SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

a. The purpose of this amendment is to answer the questions from vendors as shown below:

Q1: The revised PWS 5.1.3.1 Control System states;

[The contractor shall maintain automatic control software on heat pump systems, to include backups/restores, proper settings and firmware updates/reinstallation in the event that system restore actions are required. System restore actions shall be completed within 24 hours of request.] In order to perform CLIN X002 PM for HVAC & Heat Pump System specified in TE-04 List of Heat Pump Equipment (Attachment 4), shall an offeror include the maintenance cost by Trane in its price proposal?

As you well know, the installed heat pump systems and software were manufactured by Trane, and without coordination with Trane any contractor itself cannot perform the requirement of the automatic control software on heat pump systems.

A1: The Government does not limit who and how the offerors perform above requirement in PWS 5.1.3. 1. In this case, contractor shall determine best practice of the required action if the system restore action are required. For the record only, PWS 5.1.3.1 is “NOT” a part of the evaluation factors, and no mandated way of business will be suggested by the government. The evaluation sub-factor states, (c) Engineer for Heat Pump System - The offeror shall provide resumes for a minimum of two (2) engineers who possess Air-Conditioning Refrigerating Machinery

(공조냉동 기계기사) licenses and have at least two (2) years of general industrial experience with heat pumps within the last seven (7) years from the closing date of this solicitation. Note: General industrial experience with heat pumps is not limited to specific brands or manufacturers.

Q2: Phase-in period for the former incumbent contractor(s).

A2: It is offeror’s call if the offeror includes phase-in period or not. Since the purpose solicitation/amendment is to promote competition among the capable offerors, government is not limiting offeror’s way of business if there is no conflict with objectives of this contract requirement.

b. All other terms and conditions remain unchanged.
