that the CBA shall remain in effect on a year to year basis if no successor agreement is completed by June 30, 2018.
Question: Therefore, should offerors assume that health and welfare rates (Article 13, Section 4) and wage rates (Appendix A) will escalate on July 1, 2018?
Answer: The CBA will continue. Cost and pricing will be IAW the CBA provided in the solicitation. The new CBA if available prior to the solicitation closing will be provided and incorporated into the solicitation.
24. Solicitation SF1449, W91151-18-R-0098; LOGMET/GLSS Collective Bargaining Agreement; Article 11, Vacation and PTO, For the purpose of determining paid vacation time, request the Government provide offerors a roster of current employees that depicts the date of hire for each employee. Also request the Government provide offerors vacation and PTO accruals that will carry over to the new contract for each bargaining unit employee.
Answer: Attachment 12 provided with that data.
25. Ref: Section C, Performance Work Statement, 4.2, Facility Security Clearance and DD-254:
Do offerors have to possess a Facility Clearance at the Secret level or would the Government be willing to sponsor the successful bidder for their FCL?
Answer: The local security officer will sponsor the successful bidder in this effort.
26. Ref: Section C, Performance Work Statement, 5.1.2, Qualification/Training and Past Performance: The PWS specifies that “the Contractor shall possess five years’ experience with the functional areas of the PWS” and Past Performance requirement.
Is there a minimum or maximum number of past performance citations / Questionnaires that offerors are required to submit? Also, will the Government consider key personnel personal experience independent of Corporate Past Performance for this evaluation factor?
Answer: There is not a minimum or maximum number of past performance citations.
The Government would consider the Contractor's employee’s individual experience adequate to meet the requirement in the PWS Para. 5.1.2.
27. Please clarify - the CBA expires Jun, 30 2018 and the new contractor begins operation Sep 2018, what will be the status of the CBA? Please confirm costs/pricing will be IAW the current expiring CBA?
Answer: The CBA will continue. Cost and pricing will be IAW the CBA provided in the solicitation. The new CBA if available prior to the solicitation closing will be provided and incorporated into the solicitation.
28. Estimate Workload data. Please clarify that the number of mission pilots is 1 FTE (2080 man hours) or is this a misprint given the number of aircraft supported? Same with MTPs?
This contradicts para 5.2.3 Other Requirements: Contractor pilots performing as Maintenance Test Pilots and Mission Pilots will meet the training requirements of the LAAF Commander's Base Task List (see attachment number (5)) IAW service guidance which insinuates more than 1 MTP and 1 Mission Pilot?
Answer: The Estimated Workload Data is correct. The observation that the number of aircraft would indicate the need for more pilots. However there are also nine (9) Government pilots on site to fill that requirement.
Change to Para 5.2.3 will be worded “Contractor pilots performing as Maintenance Test Pilot and as a Mission Pilot will meet the training requirements of the LAAF Commander’s Base Task List (see attachment number (5)) IAW service guidance.
29. PWS 5.2.5.1 System Operators: "Systems Operators are employees with expertise and training in unique systems Operations" however it is not clear if this is an additional duty or dedicate position NOR what system?
Answer: This would be considered an additional duties directly related to aircraft maintenance that are required to collect data. An example would be to operate and vibration analysis equipment on the assigned aircraft, then utilized that data to accomplish adjustments to lower the vibration levels to an allowable level.
30. Section L, Instruction to Offeror (page 112/125 states "The Government has identified two (2) key personnel, program manager (PM) and site manager (SM), in the contractor workforce (PWS paragraph 1.6.10.1).
However PWS para 1.6.10 states "The follow personnel are considered key personnel by the government: The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
Answer: PWS will change Contract manager to Program Manager.
Qualifications for all personnel are listed in Attachment 3, Table 3. & Para
1.6.10.1 Contractor Representative: The Contractor shall provide an on-site Program Manager (PM) who shall be physically present during work performance to conduct overall management coordination and furnish liaison with the Government. The PM shall be the point of contact with the Government and shall have the authority to act or make decisions for the Contractor on all matters pertaining to this contract. These seem to contradict each other -while Section states PM & SM as "2 KEY" personnel the PWS para 1.6.10 states CM & PM which are identical in responsible. Furthermore no description exists of Site Manager. We recommend change to "1 KEY person" aka Program Manager or Site Manager or Contract Manager. This effort does need such redundancy.
Answer:All references to Site Manager, Project Manager and Contract Manager will change to Program Manager since all titles are one and the same.
Any references to the second key personnel, will be referred to as the Alternate Program Manager. This redundancy, seldom required, is deemed necessary by the Government.
31. PWS.5.3.16.1.3 Issue Fuel…"the Contractor shall maintain tankers in the ready-to-issue mode for retail dispensing 24/7." With only One Aircraft Servicer FTE, is it the USG intention to have that person on-call 24/7 for retail dispensing?
Answer: The Government does not expect the Servicer to be on call 24/7. This is in reference to the vehicle to be ready for use 24/7. There are two fuel vehicles assigned to perform this task.
32. PWS.1.6.7.4.1 Drug Free Workplace: The contractor shall follow DOD Federal Acquisition Regulation Supplement (DFARS) clause 252.223-7004, Drug-free Work Force; and local policies regarding drug testing. The contractor shall conduct drug tests, ensuring all top secret cleared contractor employees are tested at least once per year. PWS 6.7.12.1 Security Requirements: The security requirements are in accordance with the attached DD Form
254. The security requirements for these services are classified up to the Secret level. Will the USG confirm that this effort is a SECRET procurement and there are no Top Secret contractor positions?
Answer: There are no Top Secret cleared Contract employees. The Government conforms that this effort is a secret procurement.
33. PWS paragraphs 1.6.10 and 1.6.10.1 Conflict with Section L, Page 112 regarding Key Personnel. Will the USG please clarify the Key personnel requirements.

PERFORMANCE WORK STATEMENT
AVIATION SUPPORT SERVICES
U.S. ARMY YUMA PROVING GROUND, ARIZONA
Part 1
General Information
1. GENERAL: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The Contractor shall ensure that all contractor employees and subcontractor employees are medically, dentally, and psychologically fit for performance of their duties.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, supervision, and non-personal services necessary to perform Aviation Support Services as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract.
1.2 Background: United States Army Yuma Proving Ground (USAYPG or more commonly known as YPG) is a Major Range and Test Facility Base (MRTFB) that conducts Research, Development, Test, and Evaluation (RDT&E) missions for Department of Defense (DOD), commercial customers and other agencies that have formal agreements with USAYPG. USAYPG is located near the Arizona-California border, approximately 26 miles north of the City of Yuma, Arizona. USAYPG is 1,300 square miles, and has the size to allow U.S. Army weapon systems to fully exercise their capabilities without endangering the public, the isolation to avoid encroachment, the climate and vegetation to avoid environmental issues, and the sea level altitude critical for a helicopter test center.
1.3 Objectives: The support provided by this Performance Work Statement (PWS) to USAYPG Flight Services Division is to augment the operation, maintenance and servicing of any and all assigned aircraft at Laguna Army Airfield (LAAF) and to provide Aviation Services for aviation customers. LAAF presently operates and maintains four (4) UH-60A helicopters and one (1) Cessna Caravan C208B Cargo-master airplane as instrumentation platforms, and two (2) CASA 212 airplanes in support of the U.S. Army Special Operations Command (USASOC) Military Free Fall School (MFFS). All aircraft are maintained/repaired at USAYPG LAAF by Flight Services Division.
1.3.1 Mission: The mission of USAYPG is to support the Warfighter through test and evaluation. The management and personnel are familiar with the dynamics associated with multiple diverse testing efforts that are ongoing while operating in dispersed, often remote testing areas simultaneously. The utility helicopters perform test support and test and evaluation support requirements integral for mission accomplishment of U.S Army Test and Evaluation Command (ATEC)/U. S. Army Material Command (AMC) RDT&E organizations. YPG conducts the following test support and test and evaluation missions that support development, operational test, and evaluation of a full range of Army and Joint systems (DOD) for Army Transformation:
- Safety chase for hazardous flight test missions
- Seeker and sensor captive flight-test support
- Aerial instrumentation and video/photo support
- Placement, movement, and sustainment of range instrumentation, support equipment and personnel
- Test article recovery capability
- Range safety, command and control capability, and environmental protection surveys
- Test center, range, and facility capability orientation
- Force Protection and Installation Security Capabilities
- Chemical and biological agent dispersion for testing, detection, decontamination, and safe movement
- Recent examples of this kind of testing include next generation image/camera systems, seeker and sensor captive flight-test and supporting aerial instrumentation and video/photo support. Test teams, maintainers, and test equipment are also transported on the vast range complexes (YPG is responsible for over 1,300 square miles of land and 2,000 restricted airspace).
- Additionally, support is provided for the U.S. Army Special Operations Command (USASOC) Military Free Fall School (MFFS).
1.4 Scope: Contractor shall provide non-personal services necessary to perform aviation support for USAYPG and/or other test sites (on and off USAYPG property), throughout the United States, and elsewhere. Typical temporary duty sites have been Dugway Proving Ground, UT, Baltimore, MD, Phoenix, AZ, Tucson, AZ, Point Magu, CA, and China Lake, CA. Temporary duty durations have been from two days to as long as 21 days. Support shall be provided without geographic constraint on work area. The purpose of the contract is to provide administrative, management and operational support services. The Government retains and does not delegate any decision-making responsibility or authority to the Contractor. Operational support services include Ground and Flight Operations, Aviation Maintenance and Aircraft Servicing, and Airfield Services (refer to Army Regulation
(AR) 95-20).
1.5 Period of Performance: The acquisition provides for a basic contract effort of 45 days phase-in period starting 14 September-31 October 2018 and a base period staring 1 November 2018 - 31 October 2019, and four one-year options for a total of five years.
1.6 General Information:
1.6.1 Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a QCP and program to ensure all work described in this contract is performed at or above the standard defined in the Performance Requirements Summary (PRS). The QCP is developed by the contractor for its internal use to ensure that it performs and delivers high-quality service. The contractor’s QCP is the means by which the contractor ensures all work complies with the requirements of the contract. The QCP identifies and corrects potential and actual problem areas throughout the entire scope of the contract.
1.6.1.1 The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The QCP shall be submitted within twenty (20) days prior to contract full performance. After acceptance of the QCP, the contractor shall receive the contracting officer’s (KO) acceptance in writing or any proposed changes to the QC procedures. The contractor shall submit QCP changes within five (5) days to the KO and Contracting Officer’s Representative (COR) for review and approval prior to implementation.
1.6.1.2 The Quality Control Plan shall address as a minimum:
1.6.1.2.1 Inspection Program. Included shall be a quality control inspection program covering all general and specific tasks included in the contract scope of work. It shall specify tasks or areas to be inspected on a scheduled or unscheduled basis, the manner in which inspections are to be conducted, the titles of the individuals who will perform the inspections, and the percentage of the work that will be inspected on a recurring basis. In developing this inspection program, the Contractor shall identify the key activities and associated characteristics in each process that have a significant influence on specific services and provide for methods for evaluation of the selected characteristics.
1.6.1.2.2 Deficiency Identification. The QCP shall include a method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable as defined in the PRS. This shall contain processes for corrective action without dependence upon Government direction.
1.6.1.2.3 Deficiency Correction. The program shall contain process control and process performance measurement procedures that shall include how the Contractor shall implement preventive corrective actions.
