PART 1 — General Information
1.1 General
This Performance Work Statement (PWS) describes the requirements for a turnkey Robotics-as-a-Service (RaaS) subscription encompassing the deployment, operation, and sustainment of automated robotic kitchen systems. The requirement consists of one (1) fixed-site Indoor Autonomous Kitchen (I-AK) and one
(1) trailer-mounted Containerized Autonomous Kitchen (C-AK).
PWS Autonomous Kitchen (AK) — Indoor Autonomous Kitchen (I-AK) & Containerized Autonomous Kitchen (C-AK)
1.2 Description of Services Introduction
The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to deliver a turnkey Robotics-as-a-Service (RaaS) subscription. This is a non-personal services contract. Contractor employees performing services under this PWS shall be controlled, directed, and supervised at all times by management personnel of the Contractor, independently of U.S. Government officials or other Defense Contractors.
The services shall include the hardware, software and licensing, consumables, technical support, sustainment, delivery, installation, activation, and in-country (Republic of Korea (ROK) support presence for the Indoor Autonomous Kitchen (I-AK) and the Containerized Autonomous Kitchen (C-AK) as defined in this Performance Work Statement (PWS). The Contractor shall meet all standards outlined in this contract.
1.3 Background
The 19th Expeditionary Sustainment Command (ESC) requires a turnkey Robotics-as-a-Service
(RaaS) subscription capability to deploy, operate, and sustain autonomous kitchen systems in support of continuous fresh meal service, culinary specialist (92G) labor recovery, and expeditionary feeding operations within the Republic of Korea and the broader U.S. Indo-Pacific
Command (INDOPACOM) Area of Responsibility. The Government intends to award this requirement as a single lot covering both the Indoor Autonomous Kitchen (I-AK) and the
Containerized Autonomous Kitchen (C-AK) on a Firm-Fixed-Price (FFP) basis.
1.4 Scope
The scope of this effort is the deployment, operation, and sustainment of two distinct autonomous kitchen systems under a commercial Robotics-as-a-Service (RaaS). This
Performance Work Statement (PWS) establishes the requirements for the Autonomous Kitchen
(AK) capability, encompassing two concurrent lines of effort.
• Indoor Autonomous Kitchen (I-AK): A fixed-site garrison system providing continuous fresh meal access, Value-Added Product (VAP) menu execution, and culinary labor recovery. Sustaining continuous fresh meal access in a garrison environment, recovering culinary specialist (92G) labor, and executing menus based on Value-Added
Products (VAP). The contractor will be responsible for the systems' ability to produce made-to-order meals on a continuous basis, meeting stringent food safety, nutrition, and performance standards.
• Containerized Autonomous Kitchen (C-AK): A trailer-mounted expeditionary system providing a mobile platform with integrated power, water, grey-water management, operational ration compatibility, and automated fault detection and recovery. Supporting mobile autonomy on a single integrated platform, assessing operational ration compatibility (UGR-A), measuring the sustainment burden (labor, setup, utilities), and testing automated fault detection and recovery.

The Government additionally requires optional, unit-priced capability to install and support additional indoor systems at U.S. Army, U.S. Air Force, and U.S. Marine Corps locations to be determined within the U.S. Indo-Pacific Command (INDOPACOM) Area of Responsibility
(AOR).
1.4.1. Place of Performance: The primary place of performance is the Republic of Korea
(Korean Peninsula). The C-AK may be temporarily transported by the Government and operated at other locations within the U.S. Indo-Pacific Command (INDOPACOM) Area of
Responsibility for exercises or contingency operations.
1.5 Operational Concept
The core operational concept of this contract is to deploy, operate, and sustain advanced autonomous meal production systems within a forward-deployed military environment. The
Government seeks to obtain continuous meal-production capacity, culinary labor recovery, and reliable performance data from these platforms.
To achieve this, the Contractor’s approach must be built on four operational pillars:
• Turnkey Robotics-as-a-Service (RaaS) subscription: The Contractor shall manage both the Indoor (I-AK) and Containerized (C-AK) systems as a complete, end-to-end service. The systems must independently execute meal production, allowing the
Government to recover military culinary labor (92G) rather than reassigning them to operate or clean the contractor's equipment.
• Independent In-Country Sustainment: The Contractor must establish and maintain a robust, independent support footprint within the Republic of Korea (ROK). This local presence must guarantee continuous system operation and execute rapid fault resolution entirely independent of Government personnel or military maintenance resources.
• Data-Driven Evaluation: The systems must continuously generate, track, and export reliable telemetry and performance data (e.g., uptime, meal volume, food safety metrics). This data is critical for the Government to assess the true operational value of autonomous kitchens.
• Rapid Scalability: The Contractor must maintain the manufacturing and logistical readiness to rapidly scale operations upon demand. If the Government requires additional capacity, the Contractor must possess the proven ability to deliver, install, and fully activate expansion units (both indoor and containerized configurations) at any designated location within the ROK within the deployment timeframe established in the
Contractor’s accepted proposal and the applicable Expansion Exercise Modification
(EEM).
1.6 Administrative Operational Requirements
1.6.1 Quality Control
The contractor shall perform in accordance with the Performance Standards outlined in this
PWS Autonomous Kitchen (AK) — Indoor Autonomous Kitchen (I-AK) & Containerized Autonomous Kitchen (C-AK)
PWS and the associated Quality Assurance Surveillance Plan (QASP). The contractor is responsible for all necessary measures to assure that the quality of its service meets the contract requirements. This includes maintaining real-time dashboards for government oversight, tracking performance metrics such as uptime and meal production rates, and ensuring all sanitation and safety logs are completed and accessible.
1.6.2 Quality Assurance
The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP details the surveillance methods and remedies for performance that falls below the acceptable quality levels defined in this PWS. The Contracting Officer’s Representative (COR) will validate performance using system logs, Contractor dashboards, dietitian reviews, and user feedback.
1.6.3 Recognized Holidays
This contract requires services on a continuous 24/7 basis, 365 days a year, with no recognized holidays.
1.6.4 Hours of Operation
The contractor is responsible for ensuring the Autonomous Kitchen systems are capable of continuous, 24/7 operation, including hours when no contractor support personnel are present.
Unattended operation is a required characteristic of the system.
1.6.5 Place of Performance
The work to be performed under this contract will be at locations within the Republic of Korea
(ROK).
• Base Systems: Both the base Indoor Autonomous Kitchen (I-AK) and the base
Containerized Autonomous Kitchen (C-AK) will be installed and home-stationed at designated locations at Camp Walker, Daegu. The C-AK remains home-stationed at
Camp Walker but is subject to temporary movement by the Government as required for mission-essential, training, or contingency support requirements.
• Expansion Systems: Optional expansion systems (up to four (4) additional I-AK and up to two (2) additional C-AK under the applicable expansion CLINs) may be installed at other locations within the Republic of Korea (ROK) as directed by the Government through a formal Expansion Exercise Modification (EEM). Expansion systems are authorized only for installation within the ROK and do not establish permanent performance locations outside the Korean Peninsula.
NOTE: The C-AK system may be temporarily transported by the Government and operated at locations elsewhere within the U.S. Indo-Pacific Command (INDOPACOM) Area of
Responsibility (e.g., Japan, the Philippines, Guam, Australia, Thailand) for exercises or contingency operations. All transportation for such temporary employment is provided by the
Government. During these periods, the mandatory ROK on-site presence and 12-hour on-site fault-response requirements are suspended; the Contractor shall provide remote diagnostic, troubleshooting, and virtual technical support. Temporary employment outside the ROK does not constitute installation of a new system or establishment of a new expansion performance location (Reference PWS Sections 5.3).

1.6.6 Security Requirements
The Contractor’s employees performing work in support of this contract must have a clear background check. The contractor shall ensure support personnel satisfy all installation access, background screening, and Antiterrorism Level I training requirements applicable to the performance location.
• 1.6.6.1 Cyber Security: Systems shall operate independently and shall not connect to
NIPRNet or SIPRNet, using commercial network connectivity secured by a firewall. No
Personally Identifiable Information (PII) or Controlled Unclassified Information (CUI) shall be stored on the system. The contractor must comply with Section 889 of the FY19
NDAA, prohibiting the use of telecommunications and video surveillance equipment from covered entities.
1.6.7 Special Qualifications
The contractor must demonstrate the manufacturing capability and supply chain readiness necessary to scale production. All hardware, software, and critical subcomponents must be manufactured or substantially transformed in a Trade Agreements Act (TAA)-designated country. The contractor must arrange and fund Nationally Recognized Testing Laboratory
(NRTL) field evaluation for each system at each performance location to establish electrical and fire safety acceptability.
1.6.8 Periodic Progress Meetings
The Contractor agrees to attend periodic progress meetings convened by the contracting activity. At these meetings, the contracting officer and COR will review the contractor's performance against the deliverables and milestones outlined in the PWS, and the contractor will appraise the Government of any problems being experienced.
1.6.9 Contracting Officer’s Representative (COR)
The COR will be identified by separate letter. The COR is the primary technical liaison and surveillance authority, responsible for verifying deliverables, recommending milestone payments, maintaining the Authorization to Operate file, and coordinating site access. The COR is not authorized to change any of the terms and conditions of the contract.
1.6.10 Key Personnel
The contractor shall maintain an in-country support presence sufficient to achieve required outcomes, including ingredient replenishment, sanitation, fault response, and preventive maintenance. The contractor shall provide a named local point of contact and an alternate, reachable by the COR during duty hours. While the contractor determines specific staffing levels, a trained support representative must be physically present at each staffed location on not fewer than two (2) days per week. All support personnel must be identified by nationality and employment category to permit Government verification of installation access.
1.6.11 Badging and Identification of Contractor Employees

The contractor is responsible for ensuring its personnel comply with all installation access and badging requirements. The Government will sponsor access; the contractor must submit the required information for processing. All contract personnel shall comply with iWATCH, operations security, and other installation-specific security requirements as directed.
1.6.12 Data Rights
Performance data generated under this contract—including meal transaction records, uptime and fault logs, relocation data, waste and inventory data, and user feedback—shall be delivered to the Government with unlimited rights. The Government may use, reproduce, and disclose this data for any purpose. This does not extend to the Contractor’s proprietary software, source code, or trade secrets, in which the Government asserts no rights beyond those necessary to operate and support the delivered systems.
1.6.13 Phase-In, Installation, and Full Operational Capability (FOC) Timeline/ Phase out
To ensure a seamless transition of meal services and the safe integration of equipment, the
Contractor shall execute system mobilization, installation, and commissioning in three (3) distinct phases for both the Indoor Autonomous Kitchen (I-AK) and the Containerized
Autonomous Kitchen (C-AK). The active Period of Performance (POP) shall commence on 13
November 2026.
Phase I: Pre-Installation, Mobilization, and Site Preparation
Prior to physical installation, the Contractor shall:
• Conduct joint site surveys with the Contracting Officer's Representative (COR), facility managers, and the Directorate of Public Works (DPW).
• Execute mobilization, equipment shipping, and secure local off-site staging.
• Complete all installation preparations, including the submission of required safety documentation, utility connection plans, and Risk Acceptance Memoranda (RAM) to the
Authority Having Jurisdiction (AHJ) for approval.
Phase II: Installation and Commissioning Window (13 November 2026 – 12 December
2026) The Contractor is granted a thirty (30) calendar day window to achieve full physical installation and commissioning. During this window, the Contractor shall:
• Complete the physical installation of both the I-AK and C-AK at their designated Camp
Walker locations.
• Execute and secure all utility connections, including electrical, potable water, and grey-water management, in accordance with installation standards.

• Procure and finalize all required inspections, including Fire Marshal acceptance, DPW electrical acceptance, and Nationally Recognized Testing Laboratory (NRTL) field evaluations for both systems.
Phase III: System Validation and Full Operational Capability (FOC)
To conclude the installation window and achieve FOC no later than 13 December 2026, the
Contractor shall:
• Conduct energized functional testing and system calibrations under the observation of the COR.
• Successfully complete a trial run of meal services to validate system safety, throughput, and operational readiness prior to full turnover.
Phase out.
At the end of the active period of performance, the contractor is responsible for the removal and retrograde of all equipment at the contractor's expense. To safely execute this, the Government shall grant the contractor a fourteen (14) calendar day, non-billable phase-out window immediately following the POP expiration to safely disconnect, dismantle, and remove the systems from the installation. The Contracting Officer may direct retention of the equipment in lieu of removal, provided formal written notice of this intent is issued to the contractor no later than thirty (30) calendar days prior to the expiration of the POP.
1.6.14 Safety Requirements
The contractor shall comply with all conditions required for an Authorization to Operate. Full manufacturer-level UL 300 listing/certification is not required at initial delivery for this effort. No system shall be energized until written acceptance is received from the installation Fire Marshal and the Directorate of Public Works (DPW) electrical authority, an approved Risk Acceptance
Memorandum (RAM) is executed, and a valid Nationally Recognized Testing Laboratory (NRTL) field evaluation label is applied to the installed system. The contractor is responsible for arranging and funding the NRTL field evaluation. The installed configuration shall demonstrate fire, life-safety, and electrical performance consistent with applicable NFPA 96, NFPA 70, UFC
3-600-01, and UL 300 criteria, or an equivalent approach accepted in writing by the Authority
Having Jurisdiction (AHJ). An Emergency Power-Off (EPO) switch must be installed and tested at each location.
1.6.15 Security and Cybersecurity Protocols
• Systems shall operate independently and shall not connect to NIPRNet or SIPRNet.
• Systems shall use commercial network connectivity secured by firewall or equivalent commercial-grade safeguards.
• Data in transit protected by TLS 1.2 or higher. Stored configuration and operational data encrypted where technically feasible.
• Role-based access control with password-protected accounts and activity logging.

• No PII or Controlled Unclassified Information stored on the system. User interactions anonymized via non-PII identifier.
• Suspected cyber incidents reported to the COR within 48 hours, with a written summary within 72 hours stating the date and time of the event, a description, actions taken, and recommendations to prevent recurrence.
• Within 60 calendar days of award, the Contractor shall submit a plan identifying cybersecurity measures implemented, any gaps specific to commercial network operation, a timeline for addressing gaps, and ongoing monitoring procedures.

1.7.3 Multi Service Expansion (MSE)
1.7.3.1 General Scope
The Multi-Service Expansion (MSE) requirement establishes a rapid-response capability to deploy additional Indoor Autonomous Kitchens (I-AK) and Containerized Autonomous Kitchens
(C-AK) to support dynamic mission requirements, training exercises, and other U.S. Military branches within the Republic of Korea (ROK). The Contractor shall maintain the logistical, supply chain, and personnel capacity to surge additional systems up to the maximum quantities specified in the contract schedule.
1.7.3.2 Activation Deployment Timeline
The Contractor shall not commence deployment of any expansion system without a formally executed Expansion Exercise Modification (EEM). Upon the effective date of an EEM, the
Contractor shall immediately initiate mobilization. The Contractor shall completely deliver, install, provision, and achieve formal Government Operational Acceptance of the expansion system at the designated site within the deployment timeframe established in the Contractor’s accepted proposal and incorporated into the EEM.
1.7.3.3 Site Coordination and Delivery
Because expansion units may be deployed to temporary or expeditionary locations within the
ROK, the exact delivery site will be identified in the EEM.
• The Contractor shall coordinate with the local designated Government Point of Contact
(POC) or Contracting Officer’s Representative (COR) no later than fifteen (15) days after
EEM issuance to conduct a site survey (virtual or physical) and verify utility connections, site footprint, and access routes.
• The Government is responsible for all transportation, rigging, lifting, and placement of the system at the delivery site.
1.7.3.4 Operational Standards and Sustainment
Once activated, every expansion unit is subject to the exact same performance metrics, safety standards, and operational outcomes required for the primary systems.
• The Contractor shall provide a turnkey capability, including all hardware, software, consumables, and sanitation supplies.
• The Contractor shall provide in-country support labor meeting the outcomes of PWS Part
5, including a minimum on-site presence of two (2) days per week at the expansion location, plus unscheduled fault response.
Flexible Duration and System Deactivation
Expansion units are frequently utilized for short-term expeditionary exercises (e.g., three months or fewer). The Contractor shall sustain the system for the exact duration specified in the EEM.
• Upon notification that the system is no longer required, or at the expiration of the EEM period of performance, the Contractor shall execute a safe and complete teardown of the system.
• The Contractor shall remove the system and all associated contractor-owned equipment, grey-water, and debris from the Government site within fourteen (14) calendar days of

1.7.3.6 Logistics, Transportation, and Turnkey Execution
The execution of any Multi-Service Expansion (MSE) unit shall be a collaborative logistical effort.
• Government Responsibility: The Government is responsible for the physical logistical transportation of the expansion system(s) to the designated deployment site within the
Republic of Korea (ROK). The Government will coordinate the lift and freight of the system from the Contractor's designated in-country staging location (or port of entry) to the final performance location.
• Contractor Responsibility: The Contractor is responsible for preparing the system for transport (e.g., packing, securing, and rendering it ready for Government lift). Upon arrival at the designated site, the Contractor is responsible for all un-packing, installation, utility connection, and activation.
• Borne Expenses: The Contractor shall not include heavy freight or system transportation costs in the quoted firm-fixed-price rate. Travel and lodging costs associated with a Government-directed relocation, contingency mission, exercise, or training event shall be paid only through activation of the applicable Firm-Fixed-Price
Deployment Support Event CLIN (0005, 1005, or 2005). Routine in-country support travel required to meet the minimum presence and sustainment requirements at the primary performance location remains included in the applicable base or option FFP

1.9 Nature of the Effort
Systems delivered under this contract will operate under Authority Having Jurisdiction (AHJ) acceptance and approved risk acceptance rather than under full manufacturer-level product listing. Section 5 establishes the conditions under which operation is authorized.

3.1 Government Furnished Items and Services

PART 4.
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General
The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2 Equipment Acquisition and Purchase Analysis
The contractor shall acquire only those items needed to perform assigned tasks. Items purchased at the direction of the Government will become Government property. The contractor shall provide the purchase documentation to the OCS Branch and Mayor Cell within three working days after the completion of purchase.
The contractor shall prepare a Lease vs. Purchase analysis for acquiring replacement equipment and submit it to the COR/ PCO for approval. When appropriate, the contractor’s property manager shall prepare a Purchase Request including a written analysis of the following factors: (1) Estimated length of time the equipment is to be used and the estimated amount of use; (2) Financial and operating advantages of alternative types and makes of equipment; (3)
Time remaining on the contract; (4) Cumulative rental payments for the estimated period of use;
(5) Net purchase price; and (6) Transportation and installation costs.
The contractor must receive prior approval from the PCO/ACO before equipment is rented or leased. The contractor is responsible for all repair and maintenance of owned equipment and any repairs and maintenance required by the rental agreement for any rental equipment.
4.3 Secret Facility Clearance
The Contractor’s employees performing work in support of this contract do not have a clearance requirement but must have a clear background check.
4.4 Material
The contractor is responsible for furnishing all required materials to perform the work required in this PWS.
4.5 Equipment
The Contractor shall provide all necessary equipment to perform work required in this PWS. The
Contractor shall provide vacuum pumping trucks for removal of human waste.
4.6 Vehicles
It shall be the Contractor’s responsibility to ensure that the vehicle used in the Performance of this contract are washed and cleaned prior to entering the installation. The Contractor’s vehicle will be subject to an inspection at any time by the COR. Any vehicle found to be in an unsanitary condition which does not meet the sanitary regulations of this installation will not be authorized entry onto the installation.

PART 5. SPECIFIC TASK
5.1 General Task Description
The Contractor shall provide a fully operational, automated robotic kitchen system. This system must be ready for immediate use ("turnkey"), meet all standards in this Performance Work
Statement (PWS), and provide continuous, self-service meal access.
5.2 Robotics-as-a-Service (RaaS) Execution
The Contractor shall execute this requirement under an all-inclusive Robotics-as-a-Service
(RaaS) model. The Contractor is responsible for all actions and costs required to sustain operations, including, but not limited to: equipment delivery, site preparation, installation, activation, daily sustainment, preventative and remedial maintenance, provision of consumables, and on-the-ground technical support in the Republic of Korea.
5.2.1 Phase-In, Installation, and Commissioning Window (13 November 2026 through 12
December 2026)
The active, billable Period of Performance (POP) shall commence on 13 November 2026. The
Contractor is granted a thirty (30) calendar day Phase-In and Installation window to achieve full mobilization, physical installation, and commissioning. During this window, the Contractor shall:
• Conduct joint site surveys with the Contracting Officer's Representative (COR), facility managers, and the Directorate of Public Works (DPW).
• Execute mobilization, equipment shipping, and secure local off-site staging.
• Submit all required safety documentation, utility connection plans, and Risk Acceptance
Memoranda (RAM) to the Authority Having Jurisdiction (AHJ) for approval.
• Complete the physical installation of both the Indoor Autonomous Kitchen (I-AK) and the
Containerized Autonomous Kitchen (C-AK) at their designated Camp Walker locations.
• Execute and secure all utility connections, including electrical, potable water, and grey-water management.
• Procure and finalize all required inspections, including Fire Marshal acceptance, DPW electrical acceptance, and Nationally Recognized Testing Laboratory (NRTL) field evaluations for both systems.
• Conduct energized functional testing, automated cleaning cycle validation, and trial meal production runs under the observation of the COR.
5.2.2 Full Operational Capability (FOC) (13 December 2026)
The Contractor shall achieve Full Operational Capability (FOC) for both the I-AK and the C-AK no later than 00:01 hours local time on 13 December 2026.

• By this deadline, both systems shall possess formal Government Operational
Acceptance and a complete Authorization to Operate / Final Operational Acceptance.
• Both systems shall be fully activated and capable of sustaining 24/7 continuous, autonomous meal production in strict accordance with the performance standards outlined in Part of this PWS.
• Enforcement: Failure to achieve FOC for either system by the 13 December 2026 deadline shall result in the issuance of a Corrective Action Request (CAR) and payment deductions in accordance with the Quality Assurance Surveillance Plan (QASP), up to and including consideration for Termination for Cause (FAR 52.212-4(m)).
5.2.2 Base vs. Expansion CLINs
Base system CLINs 0001 and 0002 are funded and awarded immediately. Expansion CLINs
0003 and 0004 are optional and unfunded. Deployment Support Event CLIN 0005 is an optional
FFP per-event CLIN and is exercised only when the Government directs a qualifying relocation/support event. Corresponding option-period CLINs are 1005 and 2005.

5.2.3 Rules for Ordering Expansion Units (CLINs 0003 0004)
DUE TO OPERATIONAL ENVIRONMENT NECESSITY: If the Government requires the deployment of expansion units under CLIN 0003 I-AK (Indoor) or CLIN 0004 C-AK (Mobile), the following rules strictly apply:
• Who Can Order: Any U.S. military branch (Army, Air Force, Navy, Marines) located in the Republic of Korea can request an expansion unit, provided they transfer funding.

• How to Order: Expansion units are only triggered when the Contracting Officer issues a formal, written modification.
• Deployment Deadline: From the date the modification is signed, the Contractor shall deliver, install, and fully activate the new system at the designated location within the timeframe established in the Contractor’s accepted proposal and the applicable modification.
• Pricing Terms: The monthly cost for an expansion unit must perfectly match the base unit's monthly cost.
• Billing Cycle: Billing for expansion units is prorated. It starts on the exact day the
Government formally accepts the installed unit and ends on the exact same day the base contract expires (co-terminous).
5.3. Installation Locations and Movement of Equipment
All systems provided under this contract, base and option, are installed and home-stationed within the Republic of Korea. The option EXPANSION CLINs do not provide for installation of a system at a location outside the Republic of Korea.
Following receipt of equipment in the Republic of Korea, the Government is responsible for all movement of that equipment throughout the period of performance. This includes movement between installations, movement in support of exercises and contingency operations, and movement to and from locations outside the Republic of Korea within the INDOPACOM Area of
Responsibility. The Contractor bears no transportation cost after receipt in country and shall not price for it.
Temporary operation of an already-fielded I-AK or C-AK outside the Republic of Korea, is exercise or contingency employment and is not installation of a new system or establishment of a new expansion performance location. Government transportation of the equipment does not generate an additional charge under the applicable system CLIN. When the Government directs Contractor deployment support requiring travel, lodging, per diem, local transportation, or incidental deployment labor, those costs are payable only through the applicable FFP
Deployment Support Event CLIN (0005, 1005, or 2005).
5.6. In-Country Support Presence
The Contractor shall maintain an in-country support presence sufficient to achieve the outcomes of this service. The Contractor determines staffing levels, scheduling, and whether support personnel are dedicated to a single location or shared across locations. The Government specifies required outcomes and does not direct the Contractor’s method of achieving them.
Support cost is included within the firm fixed price of the applicable CLIN. No separate labor
CLIN is established.
5.6.1. Required Support Outcomes
● Replenishment. Ingredients and consumables shall be maintained such that no menu item on the published cycle is unavailable due to stockout during operating hours.
● Sanitation. Daily sanitation shall be accomplished by the system’s automated cleaning
PWS Autonomous Kitchen (AK) — Indoor Autonomous Kitchen (I-AK) & Containerized Autonomous Kitchen (C-AK) cycles, which shall run every operating day and produce timestamped logs available to the COR. The Contractor is responsible for the automated cycles functioning as required and for any manual sanitation the system cannot perform automatically. The
Government performs no Contractor sanitation task; Government food service personnel are not a substitute for Contractor performance of this outcome.
● Sanitation verification. During each on-site visit the Contractor shall verify automated cycle completion, inspect food-contact surfaces, correct any deficiency, and record the result. Where an automated cycle fails on a day the Contractor is not scheduled on site, the Contractor shall respond within the fault response standard and the system shall not remain in service with an uncorrected sanitation deficiency.
● Fault response. For systems located within the Republic of Korea (ROK), a qualified technician shall be on site within twelve (12) hours of any fault not cleared by automated recovery logic. For systems temporarily deployed outside the ROK, the Contractor shall provide remote diagnostic and troubleshooting support in accordance with Section
5.14. Regardless of location, faults affecting food safety shall receive immediate response and the system shall be taken out of service until cleared.
● Preventive maintenance. Performed at the intervals specified by the manufacturer, with records available to the COR.
● Point of contact. A named local point of contact shall be reachable by the COR during duty hours, with a named alternate.
● User assistance. The Contractor shall provide a means for users to report issues and shall respond to validated user reports.
5.6.2. Minimum On-Site Presence
The Contractor shall provide a trained support representative physically present at each staffed location on not fewer than two (2) days per week. This establishes a minimum verifiable presence and does not limit the Contractor’s obligation to meet the outcomes at 5.6.1, which may require additional presence.
● The Contractor shall publish a support schedule to the COR and shall notify the COR of changes not less than two (2) duty days in advance where the change is planned.
● Each scheduled on-site support visit shall be of sufficient duration to complete replenishment, sanitation verification, preventive maintenance due at that interval, and the associated records. A visit that does not accomplish these tasks does not count toward the minimum.
● The minimum presence requirement is suspended for any week in which the system is not in operation.
5.6.4 Contractor Travel and I-AK/C-AK Deployment Support (Firm-Fixed-Price Event
CLIN)
• Scope: When the Government directs relocation of an I-AK or C-AK for an exercise, training event, or contingency mission and requires Contractor personnel to travel in support of setup, on-site troubleshooting, or redeployment, the Government may exercise CLIN 0005, 1005, or 2005, as applicable. Routine support at the primary performance location remains included in the base/option FFP CLINs.

• Travel Pricing Basis: The FFP event price shall include all anticipated contractor travel, lodging, per diem, local transportation, and incidental labor necessary for the directed deployment support. Any solicitation-specific travel limitations or pricing instructions established by the Contracting Officer shall govern.
• Execution Payment: The Government will issue a task order or modification to exercise the applicable Deployment Support Event CLIN. The Contractor shall not submit individual travel receipts for reimbursement. Payment will be made based on the fixed price of the exercised CLIN upon satisfactory completion of the deployment support event, as verified by the COR.
5.6.5. Support Personnel Administration
● The Contractor shall identify support personnel nationality and employment category
(U.S. citizen, Korean National, or third-country national) to permit Government verification of installation access and Status of Forces Agreement eligibility.
● Support personnel shall satisfy all installation access, background screening, and
Antiterrorism Level I training requirements applicable to the performance location, and shall comply with iWATCH and operations security requirements as directed by the installation.
● The Contractor shall maintain a continuity plan addressing absence, leave, and turnover
● Support personnel perform under Contractor supervision. Government personnel shall not direct, supervise, or assign tasks to Contractor support personnel. This is a non-personal services requirement.
5.7. Meal Production
● Systems shall produce made-to-order meals for breakfast, lunch, and dinner, available on a continuous 24/7 basis.
● Minimum of ten (10) daily menu options across a seven-day rotating cycle, with not fewer than four distinct cycle sets.
● Menus shall align with AR 40-25 and H2F nutrition guidance, emphasizing whole foods, lean proteins, and heart-healthy fats.
