About this file
This is a Questions and Answers document for solicitation W90VN827RA001, issued by the Department of the Army Materiel Command Army Contracting Command, concerning the cleaning of food service exhaust fans and ducts for dining facilities at USAG Yongsan-Casey.
The Q&A addresses four key inquiries regarding contract performance and pricing. Regarding wastewater management and cleaning agents, offerors are directed to reference PWS TE-01 (Specific Tasks, paragraphs 1.6.1-1.6.2 and 1.4.1-1.4.2) for guidance on discharge procedures and approved cleaning agent specifications, including sourcing requirements for imported products. On pricing, the document confirms that offerors may include escalation clauses in option year pricing to account for inflation, with anticipated price increases to be reflected in the initial proposal submission. For force majeure events or unforeseen conditions such as power outages or water supply interruptions that prevent performance, the Contractor must promptly notify both the Contracting Officer and the Contracting Officer's Representative (COR). The Contracting Officer will determine whether the event qualifies as an excusable delay and assess eligibility for schedule relief or cost adjustments under the contract terms and conditions.
