Exhibit H: TRAINING REQUIREMENTS
1. TRAINING OF CONTRACTOR PERSONNEL. The Contractor shall manage a comprehensive training, qualification, and certification program for compliance with vocational needs as well as Government mandated training, such as, EEO, security, safety and environmental requirements. The Contractor shall formulate and submit a plan for this program to the COR no later than the post award conference, and upon revision, for acceptance or rejection by the Government. The Contractor shall not deviate from the approved plan without the written consent of the KO. The Contractor’s training program shall demonstrate how the Contractor shall ensure Contractor personnel remain trained at all times to accomplish the requirements of this PWS. The Contractor shall maintain records of all scheduled and completed training (e.g., rosters, certifications, etc.). The Government will reimburse the Contactor for approved training related costs for transportation, per diem, miscellaneous travel expenses, cost of the training course, and, as applicable, labor hours related to both the travel and attendance of the class.
1.1 GOVERNMENT FUNDED TRAINING. The Government may fund training directly related to the assigned mission for Contractor personnel. The Contractor shall submit a written request for approval to the COR identifying the course subject, location, dates, estimated cost to the Government (if any), names of Contractor personnel attending, and rational for attendance. The Contractor shall submit travel approval and voucher documents in accordance with the FTR. The Contractor shall obtain COR approval for travel in advance of commencement of training and associated travel.
1.2 SYSTEM-SPECIFIC TRAINING. When the Government provides test related training (as defined in a WAO) for any Contractor personnel, the Contractor shall ensure that the employee remains on the test until completion of the WAO. Otherwise, the Contractor shall reimburse the Government for all expenses affiliated with the training or arrange for training of an alternate at Contractor’s expense.
1.3 EMERGING REQUIREMENTS TRAINING. In performing its responsibility under the contract, the Contractor shall use only fully trained, experienced and technically proficient personnel. Training of Contractor personnel shall be performed by the Contractor at its own expense, except when the Contracting Officer or his/her designee has given prior approval of training to meet requirements that are specifically peculiar, for new technologies and/or unique skills to meet WSMR’s evolving mission. Training at Government expense, for keeping Contractor personnel abreast of the state of the art or best industry practices under this contract, shall be unallowable costs, as defined in FAR 31.201-2. Unforeseen training requirements may occur from a change in Army business practices, regulations, or policies. The Government will give the Contractor warning of changes and at least thirty (30) days to implement new practices. In this case, associated training will be an allowable direct cost.
1.4 OPERATOR TRAINING, PERMITS, LICENSES, AND CERTIFICATES. The Contractor shall operate motor vehicles in accordance with AR 190-5, AR 385-10, AR 600-55, Department of Defense Directive - DOD 4500.36-5 (Management, Acquisition, and Use of Motor Vehicles), and Revised AR 600-55 (ALARACT 242/2011), DOD Contractor personnel shall comply with licensing requirements of the state and local motor vehicle laws. DOD Contractors shall certify Contractor employees assigned to operate Government-Owned or Government-Leased equipment in the performance of this contract at the Contractor’s expense. Contractors shall assert or provide evidence of operator qualifications, training, or certification to operate their assigned vehicles or equipment. The Prime Contractor shall document all operator qualifications and provide this documentation to the COR before any contract employee engages in any mode of equipment operation. The COR will retain operator documentation in the contract file.
Such licenses, permits, and make certificates available to the Government for inspection upon request.
1.5 MANDATORY TRAINING. During the course of the contract, the Government may mandate training for all personnel on the installation. Requirements may be computer-based or instructor-based training. Contractor personnel shall participate in all training requirements and report compliance by submitting certificates or completion documents through the COR.
1.5.1 SECURITY TRAINING. Contractors shall complete the following Security training
(included in Army-mandated training) within 30 calendar days of contract award, within 15 calendar days of new employees commencing performance, and annually thereafter.
The Contractor shall provide CAC-verification training rosters or certificates through the COR NLT 45 calendar days after contract award and annually thereafter. Government furnished and required security training includes iWATCH Program AT Level 1 OPSEC Awareness

The Contractor shall adhere to the frequency and training requirements for program specific trainings in the area of

The COR will approve necessary training and accept completion documentation to record Contractor compliance. Part and full time permanent employees requiring either WSMR Network access, installation access in excess of six months or both shall complete all security-mandated training assigned and tracked through the ATEC Training Tracker Module (ATTM).
1.5.2 FACILITY SECURITY OFFICER TRAINING. At a minimum, the FSO shall complete the necessary coursework and exams within 120 days of contract award. The Defense Security Service Security Training, Education, and Professionalization Portal offering the following courses:

1.5.3 ATEC CONTRACTOR SECURITY TRAINING TRACKING. Part and full time permanent employees requiring either WSMR Network access, installation access in excess of six months or both shall be required to complete all security-mandated trainings assigned and tracked through the ATEC Training Tracker Module (ATTM). The COR and the Government Training Coordinator log Contractor personnel and training requirements.
1.5.4 NON-ATEC CONTRACTOR SECURITY TRAINING TRACKING. Casual, temporary, and those employees that do not have WSMR Network access shall be required to complete all assigned security trainings assigned through the ATTM to those employees identified above. However, the FSO and the WSTC Industrial Security Officer (ISO) shall coordinate the delivery and tracking method. Annually (last week of August) a report of all such employees, identifying the completion date of each training event by each employee shall be provided to the WSTC ISO.
1.5.5 NEW EMPLOYEE ORIENTATION. New Contractor employees require security training within thirty (30) days of start date. For the purposes of security training events, a new hire shall be defined as an employee that is newly hired to the Contractor or is returning after a break in employment in excess of one year. The Government will not consider, as new hires, Contractors that did not have a break in service in excess of one year.
Nor will the Government consider an employee, as a new hire, when previously a service member, civil servant, or employed with another Contractor assigned to or contracted by the WSMR/ATEC Command. The Contractor, the Government Training Coordinator, the COR, the FSO, and the ISO track Contractor security requirements.
1.5.6 AT AWARENESS TRAINING FOR OVERSEAS TRAVEL. The Contractor and associated sub-contractor employees shall receive Government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13 when OCONUS. The Contractor shall participate in specific AOR training content directed by the Combatant Commander with the unit ATO being the local point of contact. Travel outside the US (OCONUS) requires the contractor obtain passports and receive training per Army and WSMR regulations.
1.5.7 INFORMATION ASSURANCE (IA) / CYBERSECURITY (CS) TRAINING. All
Contractor personnel with access to Government information systems and networks shall successfully complete all required IA / CS awareness training as specified in AR 25-2, Information Assurance and as specified by the Government requiring activity.
This includes training mandated in Army CIO / G6 ALARACT message 293/2007, Subject: Implementation of Standard DOD IA Awareness Training, dated 261800Z Dec
07. Training is available at https://ia.signal.army.mil. The Contractor shall ensure that all contractor employees and sub-contractor employees requiring IA /CS awareness training and the DOD Cyber Awareness Challenge Training at the start of work performance on this contract and annually thereafter for the duration of this contract.
1.5.7.1 ARMY CYBER TRAINING TRACKING. Contractor employees and sub-contractor employees performing work under this contract with access to Government information systems and networks shall create and maintain a current user account and profile in the Army Training and Certification Tracking System website (ATCTS) at https://atc.us.army.mil, in the unit container managed by the COR.
Contractors with User Level Access shall upload the following to the ATCTS and provide copies to the COR for continuous compliance monitoring and reporting:
Certificates of successful completion of IA / CS training, DOD Cyber Awareness Challenge Training (https://ia.signal.army.mil)
Acceptable Use Policies (AUP) DD Form 2875 – System Authorization Access Request (SAAR)
As required by DOD 8570.01-M, Contractors requiring Technical Level Access (elevated access), must also upload the following to the ATCTS and provide copies to the COR:
Appointment Orders Applicable baseline and computing environment certifications Continuing professional education credits
1.5.7.2 ELEVATED ACCESS REQUIREMENTS. The Contractor shall ensure that all contractor employees and subcontractor employees performing work under this contract who have elevated access to Government information systems and networks, upon having completed the above referenced requirements for Technical Level Access, have been issued common access cards (CAC) and / or SIPR tokens for user authentication and secondary authentication tokens tied to their technical level permissions. Violations of the use of the issued and authorized means of authentication will be treated as a security violation and may terminate the contract. DFARS clause 252.239-7001 (Cyber Security Contractor Training and Certification) applies to this contract. This contract is subject to the mandates of DoD 8570.01-M, which establishes baseline technical and management CS skills for personnel performing CS functions within DoD. Functions spanning multiple levels require certification of the highest-level functions. Contractor personnel performing functions in multiple categories or specialties shall hold https://ia.signal.army.mil/ https://ia.signal.army.mil/ certifications appropriate to the functions performed in each category or specialty. The Contractor shall ensure its IT (CS) workforce members have the baseline certifications corresponding to their IT (CS) functions, as defined in Chapters 3, 4, 5, 10, and 11, and Appendix 3 of DoD 8570.01-M at work performance start date. Contractors will obtain all required Computing Environment (CE) certificates within 6 months of being engaged.
The IAT Level I baseline certification is the minimum requirement for unsupervised privileged access. The Contractor shall ensure that all employee certifications remain active and are renewed prior to expiration.
1.5.8 DERIVATIVE CLASSIFICATION. This course explains how to derivatively classify national security information from a classification management perspective. The course describes the process and methods for derivatively classifying information; identifies authorized sources to use when derivatively classifying information and explains how to apply authorized sources, through derivatively classifying information based on the concepts of "contained in," "revealed by," and compilation. The course also discusses the responsibilities associated with derivatively classifying information, to include avoidance of over-classification, classification prohibitions and limitations, information sharing, classification challenges, and security incidents and sanctions. Contractors shall complete this course upon award or new employment and bi-annually thereafter.
1.5.9 COMBATTING TRAFFICKING IN PERSONS. Defined as recruitment, transportation, transfer, harboring or receipt of persons by means of the threat, use of force, coercion, abduction, fraud, deception, abuse or exploitation, Trafficking in Persons is the third largest and fastest growing criminal activity in the world. A grave violation of human rights, it is a worldwide criminal threat to security, civil rights, and stability – and a direct threat to our national foreign policy goals. The Army has a zero-tolerance policy for Trafficking in Persons as a serious global issue that undermines and degrades readiness. Army policy and the FAR require immediate and annual mandatory awareness training for all DOD military and civilian personnel, and for DOD contract personnel, deploying overseas.
1.5.10 SAFETY TRAINING TRACKING. The Contractor shall complete the requisite Safety training within 30 days of contract award. The Contractor shall require incoming personnel to participate in New Employee Orientation training at which Range Safety training occurs. In compliance with Range Security and Safety, the Contractor shall complete Government radiation training prior to access to controlled areas around the Fast Burst Reactor.
1.5.11 UNEXPLODED ORDNANCE (UXO) POLICY. The Contractor shall comply with
WSMR UXO policy and procedures. Although Contractors receive initial UXO training at a New Employee Orientation session, it is the Contractor’s responsibility to watch the UXO video and read the policy letter posted at www.wsmr.army.mil under the Unexploded Ordnance tab. Contractors shall complete this at least once a year.
1.5.12 ENVIRONMENTAL TRAINING. The Contractor appointed Environmental Officer participates in Environmental Officer’s initial and annual refresher training conducted by http://www.wsmr.army.mil/ the Government. The Contractor EO shall identify personnel whose roles, responsibilities and activities may affect the environment and shall demonstrate that these personnel receive EMS awareness training via WSMR's current EMS brochure or equivalent training within 30 days of receiving notice to proceed. The Contractor shall submit training certificates of completion to the COR at the end of each fiscal quarter.
1.5.13 HAZMAT TRAINING. The Contractor shall inspect, maintain, and operate hazardous waste SAPs in accordance with the WSMR Hazardous Waste Permit, local training and guidance documentation. For any work performance in which the Contractor encounters Ozone Depleting Chemicals, the Contractor shall coordinate requirements through the COR to the WSMR EO and complete requisite training, tracking, and maintenance logs as required.
1.5.14 DISCLOSURE OF INFORMATION. Neither the Contractor nor its employees shall divulge or release data or information developed or obtained under this contract except to an authorized Government person or upon written approval of the KO. The Contractor shall complete bi-annual training as required by HQ ATEC, entitled Non – Disclosure Agreement and Release of ATEC T&E Information.
1.6 AMMUNITION SUPPLY POINT (ASP). The Contractor shall provide a workforce that possesses the skills, knowledge, certification, and training to perform storage, receipt, and shipping of ammunition services required at the ASP. Training and certification required for Arms, Ammunition, and Explosives (AA&E) include:
