d.) The table instructs Offerors to submit two (2) copies of each volume.

Question: Since proposal volumes are to be submitted electronically, may Offerors submit only one (1) copy of each proposal volume?

And if the Offeror is allowed to submit one (1) copy of each proposal volume, is the Offeror still required to label each volume with a copy number (e.g., copy 1 of 5) for each volume?Yes, Offerors can submit one (1) copy of each volume. Copy numbers are not required.
45Page 87, RFP Section L, 2. b.Proposal Files, File PackagingSection L, 2. Proposal Files. b. Offerors are to adhere to the page count requirement per solicitation instructions. Offerors can submit multiple emails of separate uploads if needed.
46Page 87, RFP Section L, 2. b.Proposal Files, File PackagingSection L, 2. Proposal Files. b. File Packaging All of the proposal files shall be compressed (zipped) into one file entitled proposal zip using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt, etc., in read-only format. Simply stating compliance with requirements is not sufficient detail to support an acceptable approach."

Question: Shall Offerors submit Attachment 0010 - Section L Cross-Reference Matrix Spreadsheet as a separate excel attachment or may the excel document be modified and placed as a Word table within Volume I?

And if Attachment 0010 is to be placed in Volume I – Technical, may it be modified or reformatted?

And if Attachment 0010 is to be included in Volume I, may it be excluded from page count?Include the Cross-Reference Matrix in the Technical Volume Narrative as an Excel attachment. No, the matrix shall not be reformatted. Yes, the matrix is excluded from the page count.
48Page 90 RFP Section L, (3) Section 3 and page 49 of RFP, Section HSection L instructions for Volume III, Section 3 SubcontractsSection L instructions for Volume III, Section 3 Subcontracts states: "For other affiliates, to include but not limited to, affiliate companies, sister companies, teaming arrangements, and joint venture agreements, the Offeror shall include a copy of the signed arrangement, such as documented affiliation, a copy of the teaming agreement, or a copy of the joint venture agreement (excluded from page count).
