C.1 GENERAL.

MTCCS is an Indefinite Delivery Indefinite Quantity (ID/IQ), Multiple Award Task Order Contract (MATOC). The contract is structured for maximum flexibility in providing for an expedited ordering process in order to satisfy the needs of customers primarily at the Army Commands, Army Service Component Commands (ASCC), Army Corps, and Direct Reporting Units (DRU). This contract may be utilized at any MTC location worldwide. Specific regulations, directives, standard operating procedures (SOPs), locations, etc. will be identified at the Task Order (TO) level. MTCCS contractor(s) will provide support in the following four task areas:

Primary Task Areas Task 1: Training Task 2: Technical and Communications

Supporting and Supplemental Task Areas Task 3: Plans and Operations Task 4: Logistics

Supporting and Supplemental task areas are considered integral to supporting the Primary task areas; they SHALL NOT be ordered on a stand-alone basis for any task order.

The Performance Work Statement (PWS) conveys the basic scope and performance requirements, however not every task included here will be used in each Task Order (TO); to this effect all tasks in this PWS shall be read to include, “as directed in the TO”. TO PWSs will provide the specific tasks and subtasks required. Specific standards, metrics and assessment measures will be identified in the issued MTCCS TOs. The general basis for performance standards provided in this PWS will reflect one or more of the following measures for the work to be done:

· Quantity (how much or how often must the service be performed)

· Quality (the required acceptable level of service)

· Timeliness (the time-frame/period of time for submission/performance).

When described in the MTCCS PWS, the performance standards provide the general basis for measuring the performance of each requirement associated with the standard. Where metrics are cited for any general standard, they are used for the purpose of providing examples. Within the context and scope of the MTCCS PWS, it is the responsibility of the TO PWS to resolve and clarify the requirements and performance standards gained from the MTCCS PWS. For a given subtask in the MTCCS PWS, the absence of performance standards infers that the issuance of the standards will be solely from the TO PWS.

3.1 Training.

3.1.1 Collective Training: The Contractor shall provide Collective Mission Command (MC) training, including, but not limited to, Live, Virtual, Constructive, Gaming (and the integration thereof), Military Decision Making Process (MDMP), Staff, Field Training Exercise (FTX), Command Post Exercise (CPX), Tactical Exercise without Troops (TEWT), Mission Rehearsal Exercise (MRE or MRX), Warfighter Exercise, and Virtual Situational Training Exercise (STX) training support.

3.1.1.1 Categories of Collective Training. The following categories are used to group collective training to achieve a common understanding; categories and technologies may be blended in order to meet the training objectives and commander’s intent. Descriptions below are not restrictive and may be adapted and updated as required.

3.1.1.1.1 Small: Typically focused on squad, platoon and company level; involve virtual training and utilize the Army’s Games for Training program, Virtual Battlespace 3 (VBS3), and any follow-on to these products. Live, Virtual, Constructive and Gaming (LVCG) training executed within the confines of the Integrated Training Environment (ITE) provide Commanders a valuable means by which to assess training proficiency.

3.1.1.1.2 Medium: Battle Staff and mission command staff training events typically utilize either a low-overhead driver or Joint Land Component Constructive Training Capability (JLCCTC) and any follow-on product to provide a Common Operating Picture for training or a Master Scenario Event List (MSEL) to achieve training objectives. Training Scenarios typically focus on current operations training, MDMP or on specific Warfighting Functions such as but not limited to Fires or Intelligence.

3.1.1.1.3 Large: Large Exercises are multi-echelon events designed to train and stress the interactions between echelons. Large Exercises typically occur at the Brigade through Corps-level and are driven with a high-resolution driver with a federation of simulations using JLCCTC, or similar capabilities.

3.1.1.2 The Contractor shall design and conduct Brigade and Below collective Unified Land Operation (ULO) exercises.

3.1.1.3 The Contractor shall provide Company/Battery/Troop echelon formations with collective training environments and events (includes both Offensive & Defensive operations and Stability & Support operations) based on the commander’s training objectives.

3.1.1.4 The Contractor shall provide comprehensive collective training that focuses on all aspects of Command Post Operations and execution of key duties and responsibilities of command post personnel to include facilitating training events as over the shoulder trainers or role play subordinate, peer and higher headquarters.

3.1.1.5 The Contractor shall develop and replicate a realistic training environment that encompasses the dimensions and complexities of ULO.

3.1.1.6 The Contractor shall provide training event outline library, scenario development and MSEL development support to training.

3.1.1.7 The Contractor shall develop training support packages that are relevant to the operating environment of the training unit.

3.1.1.8 The Contractor shall develop and write Corps and below operations orders and annexes compatible with the Decisive Action Training Environment. For planning purposes the Government estimates this requirement will involve production of one Corps order (with annexes), four division orders with annexes (two offense and two defense), and 30 brigade scenarios requiring OPORDs with annexes.

3.1.1.9 The Contractor shall provide a training environment that allows staffs to exercise staff drill in an integrated, collaborative system of systems environment.

3.1.1.10 The Contractor shall expand formation centric training to Company and Battalion level to support Unit Virtual-STX, Virtual-TEWT and other collective Leader Training events.

3.1.1.11 The Contractor shall provide relevant formation centric training support for Soldier, Crew and Small Unit formations (company, platoon, section, squad, convoy, and patrol), integrating the Virtual training environment and MTC fielded systems and capacity.

3.1.1.12 The Contractor shall research, adapt and integrate Army Lessons Learned, Doctrinal changes and best practices into Unit, Leaders, and battle staff training conducted at the MTC.

3.1.1.13 The Contractor shall provide intelligence planning, and exercise support that includes, but is not limited to, Intelligence Electronic Warfare Tactical Proficiency Trainer (IEWTPT) system, Intelligence Low Overhead Driver, and Warfighter’s Simulation (WARSIM) Intelligence Module (WIM).

3.1.1.13.1 Intelligence and Electronic Warfare Tactical Proficiency Trainer (IEWTPT). The contractor shall provide support to the IEWTPT. This support includes providing individual and team (section) intelligence MOS sustainment training and collective integrated training with simulated intelligence feeds/virtual data in support of local training objectives. The Technical Control Cell (TCC) is the cornerstone training device of the IEWTPT and is the network interface to the exercise training environment. The TCC Lower Enclave (LE) operates up to the SECRET classification level and performs many functions to support exercise design, set-up, and execution. The TCC Upper Enclave (UE), which operates at the TS/SCI classification level, drives all SIGINT specific training. The contractor will support the integration and operation of each for training events. The TCC server includes exercise set-up, configuration, integration, control, and AAR tools. In addition to generating a stand-alone low overhead simulation, the TCC may interface with the constructive simulation.

3.1.1.13.2 Functional Component Training. The contractor will support the integration and operation of each functional component for training events. The TCC server includes exercise set-up, configuration, and integration, control, and AAR tools. The STI is an engineering interface to the operational MI/ISR system. It may be built into the TCC or part of the MI system. In addition to generating a stand-alone low overhead simulation, the TCC may interface with the constructive simulation. The TCC includes two enclaves an Upper Enclave (UE) which is TS/SCI and a Lower Enclave (LE) which is Secret Collateral.

3.1.1.13.3 The Contractor shall provide intelligence warfighting functional area training for Intel individuals, sections, staffs and Training Unit Commanders. The Contractor shall assist the training unit in developing specific training objectives supported by the IEWTPT system as well as other fielded intelligence simulations.

3.1.1.13.4 IEWTPT Integration. The Contractor will configure, operate, and support all applications within the TCC and associated system training interfaces. This will include the integration of IEWTPT capabilities into an exercise planning construct to meet designated training objectives for the supported MI/ISR systems, staff and TUCs. In support of training events in preparation for the use of IEWTPT, contractors will perform exercise planning, design, development, data scripting, and MSEL development. As specified by the government POC, the contractor will support TSP development to meet specific unit training objectives.

3.1.1.13.5 IEWTPT System Standards. The Contractor shall install and maintain security software updates and patches as required, and maintain IA system accreditation. The Contractor shall conduct system verification scans as directed and maintain log files as required by the Technical Monitor. System standards include processes and procedures for warranty repairs through the IEWTPT system developer.

3.1.2 Leader Training: The Contractor shall design and deliver Mission Training Complex (MTC) leadership products and services that complement and reinforce a Commander’s Unit leader training and leader development programs. Examples include, but are not limited to: training vignettes, leader training classes, doctrine classes, classes directed by command directives and priorities.

3.1.2.1 The Contractor shall create and provide training to improve and sustain Unit Leader skills for Mission Command, decision making and critical thinking.

3.1.2.2 The Contractor shall create and maintain a comprehensive scenario library utilizing existing training scenarios and exercise support and planning documents.

3.1.2.3 The Contractor shall create new or modify existing collective training scenarios, training vignettes, databases, and supporting documentation for individual, collective and leader training requirements to meet the training objectives across the current operational environment.

3.1.2.3.1 Contractor shall maintain routine coordination with the OE Training Support Center (OE-TSC) to ensure Operational Environments (OE) produced for unit training maintain their relevancy, currency, and realism. Coordination with the OE-TSC provides MTCs “reach-back” support to inform the contractor of OE updates and/or changes, access to OE/OPFOR data, OE/OPFOR scenario injects, scripts, road-to-war, threat network configurations, threat cyber & Space degraded story-lines, real-world OE/threat information for MREs, and other products and services.

3.1.2.3.2 OE/OPFOR. The Contractor shall identify at least one SME per MTC as the OE/OPFOR lead who shall act as the primary extension of the OE-TSC in support of HST.

3.1.2.3.3 The Contractor shall provide the Government support as the lead for on-site Response Cells Training, and in supporting role to the RSC and Training Headquarters for planning Exercise Control organization and manning, general Exercise Support manning, Communication planning, the Simulation Control plan and Simulation-Stimulation equipment and integration during conduct of designated the large unit Home Station Exercises. When required, the Contractor shall assist Government in low-level Home Station staff/CP training event design, operational environment storyline and JMSEL development in support of ESC, Division or Corps.

3.1.2.3.4 Maintain OE in Simulations and Training Environments. The Contractor shall research the current operating environment, gain familiarity with associated friendly and threat TTP and develop (or adjust existing) scenarios to support subsequent unit training objectives.

3.1.2.4 The Contractor shall conduct Combat Leader video interviews, as prioritized by the Government, to collect relevant post-deployment and training information and experiences that can be applied to improve training across the Army.

3.1.3 Individual Training: The Contractor shall provide initial operator and sustainment training on Mission Command Information Systems (MCIS).

3.1.3.1 The Contractor shall instruct students in the science and practical application of MCIS in accordance with (IAW) Army standards.

3.1.3.2 Following the PM / TRADOC approved POIs, the Contractor shall test, revise and adapt TRADOC and PM developed programs of instruction for individual Army MCIS training.

3.1.3.3 The Contractor shall develop, update, facilitate, and maintain instructional materials, classroom setup, and classroom instruction for MCIS individual training.

3.1.3.4 The Contractor shall provide individual and group instruction on current and future MCIS including, but not limited to the Combined Information Data Network Exchange (CIDNE), Digital Training Management System (DTMS), SharePoint, collaborative capabilities and theater specific training requirements.

3.1.4 Virtual and Constructive Support: The Contractor shall provide local, distributed, and integrated live, virtual, constructive simulation and gaming training support.

3.1.4.1 The Contractor shall coordinate and liaison with Government-provided contacts at the TRADOC Project Office (TPO) [formerly known as TRADOC Capabilities Manager (TCM)], Program Manager (PM), Field Service Representatives, the Army Training community, and other key agencies.

3.1.4.2 The Contractor shall provide planning, configuration, testing, and execution support to integrate current and future systems, and capabilities.

3.1.4.3 The Contractor shall install, operate, and maintain fielded Training Aids, Devices, Simulators and Simulations (TADSS) and federations.

3.1.4.4 The Contractor shall ensure that live, virtual, and constructive simulation will operate with LVC – Integrating Architecture (IA) where fielded.

3.1.4.5 The Contractor shall integrate the Virtual training environments and MTC fielded systems and capacity providing relevant formation centric training support for Soldier, Crew and Small Unit formations (company, platoon, section, squad, convoy, and patrol).

3.1.4.6 The Contractor shall employ and incorporate models and simulations into exercises to provide realistic, integrated and in depth training environments to the training audience.

3.1.4.7 The Contractor shall install, maintain and operate JLCCTC and DoD provided Low Overhead simulations, and future constructive capabilities.

3.1.4.8 The Contractor shall monitor all simulations capabilities in support of the exercise.

3.1.4.9 The Contractor shall serve as MTC hardware, software and functional expert for simulation capabilities.

3.1.4.10 The Contractor shall install, configure, and troubleshoot Mission Command hardware and software in support of classroom, staff and collective training events.

3.1.4.11 The Contractor shall design and integrate Mission Command architectures in support of training and exercise objectives IAW applicable Army Cyber Security Guidelines.

3.1.4.12 The Contractor shall provide integrating architecture and constructive simulation support associated with supported exercise and events.

3.1.4.13 The Contractor shall provide current and future constructive simulations planning, configuration, testing, and execution support.

3.1.4.14 The Contractor shall recommend to the Government and the unit the JLCCTC model Low overhead capability and/or federation best suited to support the unit commander’s proposed training objectives.

3.1.4.15 The Contractor shall install operate, integrate, and troubleshoot approved, fielded constructive and virtual simulation models in support of exercises and training in classrooms and work cells, reconfigurable tactical operations centers (RTOC), TOC pads, and other related training locations.

3.1.5 Database Support: The Contractor shall provide database design, creation, access, maintenance and archiving for current and future models and simulations.

3.1.5.1 The Contractor shall receive and apply terrain database(s) into all aspects of Mission Command training events. As required/available, coordinate for or construct portions of terrain or other terrain as applicable to support training events and unit/command training objectives.

3.1.5.2 The Contractor shall maintain currency on all Army fielded Mission Command Information Systems, software capabilities and databases; simulation training material solutions and software; and Army doctrine, policy and procedures, and TTPs as they change or are upgraded / updated.

3.1.5.3 The Contractor shall provide current and future support for constructive and gaming models to include simulations, planning, configuration, testing and execution support.

3.1.5.4 The Contractor shall configure federations, networks, and facilities for the supported exercise or event IAW Army Cyber Security guidelines.

3.1.5.5 The Contractor shall provide system engineering support to configure and prepare gaming platforms in order to support an exercise or event.

3.1.5.6 The Contractor shall provide core network and system administration support to gaming systems.

3.1.5.7 The Contractor shall provide Gaming system Core Network/System administration-management and maintain currency of Government Gaming systems software.

3.1.5.8 The Contractor shall provide integration with Virtual Devices to meet training objectives and collective task accomplishment.

3.1.5.9 The Contractor shall provide First-Person Shooter gaming scenario development, terrain database creation (currently through VBS3), maintenance, scripting and archiving for current and future models.

3.1.6 Training Integration: The Contractor shall conduct integration, and planning simulation, Mission Command Information System and communication architectures, simulation model training and/or operations, Over the Shoulder (OTS) instruction and/or support on Mission Command Information Systems, and other standard exercise planning and execution tasks.

3.1.6.1 The Contractor shall manage, maintain and integrate tactical voice and data emulation capabilities into unit tactical communications network.

3.1.6.2 The Contractor shall manage, maintain and integrate Government provided Tactical Mission Command (TMC) capabilities into unit tactical communications networks IAW Authority to Operate (ATO) and Certificates of Networthiness (CON).

3.1.6.3 The Contractor shall coordinate and liaison with NSC, Program Executive Office – Simulations Training and Instrumentation (PEO-STRI), Program Manager (PM), the Regional Simulation Center (RSC) and other agencies to connect JLCCTC (or similar) to distributed simulation exercises, and for LVC-IA, IEWTPT, HITS and One-World Terrain as required.

3.1.6.4 Simulation/Stimulation/Device Integration. Provide JLCCTC support and Low Overhead Driver integration in support of Virtual simulations and simulators including but not limited to LVC-IA, IEWTPT, AVCATT, RVTT, Gaming, and when technical solutions for integration of Virtual systems becomes available from the System Program Manager.

3.1.7 After Action Review (AAR) support:

3.1.7.1 The Contractor shall facilitate, moderate, and provide Government required products for the AAR learning process for all events and exercises and provide analysis of exercise data.

3.1.7.2 The Contractor shall assist unit leadership in preparing relevant AARs.

3.1.7.3 The Contractor shall develop a technical AAR Plan for the MTC technical staff utilizing but not limited to Knowledge Management (KM) processes, outlining the data collection necessary to provide exercise analysis and recommendations for future exercises.

3.1.8 The Contractor shall provide multi-echelon training events.

3.1.8.1 The Contractor shall facilitate training events utilizing appropriate and current LVCG capabilities, establish a Higher Headquarters Control (HICON) cell, integrate Opposing Force (OPFOR) role players, create AARs, scenario plans and orders generation, and other tasks as required to ensure a successful training event.

3.1.8.2 The Contractor shall design multi-echelon simulation supported training events to train and stress the interactions between echelons.

3.1.8.3 The Contractor shall support requirements during extended schedule operations when needed including after hours and weekend and holiday support.

3.1.8.4 The Contractor shall establish and maintain an EXCON able to manage and integrate all simulation and stimulation, control the event tempo, and regulate HICON, OPFOR, and subordinate unit work/ response cells in support of an exercise or event.

3.1.8.5 The Contractor shall provide, plan, and coordinate subordinate unit/OPFOR/GREEN work/response cell operations that replicate and role play subordinate units, enemy forces, and neutral parties respectively.

3.1.8.6 The Contractor shall prepare and update the “Exercise or Training event Planning Guide” and Exercise Preparation Checklist to assist the Contractor and units in planning for an event.

3.1.8.7 The Contractor shall support command-directed exercises: The Contractor shall support Joint; Coalition; Multi‐National; National Guard; Reserve; Interagency exercises, including but not limited, to domestic Defense Support of Civil Authorities, foreign peace keeping operations, and Humanitarian Assistance and Disaster Relief, Defense Chemical Biological Radiation Nuclear Explosive (CBRNE) Reactionary Force, and Consequence Management Response Force as required.

3.2 Technical and Communications.

3.2.1 The Contractor shall plan, install, manage, maintain, and recover all wide area networks and local area networks (WAN/LAN) to ensure timely operation of training and exercises.

3.2.1.1 The Contractor shall plan establish, provide, and maintain enterprise services on the simulation networks as determined by the exercise technical approach or architecture.

3.2.1.2 The Contractor shall establish and maintain simulation networks, and simulation(s) and connection(s) to other current and future simulation WANs .

3.2.1.3 The Contractor shall maintain, operate, and improve the MTC training networks and systems necessary for local and distributed training IAW Risk Management Framework (RMF) and facility/equipment ATO.

3.2.1.4 The Contractor shall provide, manage and operate simulation(s) and connection(s) to other current and future simulation LAN/WAN including but not limited to the Joint Training and Experimentation Network (JTEN), Combined Enterprise Regional Information Exchange (CENTRIX), Global Simulation Capability (GSC)-Network.

3.2.1.5 The Contractor shall operate systems/facilitate connections in a classified or unclassified environment as prescribed by the exercise or event.

3.2.2 The Contractor shall provide and establish Exercise Control, Technical Control Capabilities, key control nodes, and Mission Command Information System support for exercises and events.

3.2.2.1 The Contractor shall configure MCIS for the supported exercise or event, setup Mission Command Information Systems for the event, and operate Mission Command Information Systems.

3.2.2.2 The Contractor shall design install, configure, manage and maintain Mission Command hardware and software to support all training events.

3.2.2.3 The Contractor shall ensure database and network security measures are in place to protect information and systems from unauthorized access IAW Army Regulation (AR) 25-1, AR 25-2, DoD 8570.01-M, and installation Network Enterprise Center (NEC) regulations and their updates.

3.2.3 The Contractor shall provide Mission Command and Enterprise clients and services support.

3.2.3.1 The Contractor shall provide systems administration to support all internal and external communications.

3.2.3.2 The Contractor shall design, install, configure, manage and maintain Mission Command Information System hardware and software to support all training events.

3.2.4 The Contractor shall comply with all DoD, DA, Command and local Information System Security Manager and Cyber Security instructions and regulations. *See enclosure (Cyber Security update and Task Order sample) for details.

3.2.4.1 The Contractor shall ensure compliance with Risk Management Framework (RMF) IAW DoD Information Technology (IT) DoDI 8510.01 and regulations.

3.2.4.2 The Contractor shall plan, establish, and maintain simulation networks in a manner compliant with DoD and subordinate regulations and policies, and prepare appropriate network and system documentation that enable timely and successful network accreditation.

3.2.4.3 The Contractor shall develop, maintain, manage, and establish the required accreditation and certification documentation and standard operating procedures for MTC training Enclaves and MTC located NEC networks for new and existing systems/hardware.

3.2.5 The Contractor shall provide integration support associated with MCIS, replicated tactical radio network systems, and LVCG Tools.

3.2.5.1 The Contractor shall support fielding of new systems as directed in the Task Order (TO).

3.2.5.2 The Contractor shall provide integration with Virtual Devices to meet Unit commander training objectives and collective task accomplishment.

3.2.5.3 The Contractor shall establish the network and scenario linkages to the Live environment to enable and support the LVCG integrated training environment.

3.2.5.4 The Contractor shall provide internal telecommunications support across the MTC and interface with the installation NEC as the Telephone Control Officer.

3.2.5.5 The Contractor shall manage and maintain Advanced Simulation Technology, Inc. (ASTi) or similar Government provided system that replicates tactical communications in simulated TOC environments or unit training.

3.2.5.6 The Contractor shall manage, maintain and integrate Government-provided tactical radio capabilities (i.e., Harris RF-7800 or other High Capacity Line of Sight (HCLOS) capable system) into unit networks as part of distributed training events.

3.2.5.7 The Contractor shall manage, maintain and integrate Government-provided Combat Net Radio (CNR) capabilities (i.e. SINCGARS or other CNR capable system) into unit tactical communications network as part of distributed training events within the MTCs.

3.2.5.8 The Contractor, in conjunction with the MTC Government staff, shall conduct coordination with select TRADOC Project Offices (TPO), community of practice stakeholders, and TSS-Enterprise key agencies and directorates.

3.2.5.9 The Contractor shall manage, maintain, and integrate the Government’s Lightweight Directory Interchange Format (LDIF) products.

3.2.5.10 The Contractor shall provide user assistance and help desk support as required in TO.

3.2.5.11 The Contractor shall provide recommendations on interoperability on existing and newly required capabilities and for changes that promote common interfaces.

3.2.5.12 The Contractor shall ensure all interfaces to MCIS are operational during an exercise or event.

3.2.5.13 The Contractor shall ensure all replicated radio networks and interfaces to live tactical radios are operational.

3.2.5.14 The Contractor shall sustain linkages and support to MTC Mission Command training and network initiatives and infrastructure investments to improve MTC Integrated Training Environment.

3.2.5.15 The Contractor shall provide integrating architecture and constructive simulation support associated with supported exercise and events.

3.2.5.16 The Contractor shall provide current and future constructive simulations planning, configuration, testing, and execution support.

3.2.5.17 The Contractor shall recommend for Government approval the JLCCTC model and/or federation best suited to support the unit commander’s proposed training objectives.

3.2.5.18 The Contractor shall recommend for Government approval and design appropriate architectures that include simulation model(s)/federation, communication systems/networks, and Mission Command Information Systems as well as security considerations and personnel support requirements to meet Soldier and unit training objectives.

3.2.5.19 The Contractor shall Integrate Event communications between MTC and training Unit emulating its tactical communication systems (Warfighter Information Network – Tactical (WIN-T) and the Joint Network Node). Leverage communication infrastructure assets, Tactical Interface Point Sites, and Government provided HCLOS capable systems and platform situational awareness systems.

3.2.5.20 The Contractor shall provide LVCG and Mission Command Information System Configuration Management.

3.2.5.21 The Contractor shall participate in local, TPO and Program manager level configuration management boards.

3.2.5.22 The Contractor shall be the subject matter expert, troubleshoot problems and provide configuration management on software and hardware systems.

3.2.5.23 The Contractor shall provide input to and expertise for internal configuration management for identification, control, and configuration status documentation for hardware and software.

3.2.5.24 The Contractor shall provide backup of hardware and software configurations and plans.

3.2.5.25 The Contractor shall maintain current software builds and patches.

3.3 Plans and Operations.

3.3.1 Design Exercises and Events. The Contractor shall plan, coordinate, and participate in exercise planning and control events using joint exercise life cycle (JELC) IAW CJCSM Guide 3500.03E or its replacement.

3.3.1.1 The Contractor shall be responsible for scheduling and unit coordination for all MTC training and non-training events.

3.3.1.2 The Contractor shall work with units to refine training objectives, recommend scenarios, and provide after action reviews.

3.3.1.3 The Contractor shall maintain and synchronize MTC short, medium and long range calendars to ensure they are current and capture with monthly report on usage data and training statistics.

3.3.1.4 The Contractor shall incorporate and establish processes to receive training/non-training requests, track received requests by type and category, and post scheduled events onto the calendar/calendars.

3.3.1.5 The Contractor shall plan and attend event conferences, Working Groups, and In-Progress Reviews (IPRs) IAW CJCSM Guide 3500.03E or its replacement.

3.3.1.6 The Contractor shall provide Key Milestones identified and tracked (Task Org, Data Base, Testing) Concept Development Conference (CDC) IAW CJCSM Guide 3500.03E or its replacement.

3.3.1.7 The Contractor shall cross walk Unit training objectives and storyboards with LVCG & MSEL events.

3.3.1.8 Reserved.

3.3.1.9 The Contractor shall provide support to briefings, Video Teleconferencing, New Equipment Training (NET), unit classes, and other hosted events that take place on the MTC facilities.

3.3.2 The Contractor shall provide an onsite technical assistance and customer support help desk during normal duty hours. The help desk provides the first line of communication and response to the MTC, NEC provided, NIPR and SIPR Networks end users on issues ranging from network connectivity to desktop support.

3.3.3 The Contractor shall track, compile and report on the Training Aids, Devices, Simulators, and Simulations (TADSS) usage and other critical data as required by the Government for all training/non-training events.

3.3.3.1 The Contractor shall insure usage reports include but are not limited to the following information: unit requesting training; number of personnel scheduled to attend the requested training/non-training event; number of personnel who physically attended training/non-training event; hours trained; TADSS used; facilities provided; instructor; dates of training/non-training event; units turned-away (unsupportable training events/non-training events); cancellations; no-shows IAW the TO.

3.3.4 The Contractor shall provide management support. This involves providing program and management functional and technical support related assistance, advice, analysis and recommendations.

3.3.4.1 The Contractor shall prepare and perform informational briefings; SOP development and updates; record keeping; utilization reporting; scheduling; calendar maintaining; and other documentation and presentations.

3.3.4.2 The Contractor shall provide office management and administrative assistance.

3.3.4.3 The Contractor shall maintain new equipment and equipment upgrades.

3.3.4.4 The Contractor shall develop, implement and evaluate all phases of a comprehensive Standard Operating Procedures (SOP) program.

3.3.4.5 Conduct Demonstrations, Briefings, and Orientations. The Contractor shall assist in providing tours, briefings, and demonstrations of the various systems, models, and simulations, and training capabilities as directed in the TO.

3.3.4.6 The Contractor shall develop and maintain a non-proprietary Government owned web page for training support and scheduling.

3.3.5 In coordination with the Government, the Contractor shall design, implement, and maintain MTC KM systems, processes, and portal.

3.3.5.1 The Contractor shall archive all exercise materials, lessons learned, documentation, hardware and software on a provided Government System.

3.3.5.2 The Contractor shall design and maintain an appropriate Operational Environment portal and maintain scenario products, reference material, and other appropriate documentation.

3.3.6 The Contractor shall provide services for the exploration of emerging IT and communications technologies.

3.4 Logistics

3.4.1 The Contractor shall maintain facilities and provide equipment accountability. The Contractor shall provide support functions to ensure smooth facility operations. The Contractor shall establish, update, obtain Government approval, and execute facility management policy and procedures. The Contractor shall ensure facility cleanliness, property accountability, and provide event configuration and room setup to support events. The Contractor shall perform Facility Management services as directed in the Task Orders.

3.4.1.1 The Contractor shall set up workstations and work areas to support an exercise, seminar or working group and brief exercise participants regarding facility and work area management plans.

3.4.1.2 The Contractor shall prepare, execute and manage pre-exercise setup and post-exercise recovery and reset of all facilities, work stations, work areas, TOC Pads, and training areas back to their original configurations and orderliness.

3.4.1.3 The Contractor shall configure all telecommunications for exercises, classes, seminars or working groups

3.4.1.4 The Contractor shall inspect storage devices and ensure they are properly sanitized according to current best business practices before the drives are reused to store data at a different classification and/or releasable level erased with an approved DoD tool at completion of exercise.

3.4.1.5 The Contractor shall adhere to command directed contingency Continuity of Operations Plan (COOP).

3.4.1.6 The Contractor shall ensure storage devices, classified information, and exercise data are properly handled, accounted for, stored, and if directed by the COR, properly destroyed / disposed of.

3.4.1.7 In cooperation with the MTC Government staff, the Contractor shall assist the Government in maintaining a standard operating procedure for property accountability. The Contractor shall maintain inventories of equipment to ensure tracking property down to the user level, submit lists of supplies and equipment required to execute the mission, assist in the ordering process, and properly account for and store items upon receipt, including physical disposition of materials and supplies. The Contractor shall understand and comply with Army Property Accountability and Supply Procedures to support MTC operations to include supply actions for other MTC tenets on those sites. The Contractor shall account for property IAW AR 710-2-1 and at a minimum, account for 10% percent of the property per month IAW Installation Property Book Officer (IPBO) guidance.

3.4.2 Personnel Security, Physical Security, OPSEC, Information Security, and access control.

3.4.2.1 Personnel Security Clearance. The services to be provided under this task order will require SECRET clearances and in some cases TOP SECRET clearances with access to Sensitive Compartmented Information (SCI). TOP SECRET clearances with SCI access are verified by selected personnel as deemed appropriate by the Government Sensitive Compartmented Information (SCI) Contract Monitor (SCI-CM) during phase-in and throughout the TO. The Contractor shall ensure that each MTC has the ability to access SIGINT data through the local Foundry site. The Contractor shall apply for Contractor personnel security clearances within twenty workdays after TO award. An interim clearance will be accepted for up to six months. Contractors who will operate the IEWTPT TCC Upper Enclave will require a CI-POLY prior to operating the system.

3.4.2.2 The Contractor shall provide physical, personnel, and information security for all material, equipment, data, and information handled during contract performance.

3.4.2.1.1 The Contractor shall submit security plans and accreditation documentation for all standard and non-standard systems as identified in AR 380-5, Appendix B and IAW TO. The plan shall display that the proper Approving Official (AO) has approved and accepted any risks identified in the plan.

3.4.2.1.2 The Contractor shall develop an Operational Security (OPSEC) Standing Operating Procedure (SOP)/Plan within 90 calendar days of contract award, to be reviewed and approved by the Government per AR 530-1. The Contractor shall identify an individual to serve as the OPSEC Coordinator IAW the TO.

3.4.2.2 The Contractor shall provide operational support and management for Sensitive Compartmented Information Facility (SCIF) where applicable.

3.4.2.2.1 The Contractor shall provide designated Government SCIF lead agent, operational support, and management support for daily SCIF activates.

3.4.2.2.2 SCIF Support (WIM UE, IEWTPT UE, Tactical Communications Support Processor [TCSP], Radiant Mercury [RM] as applicable). Provide operational SCIF support to Government. SCIF personnel shall possess an adjudicated Top Secret/Special Compartmented Information (TS/SCI) based security clearances. Employ WIM/IEWTPT as directed by the Government within the MTC SCIF. Provide accreditation and certification support to Government for Intelligence training systems.

3.4.2.2.3 Establish, maintain, and manage the inherited security controls for Program Managed training, simulation, mission command, and physical security information systems that reside within the MTC security boundary (e.g. IEWTPT, LVC-IA, MRF-B, GCCS-J, MCIS).

3.4.2.3 The Contractor shall provide physical security for all material, equipment, data and information handled during contract performance. The Government will provide necessary transportation and authorize courier cards for necessary and qualified individuals.

3.4.2.3.1 The Contractor shall properly secure, store, account for, and dispose of any classified hardware, software, printed materials, or other forms of data storage media used or produced by the contracted activity.

3.4.2.3.2 The Contractor shall pick up, handle, transport, install, inventory, store, and, at the direction of the COR, dispose of destroy Communications Security (COMSEC) equipment, devices, and keying material IAW all DA and National Security Agency (NSA) procedures and regulations, as required.

3.4.3 Manage Personnel Readiness, Replacement, and Accounting. The Contractor shall conduct continuous analysis of position, personnel and capabilities. The Contractor shall coordinate and execute an effective personnel in-processing program. The Contractor shall maintain the personnel information database and records IAW with US Army and Contract standards.

3.4.3.1 Contractor Personnel Responsibilities. The Contractor shall provide sufficient qualified personnel to execute all work requirements within established standards and timelines, and possessing the skills, knowledge, training, certifications, and licenses to satisfactorily perform the services required by this TO. Personnel performing work under this TO shall remain employees of the Contractor and shall not be considered or treated as employees of the Government. Personnel performing work under this TO shall be employees of the Contractor or Sub-Contractor and not independent Contractors (1099 employees). The Contractor shall obtain all required certifications and clearances, including personnel security clearances

3.4.3.2 Cyber Security Certifications. The Contractor shall be responsible for acquiring and maintaining appropriate current and future industry standard certifications and continuing education (CE) in order to meet Department of the Army (DA), RMF, and other administrative requirements from a local / site perspective.

3.4.3.3 Contractor Training Responsibilities: The Contractor is required to provide a fully trained and certified workforce. The Contractor is responsible to provide training for Contractor personnel and to keep them abreast of advances in the state-of-the-art, or for training Contractor employees on equipment, computer languages, and computer operating systems that are available on the commercial market. In the event that required training is available from the Government and there is an associated cost to the training, the Government may provide this training to the contractor. Government provided training may occur under the following circumstances:

· When the Government requires contractor training to meet special requirements that are peculiar or new to a particular Government requirement.

· Limited training of Contractor employee(s) may be authorized when the Government determines it to be in the best interest of the Government.

· The Government will not authorize training for Contractor employees to attend seminars, symposia, or user group conferences, unless certified by the COR that attendance is necessary for the performance of TO requirements.

3.4.4 The Contractor shall provide TO Management.

3.4.4.1 The Contractor shall provide the overall management and administrative effort necessary to ensure that the TO requirements are accomplished in accordance with the PWS.

3.4.4.2 The Contractor shall prepare for, attend and participate in periodic TO management reviews with the Government IAW the TO. Meetings will discuss current status of staffing, training, invoicing, cost control, and visibility on the progress, performance, and status of TO requirements, other matters related to TO management.

3.4.4.3 The Contractor shall submit to the Contracting Officer’s Representative (COR) two weeks prior to full performance, and the first working day of each month thereafter a listing of qualifications, licenses, certifications, qualifications, and experience possessed by the Contractor’s workforce. This list shall include expiration dates, and planned recertification dates. The list shall be complete IAW the TO requirements and the MTC systems to be operated.

3.4.4.4 The Contractor shall assist the Government in planning, budgeting, scheduling, and controlling the resources allocated to meet the requirements of the contract IAW TO.

3.4.4.5 The Contractor shall prepare and submit periodic reports in accordance with the TO.

3.4.4.6 The Contractor shall inform COR of any Site Manager absence and the acting Site Manager appointed.

3.4.4.7 The Contractor shall inform COR of any contract discrepancies that may impact TO performance.

3.5 CONTRACTOR MANPOWERSERVICE CONTRACT REPORTING (CMSCR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the US Army via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://www.ecmra.miSAM.govl, and then click on “Department of the Army CMRA”..

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
