The following have been modified:
PROPOSAL SUBMISSION
SECTION L - PROPOSAL SUBMISSION
L.1. INTRODUCTION.
L.1.1. The following information contains instructions for offerors responding to the FACT Training services solicitation W900KK-21-R-0056.
L.1.2. Proposals must clearly and convincingly demonstrate that the offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements. Offerors are cautioned that “parroting” of the requirements of the Performance Work Statement (PWS) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Statements that the prospective offeror understands, can, or will comply with the specifications, statements paraphrasing the requirements or parts thereof and mere reiteration of the requirement or standard reference material are considered inadequate and unsatisfactory. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Clarity and completeness of the proposal are of the utmost importance. Proposal volumes must be internally consistent or the proposal will be considered unrealistic and may be considered unacceptable.
L.1.3. The FACT training services requirement is a Service Disabled Veteran Owned Small Business (SDVOSB) Set aside, to be competed among companies qualifying under NAICS code 611699, All Other Miscellaneous Schools and Instruction, with a small business size standard of $12,000,000. The FACT training services technical requirements and the details for the ID/IQ contract and TO 0001 are defined within section C of this solicitation, or attachment to Solicitation. The FACT Training services requirement is set-aside for SDVOSBs; therefore, a Small Business Subcontracting Plan is not required.
L.1.4. The proposal shall be valid for 270 calendar days from date of initial proposal submission. The offeror shall insert the validity date in Block 12 of the SF 33.
L.1.5. Any data previously submitted in response to another solicitation should be assumed to be unavailable during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
L.1.6. Files shall not contain classified data. The use of hyperlinks is prohibited.
L.1.7. Proposals shall be compliant with the full solicitation. The Government will evaluate each proposal in accordance with this RFP; however, offerors are required to comply with all requirements stated herein. Any indication that the offeror does not intend to meet all of the requirements may cause the proposal to be evaluated as non-compliant and ineligible for award.
L.1.8. Offerors shall not make any changes to the solicitation. Any objections to the terms and conditions of the solicitation should be addressed to the PCO. If the proposal takes exceptions to the terms and conditions of the solicitation, all exceptions shall be denoted in a cover letter to the proposal; however, exceptions to the solicitation taken in the proposal may result in the offer being non-compliant. Offerors are hereby on notice that a failure to submit all the required documentation in exactly the manner (timeliness and format) specified in the solicitation may constitute a basis for the government to reject a proposal as non-compliant and therefore unacceptable, at the sole discretion of the source selection authority.
Furthermore, should an offeror indicate in its proposal that: it cannot or will not meet one or more contract requirements; provide an approach that clearly does not meet one or more contract requirements; or, include proposal information that prompts the government to question the offeror’s compliance with one or more contract requirements, the government may determine, at its discretion, that the offeror’s proposal is non-compliant, and therefore ineligible for award.
L.1.9. The portions of the successful offeror’s (Awardee’s) proposal that have merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance will be incorporated into Section C of the resulting contract and resulting Task Orders.
L.2. PROPOSAL SUBMISSION REQUIREMENTS.
L.2.1. Delivery and Due Date.
Offerors shall use the Department of Defense Secure Access File Exchange (DoD SAFE) to submit and deliver proposals using the instructions provided in paragraph L.2.1.1. Offerors are responsible for verifying that there proposal was timely received. Offerors shall submit proposals in accordance with the descriptions in Section L of this solicitation. Each volume (Volume I –Technical, Volume II - Past Performance, Volume III – Cost/Price and Volume IV –Administrative) shall be submitted as a separate file.
Proposal submissions must be electronically received by the below POCs identified in Section L.2.2 on or before (see block 9 of SF33) Eastern Standard Time (EST).
It is the offeror’s responsibility to ensure that the entire proposal (to include separate subcontractor Cost/Price submissions) is received prior to the proposal due date and at time (see block 9 of SF33), attention to the Contract Specialist listed below in paragraph L.2.2. Subcontractor Cost/Price proposals submitted separately are considered part of the offeror’s proposal. If subcontractor Cost/Price Proposals are submitted separately directly to the PCO and are late, the entire proposal will be considered late. All subcontractor submissions shall clearly state in their file submission which prime they are a subcontractor to.
Each offeror submitting a proposal in response to this solicitation is responsible for accounting for the time necessary for the electronic submission to be executed and received. Failure of an offeror to submit its proposal in accordance with the date and time deadlines or the manner specified in the solicitation may result in a determination of non-responsiveness, and the offeror is ineligible to be considered for award.
L.2.1.1. DoD SAFE Instructions
Each offeror submitting a proposal submitting a proposal in response to this solicitation is required to submit a “Request for Drop-off” via electronic mail. The subject of this email must be in the following format:
“W900KK-21-R-0056, Company Name, Request for Drop-off”
Note: The email must include the name of each file being submitted.
The offeror will then receive an automated email providing the link and access code to access the SAFE site to submit their proposal. The request created will be valid for 14 days. Offerors will be able to encrypt their submission using the following instructions:
a) Encrypting a Drop-off: Click on the "Encrypt every file" checkbox and provide a passphrase when creating a drop-off. IMPORTANT: DoD SAFE does not store the passphrase nor send a copy of the passphrase to the recipients due to security reasons. The offeror is responsible for sharing the encryption passphrase with the POCs identified in Section L.2.2 through a secure channel such as encrypted email.
Upon receipt of a proposal, the Government will confirm receipt, via electronic mail, with the date and time received. However, the Offerors are responsible for verifying that there proposal was timely received. The receipt confirmation shall not be considered a determination of compliancy. Offerors are reminded that proposals shall be compliant with the full solicitation. The Government will evaluate each proposal in accordance with this RFP;
however, offerors are required to comply with all requirements stated herein. Any indication that the offeror does not intend to meet all of the requirements may cause the proposal to be evaluated as non-compliant and ineligible for award.
Firefox, Chrome and Edge are the recommended browsers for use with DoD SAFE. Internet Explorer is not recommended. Please note that Internet Explorer limits uploads to 2GB.
Compressed file-types (zip, 7z, tar.gz, etc.) can be used to reduce the size of a file. Alternatively, large files can also be separated into multiple 8 GB or less segments that can be sent in several individual package transfers.
Up to 25 files can be uploaded at one time.

The Offeror shall submit a Total Compensation Plan meeting the requirements of FAR Clause 52.222-46, Evaluation of Compensation for Professional Employees. The Total Compensation Plan shall include details regarding the prime contractor, subcontractors (can be separately submitted), and Joint Venture partners, as applicable. The supporting information provided shall be consistent and traceable with the labor rates proposed in the Total Contract Price Excel Workbook.
If the Prime cannot submit subcontractor information related to the Total Compensation Plan due to proprietary data issues (i.e. fringe benefit details), subcontractors’ information may be provided directly to the Government separately (reference L.4.1). Offerors are cautioned that subcontractor information shall be in compliance with the deadlines and guidance established above.
The Total Compensation Plan will be considered in the Determination of Responsibility. It is not a requirement for evaluation in source selection. The Total Compensation Plan will be incorporated into any resultant contract.
