List of Changes to MTCCS II Solicitation due to Q&As:
1. Created a separate file name for Cost/Price Rationale and for the Professional Employee Compensation Plan
2. Changed both sets of CDRLS to 45 days for the Property Management System (PMS) submission
3. Add the Cost Summery to Section L.5.5.3.2, added to the Disclosure Volume
4. Removed the SCA Government Evaluation Block (Paragraph M.4.5.4. second half)
5. Added “may submit” to Paragraph L.5.3.4 for the Unrestricted Offerors
6. Added paragraph 6 to Section L.5.3.4 to read:
“If the Unrestricted Offerors use subcontractor Past Performance projects as the additional two submittals, when provided by a small businesses, the small business subcontractors may meet the restricted pool qualifications of $2M per year for the SB and No Individual Annual Project Value shall be less than $1M per year for the SB, and no multiple location requirements for the SB subcontractor.”
7. Government removed TE from the naming convention in Volume 3
8. Changed Past Performance to read:
"CPARS report, Past Performance Rating Form and or Award Fee Determination report (Will not count towards page limit).
Past Performance Summary Page Limit: Not to exceed 15 pages”
9. Changed SF33 so it can be filled in
10. Corrected Reference to Pricing Template in L.4 Chart
11. Corrected Reference to Disclosure Letter in L.4 Chart
12. Change to “If requested” to Paragraph L.5.5.3.2 Accounting System
13. A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:
(A) Small business;
(B) Service-disabled veteran-owned small business;
(C) Women-owned small business (WOSB) under the WOSB Program;
(D) Economically disadvantaged women-owned small business under the WOSB Program; or
(E) Historically underutilized business zone small business.”
The Joint Venture will also need to provide the CAGE Code of the Managing Partner and the members, and if the Joint Venture is a Small Business with a Large Business Mentor, a copy of the current Small Business Administration (SBA) Mentor/Protégé Agreement.
