Performance Work Statement (PWS) For

Reagan Test Site (RTS) Engineering and Technical Services (RETS)

1.0 Scope

This Performance Work Statement (PWS) identifies the engineering and technical services tasks the contractor shall perform to support operations and missions for Reagan Test Site (RTS). The contractor shall provide all labor, materials, equipment, travel and all else necessary to satisfy the RTS engineering and technical support (RETS) requirement of this PWS. Access to standard Garrison services will be provided to contractor personnel as described in Attachment (to be identified prior to RFP)

RETS higher level objectives are categorized as: Test Mission Services (TMS) and

Instrumentation Modifications or Standard Technical Services (STS). Test mission preparation and operations and RTS Instrumentation Modifications are categorized as

TMS and Instrumentation Modification. RTS operations conducted in support of RTS range readiness (to include: RTS instrumentation maintenance, RTS network maintenance, instrumentation calibration, security, environmental, and logistics coordination support), as well as RTS space operations are categorized as STS.

2.0 Background

RTS is an activity of the Department of Defense (DoD) Major Range and Test Facility Base (MRTFB), whose purpose is to execute and report on theater and strategic offensive and defensive ballistic missile testing and support space operations and experiments from the Kwajalein Atoll, in the Republic of the Marshall Islands (RMI), and from the RTS Operations Center in Huntsville, Alabama, using a wide array of highly sophisticated radar, telemetry, and optical sensors to meet the needs of the DoD in defending the Nation and its interests.

RTS is also a United States Anti-Ballistic Missile (ABM) Test Range, and a Defense Site, pursuant to the Compact of Free Association, Public Law 99-239, with the RMI.

RTS is located in the Kwajalein Atoll, RMI, approximately 2,136 nautical miles west-southwest of Honolulu, Hawaii. Kwajalein Atoll is a crescent shaped loop of coral islands whose attendant reef encloses an area of 1,100 square miles - the world's largest lagoon. From Kwajalein Island on the southern reef to Ebadon Island on the northwest corner of the reef is approximately 75 miles. The lagoon is 15 miles across at its widest point. RTS is comprised of technical and support facilities located on eleven, low-lying tropical islands, utilized by the U.S. under the terms of the Compact of Free Association with the RMI. During test operations, the RTS operational Area of Responsibility (AOR) expands to include an area within a radius of approximately 500 nautical miles of Kwajalein Island and also Wake Island, which is located approximately

APPROVED FOR PUBLIC RELEASE; DISTRIBUTION UNLIMITED - SMDC #6140, 11OCT2016 Page 2

700 miles north of Kwajalein Atoll and which contains a complex of instrumentation that is used to support testing activities on a campaign basis.

RTS is the Primary Organizational Element (POE) for technical support services provided by separate contractors for RTS Engineering and Technical Services (RETS) and Meteorological Support Services (MSS). RTS is a U.S. Army Space and Missile Defense Command (USASMDC) organization consisting of the Office of RTS Director, which includes the Technical Director; the Mission Operations Division; Safety Division;

Space Operations Division; and program management support all headquartered in Huntsville, Alabama at the RTS Operations Center - Huntsville (ROC-H). RTS on-island presence consists of the Office of the Range Director, an engineering and maintenance element, and a Communications and Networking Division. RTS receives scientific advice from a Federally Funded Research and Development Center (FFRDC) contracted through the U.S. Air Force. RETS are necessary to meet a continuing need for research, development, test and evaluation (RDT&E) efforts for on-site and off-site engineering, technical support services, and materials required to operate, maintain, analyze, and modify the Ranges instrumentation and related support systems. The RTS instrumentation includes, but is not limited to, highly sophisticated one-of-a-kind, state-of-the-art radar systems designed for collection of precise metric, imaging, and signature data; additional radar metric and impact location assets; telemetry data acquisition systems; and optics capabilities for highly accurate metrics, spectral characteristics, documentary video and photography, and scoring data, command and control centers, herein after referred to as RTS instrumentation (a detailed listing is provided in the RTS Instrumentation Support Facilities Manual (ISFM)). The RETS effort includes a variety of technical support services from which RTS and RTS customers (RTS customers can include both DoD users (including DoD training users), and Non-DoD Users such as U.S. Government Agencies, State and local Governments, allied foreign Governments, and commercial entities as defined by DoDI 3200.11), can select, to include:

Operation and maintenance of communications systems that provide data, voice, timing, and control circuits for conducting test programs at RTS, along with routine administrative communication needs;

Electro-magnetic frequency control, surveillance, and analysis;

Timing reference, synchronization, and control;

Photographic and video services;

Ordnance receipt, inventory, handling, and storage;

Communications Security (COMSEC) equipment receipt, inventory, and control;

APPROVED FOR PUBLIC RELEASE; DISTRIBUTION UNLIMITED - SMDC #6140, 11OCT2016 Page 3

Calibration, repair, and maintenance of Test, Measurement, and Diagnostic Equipment (TMDE);

Mission planning and preparation to include evaluation of mission requirements, development of mission support plans and operational planning documents, preparation of operations schedules, and the adaptation of procedures as required to successfully support mission requirements; and, Design, implementation, testing, and documentation of hardware and software modifications to the instrumentation and technical support systems in order to maintain the state-of-the-art capability required by the complex RDT&E missions supported by

RTS.
