About this file
This is Amendment 0001 to Solicitation W90VN827RA001, effective October 12, 2026, issued by the U.S. Army Contracting Battalion at Camp Casey, Korea. The amendment extends the proposal response due date from October 15, 2026 to October 23, 2026 and incorporates a revised Performance Work Statement, revised Technical Exhibits, and contractor questions with Government responses. The primary change modifies the Project Manager qualification requirement by removing the education requirement and replacing it with an updated certification requirement per the revised Technical Exhibits.
The solicitation seeks a contractor to provide food service exhaust fans and ducts cleaning services at a dining facility in Korea under Firm-Fixed-Price CLINs for a base period plus four option years. Proposals will be evaluated on Technical Capability (Prime Contractor Registration and Certifications, and Key Personnel), Past Performance, and Price, with award made to the offeror representing best value to the Government. Key Personnel requirements include a Project Manager with minimum two years of project management experience within the last five years on food service exhaust system cleaning contracts and a valid Annual Hygiene Training Certificate, and an Electrical Industrial Engineer with a related two or four-year college degree and one year of experience in the last five years with dining facility food service exhaust cleaning. The prime contractor must hold current valid business registration, a Hygiene Management Permission License from the Republic of Korea Government, and an Annual Hygiene Training Certificate from the Korean Facility Hygiene Management Association. Past performance evaluation requires at least two years of experience within the last five years in food duct cleaning services. Pricing must be submitted in Korean Won rounded to the nearest whole unit, covering the base period and four option years, with any escalation clearly identified. A site visit/pre-proposal conference is scheduled for September 29, 2026 at Camp Casey. Questions must be submitted by October 1, 2026 to the Contract Specialist and Contracting Officer.

ADDENDUM TO FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (OCT 2014)
Basis of Award and Evaluation Criteria Overview
1. Basis of Award
The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is determined to represent the best value to the Government, considering price and other factors, in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 12.201-1, Simplified Procedures. The Government may reject any offer not substantially in compliance with the terms and conditions of the solicitation.
The Government will evaluate offers in accordance with Addendum to FAR 52.212.2, Evaluation - Commercial Items.
The initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. However, the Government reserves the right to request revisions if the Contracting
W90VN827RA0010001
Officer later determines the need. The Government may reject any offer not substantially in compliance with the terms and conditions of the solicitation.
The Offeror's written submission will be reviewed and evaluated on an adjectival basis for the technical evaluation factor as either Acceptable or Unacceptable. Simple statements of compliance /reiteration (i.e., "understood"; "will comply"), without a detailed description of how compliance will be met, may not sufficiently demonstrate the Offeror's ability to meet the technical requirements and may result in a rating of Unacceptable. In order to be considered for award, the proposal must receive an evaluated rating of Acceptable for the technical factor. Technical evaluations will be conducted using the following ratings scale and definitions.
Technical Acceptable/Unacceptable Ratings
Rating Description
Acceptable Proposal meets the minimum requirements of the solicitation.
Unacceptable Proposal does not meet the minimum requirements of the solicitation.
2. Evaluation Factors
Each factor and subfactor will be rated either acceptable or unacceptable. A rating of unacceptable for any factor or subfactor will result in an overall unacceptable rating. If an offeror fails to meet the minimum requirements outlined in one of the subfactors below, the subfactor, and overall proposal will be rated "unacceptable" and will not be eligible for award.
The Government will evaluate offers based on the following factors, listed in descending order of importance. :
Evaluation Criteria:
Factor 1. Technical Capability Subfactor (1), Prime Contractor's Registration and Certifications
Subfactor (2), Key Personnel
Factor 2. Past Performance
Factor 3. Price
Factor 1. Technical Approach
Technical capability will be evaluated to assess the offeror's understanding of the requirement and its ability to successfully perform the service set forth in the Evaluation Factor 1.
Proposal submissions for this evaluation area shall demonstrate the Offeror's ability to accomplish the requirements in the PWS.
Specifically, the Government will evaluate:
a) Does the Offeror's proposed Technical Approach demonstrate a complete understanding of the requirement tasks, deliverables, and logistical details relating to PWS, including addressing potential issues that may be encountered and mitigation examples during transition and full contract performance? Additionally, the Government will evaluate their approach to meeting those requirements listed in the PWS.
(1) Subfactor 1: Prime Contractor's Registration and Certifications
The offeror shall be evaluated on submitted copies of current and valid registration issued by the ROK Government as listed below. The registration of subcontractor cannot be substituted for the prime contractor's registration.
a. Copies of the required business registration, a valid Hygiene Management Permission under the Management of Public Health Act issued by the Republic of Korea (ROK) License
Government, and a valid issued by the Korean Facility Annual Hygiene Training Certificate Hygiene Management Association (CY 2026).
NOTE: The prime contractor registration may not be satisfied by the prime contractor's proposed subcontractor is its registration.
(2) Subfactor 2: Key Personnel
a. Project Manager: The offeror shall be evaluated on their submitted resume of Project Manager (PM) with at least two (2) years of project management experience.
The PM's resume must clearly identify as required below:
- Associate degree or bachelor's degree from an accredited college or university
- Proposed position title
- A brief description of work experience
- Company name, phone number, and complete name of the employer
- Length of work experience (year/month/date - year/month/date)
- Value or size of Contract
b. Electrical Engineer: The offeror shall be evaluated on their submitted resume of Electrical Engineer. The Electrical Engineer's resume must clearly identify as required below:
- Education from a Related Two (2) or Four (4) year college program as Electrical Engineering
- One (1) year of experience with the last five (5) years from the solicitation closing date as labor for cleaning food service exhaust fans and ducts for dining facility contracts.
- Related certification for the proposed Electrical Industrial Engineer.
Factor 2. Past Performance
The offeror shall be evaluated on recent and relevant past performance. Recent past performance is at least two (2) years of experience within the last five (5) years from the solicitation closing date of the food duct cleaning service or related lines of business. Relevant past performance is in working in cleaning exhaust fans and ducts cleaning services or similar maintenance services. The past performance will be evaluated only on proposals that received a technically acceptable rating by the Contracting Officer in the following manner:
(1) Review of the detailed explanation submitted by offerors demonstrating the relevance of the references to the requirements of the solicitation.
(2) Reference will be contacted by phone to verify contents in detail explanation and to determine record of compliance with contract requirements, accuracy of reports, technical and quality awards /certificates.
(3) The Government reserves the right to obtain past performance information from any reasonable source available, including Government database to evaluate past performance.
Past Performance Evaluation Ratings
Rating Description
Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. (See note below)
Unacceptable Based on the offeror's performance record, the Government has substantial doubt that the Offeror will successfully perform the required effort due to documented, unresolved adverse past performance on recent, relevant efforts.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable (Neutral)."
Factor 3. Price
Price analysis will be conducted for each proposal to ensure completeness, reasonableness, and balance IAW RFO 12.204(a) and RFO 15.404-1(b). The following applies to that evaluation.
(1) Completeness. The offeror shall complete the pricing information for all CLINs identified for base period plus four (4) option years. Any underlying assumptions, including proposed escalation rates between the 1st and subsequent periods, shall be clearly explained.
(2) Price Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared to the proposed prices received in response to the RFP.
(3) Unbalanced Pricing. As part of the price evaluation, proposals will be reviewed to identify any unbalanced pricing. Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
(4) Price is not scored. The Government will review the price proposal to determine the extent to which it is reasonable, and consistent with the technical proposal. The price for award purposes will be the combined total of the effective period /years from the date of award. Price shall include all CLINs as listed on the Price Schedule including option periods. The Government intends to evaluate proposals and award a contract without discussion. Therefore, Offerors are instructed that submitted proposals should contain their best pricing
(5) FAR Clause 52.217-8 Option to Extend Services. As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one- half of the Offeror's final option period prices to the Offeror's total price. Thus, the Offeror's total price for the purpose of evaluation will include the base period, all four options.and
Offerors are required only to price the base and Offerors shall not submit a four (4) option periods.
price for the potential one-half year extension of services period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options should not obligate the Government to exercise the option(s).
3. Comparative Evaluation
The Government may conduct a comparative evaluation of offers to determine which proposal represents the best value to the Government. The Government is not obligated to select the lowest priced offer if a higher-priced offer is determined to provide greater overall value under the non-price factors. The Government reserves the right to award without discussions. Therefore, offerors are encouraged to submit their best terms in their initial offers.
4. Award Decision
The award will be made to the offeror whose proposal represents the best value to the Government, considering Technical Capability, Past Performance, and Price. The Government reserves the right to award without discussions. Therefore, offerors are encouraged to submit their best terms in their initial offer.
5. Documentation
The rationale for the source selection decision, including any tradeoffs made between price and non-price factors, will be documented in the contract file.

FACTOR 1-Technical Approach

The past performance factor considers the Offeror's demonstrated recent and relevant record of performance that meets the contract requirements. Past performance will be evaluated on an acceptable/unacceptable basis. Offerors are required to identify contracts, either commercial or Government contracts, for the same or similar services. The Government may ascertain past performance information on the Offeror from sources other than the contracts/references provided.
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see RFO 15.203(c)(1). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable (Neutral)."

This language is adapted from the sample addendum.
NOTE: Offerors are reminded that while the Government may elect to consider data obtained from other sources, the Government does not assume the duty to search for data to cure problems it finds in the proposals. The burden of providing thorough and complete past performance information rests with the Offeror. Evaluation of past performance will be done only on proposals that receive a technically acceptable rating on all previous evaluation factors.
FACTOR III - PRICE
The offeror shall provide complete price proposal to include:
(a) Schedule of Services (CLINs) of the RFP for all five (5) years;
(b) Prices shall be in local currency (Korean Won);
(c) Any escalation in option year pricing shall be identified.

However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103.
The Government will evaluate offers in accordance with Addendum to FAR 52.212.2, Evaluation -
Commercial Items.
The initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. However, the Government reserves the right to request revisions if the Contracting Officer later determines the need.
