Quotations must be submitted electronically by 15 October 2026 at 10:00 AM KST to the Contracting Specialist and Contracting Officer via email. All sources may submit quotes; however, due to SOFA restrictions, vendors must obtain business licenses directly from the Republic of Korea Government and demonstrate authorization to operate as a local source. The quotation structure consists of four volumes: Volume I (Administrative), Volume II (Technical Capability—50-page limit), Volume III (Past Performance), and Volume IV (Price in Excel format with pricing in whole Korean Won). Evaluation criteria prioritize Technical Capability (Acceptable/Unacceptable rating), followed by Past Performance (Acceptable/Unacceptable), and Price (total evaluated price calculation). Past performance efforts must be recent (within 5 years) and relevant to automation, RaaS, food-service systems, or OCONUS operations. All pricing must represent complete turnkey subscription costs with no separate labor CLINs, and expansion CLINs are Not Separately Priced (NSP) at parity to primary system CLINs. A site orientation is scheduled for 29 September 2026 at Camp Henry, Daegu, with base access requiring submission of the Base Access Request Form by 26 September 2026.

Request for Quotation (RFQ)- Solicitation Number: W90VN926QA065
Autonomous Kitchen – Robotics-as-a-Service (RaaS)
IMPORTANT NOTICES
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ) issued under simplified procedures in accordance with RFO Part 12.202.
Provisions and clauses incorporated into this solicitation are those in effect through FAC 2026-01 (13 March 2026) and DFARS Publication Notice 20260702. All quotations shall refer to Solicitation No. W90VN926QA065.
NOTICE OF FUNDING CONTINGENCY
In accordance with RFO Clause 52.238-18. Funds are not presently available for this effort. The Government’s obligation under this solicitation is contingent upon the availability of appropriate funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer, and the Contractor receives written notice of such availability from the Contracting Officer. The Government reserves the right to cancel this solicitation at any time, prior to award, at no cost to the Government. Quote Preparation Costs: The Government is not responsible or liable for any costs or expenses incurred by prospective vendors in the preparation, submission, or evaluation of quotes in response to this combined synopsis/solicitation. All quote preparation costs shall be borne solely by the vendor.
1. REQUIREMENT OVERVIEW
The 906th Contracting Battalion (Regional Contracting Office – Daegu) intends to award a Firm-Fixed-Price (FFP) contract for a commercial Robotics-as-a-Service (RaaS), subscription (month to month lease) covering both the Indoor Autonomous Kitchen (I-AK) and the Containerized Autonomous Kitchen (C-AK). The period of performance consists of a twelve (12) month base period plus two (2) six-month option periods. Required services include hardware, software and licensing, consumables, technical support, sustainment, delivery, installation, activation, and in-country support presence, as defined in the Performance Work Statement (PWS). The Government intends to award this requirement as a single lot covering both the Indoor Autonomous Kitchen (I- AK) and the Containerized Autonomous Kitchen (C-AK) on an FFP basis.

1.4 United States Forces Korea (USFK)
All sources may submit a quote as applicable. However, the Republic of Korea (ROK)-United States (U.S.)
Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any vendor, for this requirement. All sources submitting a quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.
Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether a vendor qualifies as a local source shall be determined by the Contracting Officer.

1.6.5 Place of Performance ( PWS reference Section 1.6.5)
The work to be performed under this contract will be at locations within the Republic of Korea (ROK).
• Both the base Indoor Autonomous Kitchen (I-AK) and the base Containerized Autonomous Kitchen (C-
AK) will be installed and home-stationed at designated locations at Camp Walker, Daegu. The C-AK is subject to move as required for mission essential/ training/ contingency support.
• Optional expansion systems (up to four (4) additional I-AK and up to two (2) additional C-AK under the applicable expansion CLINs) may be installed at other locations within the Republic of Korea (ROK) as directed by the Government.
NOTE: The C-AK system may be temporarily transported by the Government and operated at locations elsewhere within the U.S. Indo-Pacific Command (INDOPACOM) Area of Responsibility (e.g., Japan, the
Philippines, Guam, Australia, Thailand) for exercises or contingency operations, with all transportation provided by the Government.

6. FULL TEXT OF SELECTED PROVISIONS AND CLAUSES
52.217-7 Option for Increased Quantity—Separately Priced Line Item (Mar 1989)
(a) The Government may require the delivery of the numbered line items identified in the Schedule as option items, in the quantity and at the price stated. This option applies to the following CLINs:
• Base Period: CLIN 0003, 0004, 0005
• Option Period 1: CLIN 1003, 1004, 1005
• Option Period 2: CLIN 2003, 2004, 2005
(b) Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the
Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least
60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 24 months.

52.223-5 Pollution Prevention and Right-to-Know Information (May 2024)
The Contractor shall comply with Fort Carson and Evans Army Community Hospital environmental, spill response, hazardous-material, and regulated medical-waste procedures made available by the Government. The
Contractor shall immediately report spills, releases, damaged containers, temperature excursions affecting specimen integrity, or other environmental incidents to the COR and installation emergency point of contact identified at the post-award conference.

52.223-23 Sustainable Products (RFO / DoD DEVIATION 2026-O0018)
Applicable contractor-furnished consumables shall meet the sustainable-product requirements of the clause to the maximum extent practicable. The Contractor shall identify any required product for which a compliant product is unavailable and obtain written Contracting Officer approval before using a noncompliant substitute.

252.217-7001 Surge Option (Dec 2018)
(a) General. The Government has the option to—
(1) Increase the quantity of supplies or services called for under this contract by no more than four (4) Indoor
Autonomous Kitchens (I-AK) and two (2) Containerized Autonomous Kitchens (C-AK) per performance period.
(2) Accelerate the rate of delivery called for under this contract, at a price or cost established before contract award or to be established by negotiation as provided in this clause.
(b) Schedule. (1) When the Capabilities Analysis Plan (CAP) is included in the contract, the option delivery schedule shall be the production rate provided with the Plan. If the Plan was negotiated before contract award, then the negotiated schedule shall be used. (2) If there is no CAP in the contract, the Contractor shall, within 30 days from the date of award, furnish the Contracting Officer a delivery schedule showing the maximum sustainable rate of delivery for items in this contract. (3) The Contractor shall not revise the option delivery schedule without approval from the Contracting Officer.
(c) Exercise of option. (1) The Contracting Officer may exercise this option at any time before acceptance by the
Government of the final scheduled delivery. (2) The Contracting Officer will provide a preliminary oral or written notice to the Contractor stating the quantities to be added or accelerated, followed by a contract modification. (3)
The Contractor will not be required to deliver at a rate greater than the maximum sustainable delivery rate, nor will the exercise of this option extend delivery more than 24 months beyond the scheduled final delivery.
(d) Price negotiation. (1) Unless the option cost or price was previously agreed upon, the Contractor shall, within
30 days from the date of option exercise, submit a cost (2) Failure to agree on a cost or price shall constitute a dispute; however, nothing in this clause shall excuse the Contractor from proceeding with performance while any claim is being settled.

252.225-7043 Antiterrorism/Force Protection for Defense Contractors Outside the United States.
(a) Definition. " United States ," as used in this clause, means, the 50 States, the District of Columbia , and outlying areas.
(b) Except as provided in paragraph (c) of this clause, the Contractor and its subcontractors, if performing or traveling outside the United States under this contract, shall-
(1) Affiliate with the Overseas Security Advisory Council, if the Contractor or subcontractor is a U.S.
entity;
(2) Ensure that Contractor and subcontractor personnel who are U.S. nationals and are in-country on a non-transitory basis, register with the U.S. Embassy, and that Contractor and subcontractor personnel who are third country nationals comply with any security related requirements of the Embassy of their nationality;
(3) Provide, to Contractor and subcontractor personnel, antiterrorism/force protection awareness information commensurate with that which the Department of Defense (DoD) provides to its military and civilian personnel and their families, to the extent such information can be made available prior to travel outside the United States; and
(4) Obtain and comply with the most current antiterrorism/force protection guidance for Contractor and subcontractor personnel.
(c) The requirements of this clause do not apply to any subcontractor that is-
(1) A foreign government;
(2) A representative of a foreign government; or
(3) A foreign corporation wholly owned by a foreign government.

7 General Information
7.1 Procurement Type and Location
This is a commercial acquisition conducted under simplified procedures of RFO Part 12. The Government intends to award a single Firm-Fixed-Price (FFP) contract for a Turnkey Robotics-as-a-Service (RaaS) subscription encompassing both the I-AK and the C-AK.

7.2 Site Visit

7.3 Award Quantities
The Government reserves the right to make award on any item for a quantity less than the quantity quoted by the vendor.
7.4 Intent to Award Without Discussions
The Government intends to evaluate quotations and make an award without discussions. Therefore, vendors are highly encouraged to present their best technical approach and most competitive pricing in their initial quotation submission. However, the Government reserves the right to engage in communications, interchanges, or discussions if the Contracting Officer determines them to be necessary.
7.5 System for Award Management (SAM) Registration
In accordance with RFO 4.203-1(b), quoters are required to have an active Federal Government contracts registration in SAM when they submit an offer or quotation, and at the time of award. [https://www.sam.gov].
7.6 Quotation Instructions
7.6.1 Evaluation Criteria Reference
Quotations will be evaluated using the criteria under – Evaluation Factors for Award ( 52.212-2). Noncompliance with the RFQ requirements may result in elimination from further consideration for award.
7.6.2 Language Requirements
All solicitation and contract correspondence addressed to the United States Government shall be submitted in English. All supporting documents must also be in English or include a complete English translation.
7.6.3 Electronic Submission
7.6.3.1. Submission Method: Hard copy quotations will not be accepted. 7.6.4 Requests for Information (RFI)

7.6.5 RFQ Closing
Quotations are due no later than 15 October 2026 at 10:00 AM KST. Any quotation, modification, or revision received after the exact time specified for receipt is 'late' and will not be considered, unless the Contracting Officer determines that accepting the late quotation is in the best interest of the Government and will not unduly delay the acquisition.
7.6.6 Mandatory Compliance
Vendors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement will be deemed non-conforming, technically unacceptable, and ineligible for award.
8 Preparation and Format

8.3 Page Limits and Format
The quotation must strictly adhere to the designated page limits. Any pages exceeding these limits will not be evaluated. Page limits include all appendices, charts, graphs, diagrams, tables, photographs, and drawings.
Excluded from the count are volume covers, tables of contents, glossaries, indices, title pages, cross-reference indices, section dividers, licenses, permits, and translated copies. The entire quotation (except Volume IV) must be formatted in twelve-point Times New Roman font on standard letter-size paper (8.5" × 11") with one-inch margins.

9.1 Clarification of Intent
The quotation shall not simply rephrase or restate the Government’s requirements. “Parroting” of the PWS or Technical Exhibit with a statement of intent to perform does not demonstrate understanding or capability. Blanket statements that the Vendor “understands,” “can,” or “will comply,” or vague assurances that “standard procedures will be employed,” will result in a failure to demonstrate technical capability under Factor 1. Vendors are responsible for providing sufficient detail to permit a complete and accurate evaluation.
9.2 Proprietary Information
Proprietary information shall be clearly marked as such.
10 Volume I – Administrative
The Administrative Volume must be complete, accurate, and current at the time of quotation submission. Failure to provide any of the required documentation, or submission of incomplete or expired documentation, will be deemed non-conforming, technically unacceptable, and ineligible for award.
The Administrative Volume shall be organized as follows:
10.1 Vendor Point of Contact and Company Information
Provide:
• Full legal name of the company, Cage Code and Unique Entity Identifier (UEI).
• Business structure (e.g., corporation, limited liability company, partnership, sole proprietorship); and
• Name, title, telephone number, and email address of the individual authorized to bind the company contractually and responsible for all quotation decisions and contractual obligations.
10.2 USFK
Vendors comply with the USFK / SOFA requirements set forth in Section 1.4 of this RFQ.
10.3 System for Award Management (SAM) Registration

10.4 Amendments

11 Volume II – Technical Capability (Factor 1)
11.1 General Instructions
The technical requirements and performance outcomes are defined in the Performance Work Statement (PWS) and Technical Exhibit 1. Vendors may propose any technical architecture, cooking technology, form factor, staffing model, or support concept that achieves those outcomes.
The Technical Volume shall clearly and concisely explain the proposed solution for executing the PWS and achieving the required outcomes. The Government will evaluate the substance of the proposed approach, supporting evidence, and demonstrated understanding of the operational environment (Camp Walker / Republic of Korea / INDOPACOM). Quotations that merely restate the PWS or assert compliance without explaining the proposed solution and providing supporting details will fail to demonstrate technical capability.
The vendor should address each of the following areas:
11.2 Implementation Plan & Scalability:
Describe the plan to achieve Full Operational Capability (FOC) at Camp Walker within the timeline established in the PWS, including the sequence from site survey through trial operations and any known schedule risks with mitigations. Demonstrate manufacturing capacity, supply-chain readiness, and logistical planning sufficient to deliver, install, and fully activate multi-site expansion units (CLINs 0003/0004) upon receipt of an Expansion
Exercise Modification (EEM).
11.3 Performance Outcomes
Describe how the proposed solution will achieve the performance outcomes stated in the PWS and Technical
Exhibit 1. Provide supporting evidence (test data, modeling, laboratory or prototype results, data from analogous systems of comparable complexity, or prior operational results). The Government does not prescribe architecture, cooking method, or form factor.
11.4 Containerized Expeditionary Capability
Describe the proposed approach to meet the Government’s expeditionary and mobility needs, including transportability by standard U.S. Army wheeled prime movers, integrated power/water/grey-water management, compatibility with standard operational rations, and automated fault detection and recovery.
11.5 In-Country Support & Multi-Site Execution
Describe the approach to independently achieve the in-country support outcomes required by the PWS, including minimum on-site presence, fault response, named local point of contact and alternate, and personnel continuity.
Support cost is fully burdened within the firm-fixed-price of the applicable CLIN; no separate labor CLIN will be established.
11.6 Data, Reporting, Cybersecurity & Compliance
Describe the proposed approach for providing the Government with secure access to operational performance data (with unlimited rights in data generated under the contract, excluding proprietary software, source code, or trade secrets beyond those needed to operate and support the systems), compliance with Section 889 and the
Trade Agreements Act, and cybersecurity appropriate for commercial-network operation independent of
NIPRNet/SIPRNet. A full Cybersecurity Plan is due within 60 calendar days after award and is not required at the time of quotation.
12 Volume III – Past Performance (Factor 2)
The quoter shall submit a Past Performance Volume containing recent and relevant past performance information. The volume will be used to assess the probability that the quoter will successfully perform the required effort.
12.1. Recency: Efforts must be ongoing or completed within five (5) years prior to the issuance date of this solicitation.
12.2. Relevancy: Demonstrate similarity in scope, complexity, magnitude, technology integration (automation / RaaS / food-service systems), overseas/OCONUS performance, and performance outcomes.
12.3. For each referenced contract provide: Contract/Task Order Number; Project Title and brief description;
Total Dollar Value; Period of Performance; narrative addressing technological capability, innovation, quality of service, customer satisfaction, and maintenance reach-back; and current points of contact (name, phone, email) for the Contracting Officer, COR, or commercial equivalent. The quoter is responsible for ensuring that all points of contact are current and reachable.
12.4. The Government may consider CPARS, SPRS, customer interviews, and other reasonably available sources. The Government is not limited to the information contained in the quotation.
Note: Failure to submit Volume III as required shall render the quotation noncompliant and ineligible for award. The Contracting Officer is not responsible for obtaining or verifying past performance information on behalf of the vendor.
13 Volume IV – Price (Factor 3)
Note: Vendors must submit pricing in a separate volume labeled Volume IV: Price, using the Government-provided Excel template titled “4. Volume_IV_Price_Quote_Template.xlsx.” The volume must contain only pricing information.
13.1 Formatting Requirements
• Editable Microsoft Excel (.xls or .xlsx), fully unlocked, formulas visible;
• All prices in whole Korean Won (KRW) – no decimals or fractional values;
• Complete entries – no blanks, ranges, “TBD,” or “N/A” (except Expansion CLINs pre-filled as NSP); and
• Self-extracting executable files are prohibited.

13.2 Cost Inclusions (Turnkey RaaS subscription)
Quoted prices shall represent a complete turnkey Robotics-as-a-Service (RaaS) monthly subscription and must include all costs necessary to perform the PWS: hardware, software, licensing, consumables, direct labor (including required in-country support presence), materials, maintenance, delivery, installation, activation, and all direct and indirect costs.
13.3 Multi-Service Expansion (MSE) CLINs
Expansion CLINs 0003, 0004, 1003, 1004, 2003, and 2004 are Not Separately Priced (NSP). Vendors shall not submit separate pricing for these CLINs. By submitting a quotation, the Vendor agrees that if the Government activates an Expansion CLIN, the unit price will be locked at parity (exactly equal) to the quoted price of the corresponding primary system CLIN for that performance period.
13.4 Deployment Support Event CLINs (0005, 1005, 2005)
CLINs 0005, 1005, and 2005 are not priced at the time of quotation. They will be priced by bilateral modification when exercised, using Joint Travel Regulations (JTR) rates. Do not include any contingency deployment travel, lodging, or per-diem costs in the primary system CLINs. Routine in-country support travel required to meet the minimum presence and sustainment requirements at the primary performance location remains included in the applicable base or option FFP CLIN.
13.5 52.217-8 Extension of Services
Quoters shall price only the Base Period and the two Option Periods. Quoters shall not submit a price for a potential six-month extension of services under RFO 52.217-8. If exercised, the extension will utilize the rates of the then-current performance period.

52.212-2 Evaluation—Commercial Products and Commercial Services

14. Basis for Contract Award
14.1. This is a streamlined, competitive acquisition conducted in accordance with RFO Part 12. The Government intends to award a single Firm-Fixed-Price (FFP) contract (month-to-month lease) for both the Indoor Autonomous Kitchen (I-AK) and the Containerized Autonomous Kitchen (C-AK) to the responsible quoter whose quotation conforming to the solicitation provides the best overall benefit to the Government, price and other factors considered.
14.2. Comparative Evaluation. The Government will evaluate quotations using a comparative evaluation in accordance with RFO 12.203(c)(2). Comparative evaluation is the act of comparing two or more quotations in response to the RFQ in a uniform manner to determine which quotation provides the Government with the best overall benefit, considering Technical Capability, Past Performance, and Price. No numerical scores or weights are assigned to the factors or to individual elements within a factor.
14.3. Quotations are first reviewed to ensure all RFQ submission requirements are met. Quotations that fail to meet mandatory submission or administrative requirements will be deemed non-conforming and will not be further evaluated. Responsive quotations will then be evaluated by performing a direct, side-by-side comparison of one quotation with another to determine which provides the greatest overall benefit to the Government with the least performance risk.
14.4. The Government reserves the right to consider a response that offers more than the minimum requirements and to select that response if it provides a benefit to the Government. The Government also has the discretion to award to other than the lowest-priced quotation when a higher-priced quotation provides additional benefits under Technical Capability and/or Past Performance.
15. The relative order of importance of the evaluation factors is as follows:
• Factor 1 (Technical Capability) is significantly more important than Factor 2 (Past Performance).
• Factor 1 and Factor 2, when combined, are significantly more important than Factor 3 (Price).
16. Evaluation Factors. The following factors will be used to evaluate quotes:
• Administrative (Volume I)
• Factor 1 – Technical Capability (Volume II)
• Factor 2 – Past Performance (Volume III)
• Factor 3 – Price (Volume IV)
17. Volume I – Administrative
Volume I is evaluated on a Compliant / Non-Compliant basis. Failure to comply with any mandatory administrative requirement shall cause the quotation to be deemed non-compliant.
17.1. Rating Scale- Administrative
Rating Definition
Compliant The quotation meets the minimum requirements. All required administrative documentation is provided, valid, and complete.
Non- Compliant The quotation does not meet the minimum requirements. One or more required administrative documents are missing, invalid, or incomplete.
18. Factor 1 – Technical Capability (Volume II)
18.1 General. The technical requirements and performance outcomes are defined in the Performance Work Statement (PWS) and Technical Exhibit 1. Vendors may propose any technical architecture, cooking technology, form factor, staffing model, or support concept that achieves those outcomes. The evaluation will assess the extent to which the quoter’s proposed solution demonstrates understanding of the requirements and a credible plan to fulfill them in the Republic of Korea / Camp Walker / INDOPACOM environment. Quotations that merely restate the PWS or assert compliance without describing the proposed approach and providing supporting detail will not demonstrate technical capability.
18.2 Acceptable / Unacceptable Determination (Factor 1 as a Whole) The Government will evaluate Factor 1 – Technical Capability on an Acceptable or Unacceptable basis as a whole. The technical elements listed in paragraph 18.4 will be considered collectively.
A quotation will be rated Acceptable under Factor 1 if, when considered as a whole, it demonstrates a credible plan and supporting detail showing that the proposed solution meets the minimum requirements of the PWS and Technical Exhibit 1 and can achieve the required outcomes in the ROK / Camp Walker / INDOPACOM environment.
A quotation will be rated Unacceptable under Factor 1 if, when considered as a whole, it fails to demonstrate a credible plan or supporting detail for the mandatory requirements, or merely restates the PWS without describing the proposed approach.
Only quotations rated Acceptable under Factor 1 will proceed to the comparative evaluation. A quotation rated Unacceptable under Factor 1 will be restricted from further consideration for award.
18.2.1. Rating Scale- Technical Capability Factor

When considered as a whole, the quotation demonstrates a credible plan and supporting detail showing that the proposed solution meets the minimum requirements of the PWS and Technical Exhibit 1 and can achieve the required outcomes in the ROK / Camp Walker / INDOPACOM environment. Minor weaknesses that do not represent a material risk to successful performance do not require an Unacceptable rating.
Unacceptable
When considered as a whole, the quotation fails to demonstrate a credible plan or supporting detail for the mandatory requirements, or merely restates the PWS without describing the proposed approach. An Unacceptable rating under Factor 1 restricts the quotation from the comparative evaluation
18.3 Comparative Evaluation (Acceptable quotations only). Among quotations rated Acceptable under Factor 1, the Government will perform a comparative evaluation focusing on the degree to which each quotation exceeds the minimum requirements or demonstrates lower performance risk. Evidence that the proposed solution exceeds performance outcomes in quantifiable metrics (e.g., faster deployment timelines, lower energy consumption, or higher meal-throughput capacity) may be evaluated as more beneficial to the Government.
18.4 Technical Elements to be Evaluated (considered collectively under the Factor 1 rating):
18.4.1 Implementation Plan & Scalability. Evaluate the plan to achieve Full Operational Capability (FOC) at Camp Walker within the PWS timeline, including sequence, risks and mitigations, and the firm calendar-day timeline from Expansion Exercise Modification (EEM) for delivery, installation, and activation of expansion units.
Assess manufacturing capacity, supply-chain readiness, and logistical planning for multi-site expansion.
18.4.2 Performance Outcomes. Evaluate the extent to which the proposed solution is likely to achieve the performance outcomes in the PWS and Technical Exhibit 1, supported by credible evidence.

18.4.4 In-Country Support & Multi-Site Execution. Support cost is fully burdened within the firm-fixed-price of the applicable CLIN.
