Contract Number Task Number xxxx – Multi-RequirementTest Attachment #15

NOTE: This sample Task Authorization Request (TAR) is provided to give interested vendors a more detailed understanding of potential test support requirements under this contract. No actual deliverables are expected in response to this TAR. Vendors should use the information in this TAR as a basis develop their technical approach.

1. GENERAL TEST INFORMATION: Unless specifically changed by this task order, the contractor performance shall be in accordance with the terms and conditions of the contract. If there is a conflict, the terms and conditions of the task order shall take priority.

1.1. BACKGROUND

a. Full name of test:

b. Test Location/Dates: Fort Knox, Kentucky Pilot Test: 17-22 August Record Test: 25 August-22 September

c. Classification: UNCLASSIFIED

d. System/Functional Description: The System Under Test consists of mounted and dismounted infantry troops connected via a family of internet platforms providing situational understanding in a variety of environments. It will provide Chemical, Biological, Radiological, and nuclear (CBRN) situational awareness and Detect to Warn (Detect to treat for biological detection and identification) via cooperative CBRN networks and reconnaissance. The system has similar survivability, mobility, communication, lethality, and transportability characteristics as the Mine Resistant Ambush Protected (MRAP). 1. Base Vehicle: Employs work stations for a crew of four (4) personnel. For self-defense, it employs a remote weapon station with a .50 cal machine gun that can be operated from within the vehicle when in an overpressure state. The system has a specialized overpressure and climate control system. The system employs a 400 ampere alternator to provide power to the vehicle and mission equipment. It has provisions inside and outside for the crew to carry personal equipment, basic loads of ammunition, rations, water, and Petroleum, Oil, and Lubrication (POL) products. The vehicle provides personnel survivability against specified threat munitions. Two MRAP versions will be used as base vehicles. MRAP CAT 1 is a Mine Resistent Utility Vehicle used for Urban Combat Operations. MRAP CAT 2 is a multi-mission platform capable of providing convoy escort and troop/cargo transport as well as ambulance and Explosive Ordnance (EOD) Combat Engineer operations. 2. Mission Equipment: Employs as GFE the following NBC sensor components and equipment. 3. Command and Control: The command and control capabilities are similar to those of the base vehicle. Navigation is provided by the Precise Lightweight Global Positioning System Receiver (PLGR), and the Vehicular Intercom system (VIC-3) provides interior communication. External communication is provided by Single Channel Ground/Airborne Radio System (SINCGARS). External data communication is provided through the Force Battle Command Brigade and Below (FBCB2) computer through the Enhanced Position Location Reporting System (EPLRS). Unique to the system is the central CBRN Sensor Processing Group (NBCSPG), which consists of Central Data Processing Unit (CDPU) computers with data storage capability, and printer. The NBCSPG processes alarm and identification information from the sensors, formats it into an NBC-1 or NBC-4 report, and sends the report to the FBCB2, which then transmits it outside of the vehicle to the appropriate location.

e. Safety/HUC:

(1) Human Use Committee (HUC) constraints and requirements: None identified at this time.

(2) Safety issues and concerns. Travel to and from the test site requires about one hour and is over a potentially dangerous mountain pass. On long duty days (more than 10 hours), personnel should travel in groups.

(3) Other safety issues and concerns IAW Section C, 1.3.5 (Hazardous Duty) of the contract. The following are elements of the test program which are anticipated to pose potential hazards in the course of test implementation activities. Actions should be considered to mitigate the risks associated with these hazards and should be considered in the development of the TIP.

- Radio Frequencies

- Mounts

- Brackets

- Lasers

- Power Interfaces

- Stimulants of CBRN Agents

- Batteries

- Head protection is required

- Blank Ammunition

- Battery charging station

f. Contracting Officer’s Representative:

g. Alternate Contracting Officer’s Representative:

1.2 SCOPE: During the IOTE, typical user soldiers will operate the SYSTEM to execute missions in accordance with (IAW) Operational Mode Summary/Mission Profile (OMS/MP), Threat Test Support Package (TTSP) and the Doctrinal and Organizational Test Support Package (D&O TSP). The IOT will consist of four 96-hour scenarios conducted over a 28-day period IAW selected portions of the OMS/MP. Conduct of the 96-hour scenarios will include 24-hour per day operations. Weekend scenarios are not anticipated. The primary focus will be the integration of the CBRN suite and the soldiers’ ability to use the complete system during daylight and darkness as well as in Mission-Oriented Protective Posture (MOPP) levels I through IV. Data will be collected on the integration of the CBRN suite into the MRAP base platform. Data will be collected on the crew’s ability to use the training to operate the SYSTEM in its intended environment. There will be two systems used for the test with an additional vehicle available for backup. Prior to start of the record test, soldiers will attend MRAP New Equipment Training (NET) for Common and CBRN specific missions. Test players will also be provided unit/collective Doctrine and Tactics Training (DTT). Following the training and prior to the record test there will be a 96-hour pilot test. Three complete crews will be trained. Crews will rotate during pilot and record testing as only two crews will be needed to man the Systems Under Test (SUT). Maintenance, to include recovery and management of the System Supply Package (SSP) will be performed by contractors. One Stryker-trained soldier team will be inserted during the first record test 96-hour scenario to provide for comparison of crew activities between the MRAP and Stryker configurations.

*NOTE: Be aware that Kevlar Helmets are required due to potential dangers associated with the firing range.

Additionally, personnel are required to don chemical protective gear during test execution as stimulants will be released on the test range. Personnel will be performing duties in a tactical field environment during ambient weather conditions and may be required to traverse rough terrain on foot.
