10. PREPARATION INSTRUCTIONS
10.1 The contractor shall provide one of the following TIP formats: an oral TIP or an abbreviated TIP. The oral TIP review is generally the preferred method for the larger, more complex TIPs, because it combines streamlined procedures with thorough coverage of essential tasks and resources during a government/contractor meeting held to resolve issue and provide immediate approval.
10.2 The TIP shall be submitted to the Government as one document, identified by the TAR number and title. The contractor shall also identify the POC or TSC Lead responsible for accomplishing the task, with telephone number.
a. Oral TIPs shall be submitted to the COR as read-ahead packet consisting of a cover letter, management presentation (e.g., Power Point Slides) and costing attachments, to be followed up with an oral presentation.
b. An Abbreviated TIP does not include briefing slides: it consists of a formal letter explaining the contractor’s approach and the TIP cost. This format is generally preferred for the smaller, less complicated tests.
c. Ordinarily there is no government/contractor meeting schedule for an abbreviated TIP: it is provided to the test directorate for a written response (recommendation of approval and comments, if applicable). However, the test officer or contracting officer may request an oral presentation for an abbreviated TIP, if they feel that government/contractor discussion is needed. All TIP formats shall provide the information listed in paragraph 10.3 and 10.4 below.
10.3 How to accomplish the requirement.
a. Describe the proposed methodology, procedures and plans to accomplish the requirement.
b. List the milestone and delivery schedule.
c. List potential problems and recommended solutions.
